Mt~.ETIl~?G ©~' THE CO~1CILl~~1 OF THE VILLAGE OF TEQLiCSTA, FLORIDA The regular monthly meeta.ng of the Councilmen of the Village of Tequesta, Florida i~a,s held Tuesday, December 19, 1967 at 8:00 P.M. at the Village Hall. Councilmen present ~rere: Messrs. Bowden, Sylvester, Cornelius and Valier. Also present ~rere Robert Harp, Village N,ana,ger and Village Clerk and William A. Lord, Village Attorney. The meeting wa,s opened with prayer and the pledge of allegiance to the flag by Councilman Cornelius. The Minutes of the Public Hearing held November 21, 1967 were read and approved upon motion by Cornelius, second by Valier and passed. The Minutes of the Council meeting held November 21, 1967 were read and approved upon motion by Valier, second by Sylvester and passed. The Minutes of the Public Hearin; held December 5, 196? were read and approved upon motion by Cornelius, second by Valier and passed. Valier moved, second by Sylvester and passed that the detailed reading of the financial statement for the month of November 1967 be waived. The Village Manager recapped the receipts and disbursements for the month of November 1967 and upon motion by Valier, second by Sylvester and passed, the financial statement and disbursements for the month of November 1967 t~rere approved. Balances on hand at November 30, 196? were as follows: • First Bank of Jupiter/Tequesta $27,183.42 Petty Cash 25.00 Community Federal Savings and Loan 30,715.79 Fidelity Federal Savings and Loan 13,259.71 $71.183.92 Account balances were as follot~s Operating Account $58,053.27 Petty Cash 25.00 Capital Fund 7,225.33 Streets, Roads and Drainage ~.ind 5,880.32 $71,183.92 The Sinking Fund balance was $13,020.60. The Village Manager read his report covering activities for the month of November 1967. The report showed that five (5) new green and white reflective street name signs had been erected to get the reaction of Village residents but no comments had been received. Several Councilmen reported they had received comments on the signs. Approximately 80~ of the tax roll had been collected by Povember 30. building Permits were: NOVEMBER 1967 PEAR TO DATE No. - - Valuation No.iB Valuation 26 (4 Houses) $132,374. 59 (11 mouses) $358,549. -14- 2 - 7.Z-19-6 7 Mayor Bowden reminded the Councilmen of the usual Christmas gift for the Village employees and Sylvester moved, second by Cornelius and passed that the sum of $400.00 be distributed to the 13 Village employees. Funds for this purpose were in the budget. Mayor Bowden reported that Mr. Frank J. Griffith, 287 River Drive, Tequesta, had been appointed as a Commissioner for Jupiter Fire Gontrol District No. 1, replacing Mr. John R. Sutton, Jr. Mayor Bowden suggested that no right turns on red be permitted at the traffic signal at U. S. No. 1 (State Road No. 5) and Tequesta Drive. The Council instructed Chief Dusenbery to present his written recommendation on this matter to the Council for their consideration. The 1967 State Legislature passed a law which permits right turns on red lights if not otherwise prohibited by the municipalities. The Mayor reported that the bond validation proceedings would be held in the Circuit Court in T~Test Palm Beach on Friday, December 22, 1967 at 8:15 A.M. Mayor Bowden suggested that the Council adopt white and green as the official colors for the Village and reletter the trucks with green letters and omit the Indian head design. This would conform to the colors of the new Village sign on U. S, No. 1. The Councilmen were in general agreement that the present colors and lettering and Indian head design be retained. • The Mayor suggested that the Village Manager commence efforts once again for the Post Office Department to get a post office for the Village of Tequesta and Councilman Cornelius stated he is continuing _ to work on the project but believed it to be several years away. Councilman Valier suggested a pamphlet be prepared which would contain information of importance to new residents setting out some of the more common ordinance requirements and emergency telephone numbers, etc. and delivery to be made by members of the Police Department as the new residents move in. The suggestion iti~as approved by the Council and the Village Manager will proceed to compile and make the pamphlet. Councilman Cornelius mentioned that the Village Attorney had been asked to prepare ~ ordinance prohibiting and controlling the parking of trailers, boats, boat trailers, etc. but that the Council had not received such an ordinance. The Village ~.ttorney stated he had one for their consideration but other Village matters had been more urgent during the past several months. Councilman Cornelius further reported that a trailer had been parked on property at ~C6 Tequesta Drive for approxi- mately four (4) weeks with people living in the trailer. He stated this eras a violation of the zoning regulations for the Single Family Dwelling District and said it should be stopped at once before it should occur all over the Village. Cornelius moved, second by Valier and passed that the Village Manager take whatever action is necessary to have this trailer removed from the lot at X06 Tequesta Drive and prevent it from • being parked there. CounciLnan Sylvester commended the Jupiter-Tequesta Jaycee9 for -15- 3 - 12-19-67 the excellent parade they had December 9, 1967 and the Village Manager is to ~:~rite a letter to the Jaycees expressing the commendation of fife • Vi1la,ge Council. Chief Dusenbery presented the Police bepartmet~t and Civil