THE COUNCILMEN OF THE VILLAGE OF TEQUESTA, FLO~tIDA
• A Special Meeting of the Village Councilmen of the Village of
Tequesta was held Wednesday, November 8, 1967 at 8:00 P.M. at the Village
Hall. Councilmen present were: Sylvester, Valier and Bledsoe. Also pre-
sent was Robert Harp, Village Manager and Clerk.
Vice~fayor Sylvester welcomed a large group of local high
school students who were observing the meeting.
Vice~la.yor Sylvester advised that the meeting had been ad-
journed to this date from the originally scheduled date because the
Bond Ordinance for the purchase of the water company was not ready at
that date.
Mr. Donald L. Osha, Brockway, Owen & Anderson, Engineers, Inc.,
presented the engineering report for the waterworks acquisition program
of the Vi1la.ge of Tequesta dated October 20, 1967. Mr. Osha reviewed the
various information in the report for the Councilmen Frith detailed ex-
planation of the following:
1.) Description of the existing system.
2.) Appraisal of the existing system.
3.) Past operation as Tequesta Water Co., Inc.
4.) The Acquisition Program.
5.) Anticipated capital expenditures.
• Mr. Osha especially stressed their recommendation on Page IV-9 of the
report that both ground storage tanks be drained, cleaned, inspected,
and if necessary, painted; Wells No. 5, 6, 7, 8, 9 and 10 be cleaned,
reconditioned, and the yield substantially restored to 180 gallons per
minute per well; and that such work be completed by the seller. The
Councilmen received the report and Mr. Osha~s review of same for their
further study and consideration.
The Village Clerk read a 39 page ordinance entitled as follows:
An Ordinance Authorizing the kcquisition of a Water System by
the Village of Tequesta, Florida, a Political Subdivision of the
State of Florida, from the Tequesta EJater Co., Inc., and the Cons-
truction of Additions, Extensions and Improvements of said System;
Authorizing the Issuance of Not Exceeding $1,70(ti,000. 6~'ater Revenue
Certificates of said Village to L`inance the Cost of the Acquisition-
and Improvements of said Water System; and Providing for the Terns
of said Water Revenue Certificates and the Rights, Security and
Remedies of the Holders Thereof.
Following the reading, Valier moved, second by Bledsoe and passed that
the First Reading of said Ordinance be approved.
Second and final reading of the Ordinance will be made at the
regu]a,r Council meeting, November 21, 1967 and if approved, the Village
Attorney will then prepare and file proceedings to validate the Certifi-
cates authorized by the Ordinance.
The Village Manager reported that the firm of Brockway, Owen
~ Anderson Engineers, Inc., proposes to perfo na the following services

in regards to the relocation and reconstruction of the existing 10-incP~
diameter subaqueous water main crossing of 'the Intracoastal ~laterway arc
the State Road 707 bridge:
1.) Prepare plans and specifications, perform necessary field
surveys; make applications for necessary permiis and receive
bids for six (6 percent of the construction cost.
2.) Furnish construction control staking and periodic construc-
tion inspection, prepare periodic payment estimates and pre-
pare "as built" record drawings for four (4) percent of the
construction cost.
Valier moved, second by Bledsoe and passed that the above proposed
fees for said work be accepted by the Village..
The Village Clerk gave second reading by tide only to an
ordinance annexing the following described parcel of Nand to the Village
of Tequesta
The North 100 feet of Lot 187, Gomez Grant and Jupiter Island,
according to the plat thereof, recorded in Plat Book 1, Page 80,
of the Public Records of Palm Beach County, Florida. Less that
part deeded for State Road ?07, as in Official Records Book 915,
Page 43, said Palm Beach County Records.
Valier moved, second by Bledsoe and passed that the second reading be
• approved. Both readings of the ordinance having been approved, Ordinance
No. 137 was hereby passed and adopted on second reading,
There being no further business, the meeting was adjourned
at 10:00 P,M.