Defense Reports for the month of November 1967 and both were accepted. The Village Clerk gave second reading by title only to an ordinance providing fora zoning change from R-1 to C-2 for the Crim property. Cornelius moved, second by Valier and passed that the second reading of the ordinance be approved. Both readings of the ordinance having been approved, Ordinance No. 139 was hereby passed and adopted on second reading. Mr. Robert ~J. Jahn, Vice President, Pilot Homes, Inc., was present to submit his sketch for the new groposed developers sign on the north side of Tequesta Drive, west of the F. E. C. Railway Tracks. The proposed new sign is 6' x 12'. Cornelius moved, second by Valier and passed that Pilot Homes, Inc. be granted a six (6) months developers sign permit for the subject sign upon submission of proper application and payment of proper fee. The Councilmen stated they had received complaints about tirJendimere, Inc. now having two (2) signs on their model home property on the corner of Fiesta ~'~venue and Tequesta Drive and they are to be advised to make removal of one of the signs. Mayor Bowden suggested that the hanging directional signs be • removed but it was the feeling of the Councilmen that they should be retained and relettered in greon and white colorse The Village Attorney gave first reading to an ordir~~.nce pro- viding an R-3 zoning classification for the C.F.J., Inc. property on Jupiter Island as approved at the December 5, 1967 Public Hearing. Cornelius moved, second by Valier and passed that the first reading of the ordinance be approved. The Village Manager reported that rlr. Jahn, owner of the property, ~*as anxious to have this zoning completed so he could proceed with plans,-etc. to obtain a building permit prior to January 1, 1968. The Council set a Special A~ieeting for 9:00 A.M., Friday, December 29, 1967 at the Village Hall to give the ordinance second reading. Mayor Bowden reported the street corners in Country Club Point Subdivision had been cut, trimmed, ~~eeded, etc. by the Village rna.intenance crew and that the Tequesta Country Club had been advised by letter of the Country Club Point's water complaint that was discussed at last months meeting. Mr. 1Sadlec from Country Club Point reiterated many of the com- p]aints as discussed last month and advised the Council that their Association was holding a meeting January 8, 1968 to discuss the situa- tion. Attorney I~rd will give them his opinion of the Village's position in respect to the canals in that subdivision. The Village Manager reported that the Zoning Board of Adjust- ment did not act on an application of Village Realty, Inc. at a Public Hearing December ?, 196? to permit construction of a warehouse on Lot ~, Block 1, Jupiter in the Pines, Section C, which is zoned C-2 ti;~holesale Commercial and Light Industrial District, with less than one (1) -16- ~ - 12-19-67 parT~ing space for each 100 square feet of gross floor area. The Board had referred this matter back to the Council since they did not believe they could change the present provisions of the Zoning Ordinance pertaining to parking. The Council set Tuesday, 7:30 P.M,, January 16, 1968 as the time fora Public Hearing to amend the various parking regulations for the different zoning classifications under the Village Zoning Ordi- nance. The Village Council discussed the proposed plan that the Board of County Commissioners of Pal~;i Beach County are contemplating for pro- viding ambulance service throughout the entire County on a franchise basis. Mr. William Smallwood of the North County First Aid Squad, Inc., which is presently providing volunteer ambulance service for this area, presented their feelings on this matter and asked that the Village pass a resolution to keep the volunteer ambulance service for Zone ~° of the proposed County-wide plan instead of having service u_Zder a County fran- chise service. The resolution was read and Cornelius moved, second by Valier and passed that the resolution be passed and the Board of County Commissioners be advised of the Villages desire to continue under the present volunteer ambulance system. The Councilmen were advised that Tequesta and Jupiter~s appli- cation fora ?O1 Planning Gi~a,nt h~~d bee~i placed on the bottom of the priority list and it was not likely that federal funds ~:~ould be availa- ble for this purpose for quite some tune. Mr. ~~1. Criswell and Mr. Bill Lund discussed the possibility of the formation of a sewer district in the Alorth County areas as authorized by la~~s passed by the recent State • Legislature. The Council agreed that the Mayor should appoint two mer~.bers of a committee to be formed to proceed to investigate the fo miation of such a district for the North County area. The Village Manager advised the Councilmen that Ordinance No. 125, which granted a CATV Franchise to T;urnup ~ Sims, Inc. expired December 15, 1967. The Village Manager gave each Councilman a copy of the audit report for the fiscal year ended September 30, 196? which had been received from the auditor. The Village Manager advised that ~~~illiaan S. brood had agreed to serve as Judge Ad Litum for the Village and the Village Attorney will prepare a resolution to this effect to be acted upon by the Council at the Special Meeting scheduled for 9:00 1"~.T~i., Friday, December 29, 1967. The Council authorized the purchase of a portable C.. E, police radio from Spencer Communications, Inc. at a cost of $888.00 upon motion by Cornelius, second by Sylvester and passed.
