THE PILLt~E OF TEQUE`STA, FLORIDA
The regular monthly meeting of the Councilmen~of the Pillage
of Tequesta was held Tuesday, April 16, 1968, at 8:00 P,M, at the Y~llage
Hall. Councilmen present were: Messrs. Sylvester, Bowden, Cunningham
and Long. Councilman Yalier was not present. Also present w®re Robert
Harp, Pillage I~,nager and William A. Lord, Pillage Attorney.
The meeting was opened with prayer and the Pledge of Allegi-
ance to the Flag b9 Councilman Cunningham.
The Minutes of the previous meeting were read and approved.
Bowden moved, second by Cunn3.ngham and passed that the detailed
reading of the financial statement for March 1968 be waived. The Pillage
Manager recapped the receipts and disbursements for the six (6) months
period onled March 31, 1968, and upon motion by Bowden, second by Long
and passed, the financial statement and disbursements for .the month of
March were approved. Balances oa hand at March 31, 1968 were as follows

The Sinking Fiord balance is $15,803.10 sad interest in the amount of
$2,?22.50 was paid in March on the Pillage Hall bonds.
The Pillage Manager reported that figures for the Water
Company had not been prepared as yet.
The Pillage Manager presented his report ca-veriag activities
for the month of March 1968. The report showed the Pillage of Tequesta
Water Depa rhneat co~nenced operations March 1, 1968, the annual Yi1la,gs
General Election was held March 19, 1968, agreements were signed with
Murphy Construction Company for relocation of the water line across the
Intracoastal Waterway. The report showed building permits as follows:

Mayor Sylvester stated he believed the 1a,rge crowd in atten-
dance was at the meeting to discuss the new water rates and charges of
the Water Department in the Apmil 1, 1968 billing for March, 1968 water
use and coasumptio~a. Most of those persons rn attendaa~ce were from the
Riverside Drive Park and Jupiter in the Pines areas within the Town of
Jupiter. Most complained about the monthly meter (demand) charge and the
25~ charge for areas outside the Village. Others believed that their
deposits were now with a company that is out of existence but were assured
the Village of Tequesta Water impartment had received the deposits of all
water costumers froanthe seller. Others called the 25~ discriminatory.
The group was told by the Couascil that the rate schedule as adopted is
Ordi~nce No. 134 was necessary and required for the purchase of the
water company by the Village. They were advised that the rates w®re a
part of the petition to the Circuit Court for approval of the dater
Revenue Certificates and had been approved. Mayor Sylvester stated the
Council would consider the matter but doubted if there could ~ any
changes made since the rates were a part and basis of the Revenue Certi-
ficates issued for the purchase of the water company.
Paul Thomson and Lee Hurlburt appeared before the Village
Council to request that the Vi1la,ge Hall facilities be used for groups
who ar'® not clubs but who perform service activities for the canrnunity.
They further suggested no food or drinks, etc. of anp kind be permitted
to be serv~~ Mayor Sylvester asked for more time to study sad discuss
the matter and Couacilffi~n Cuncai.ngham and Long volunteered to have a
formula for use of the building to be presented at the May Council
Meeting.
• Mayor Sylvester discussed the possibility of the Village making
a donation to Miss fiathy Burkett, a resident of the Village, to help
defray her expenses to the Little t°Jhite House Conference to be held is
Honolulu, Hawaii where she will -represent the State of Florida. The
conference fs sponsored annually by the National Teenage Assembly.
Counci]man 8owdea suggested $100.00. Councilman Cunningham moved,
second by Long and passed that the Village contribute $125.00 to
Miss Burkett far the purpose as explained. The vote on the motion was:

Mayor Sylvester asked the Councilmen to head up various com-
Police Chief Dusenbery presented the Police Department and
Civil Defense Reports for March, 1968 and both were approved.
Counci]ma,n Bowden suggested that the Village should continue to
look into the matter of CATV since the Teleprompter Corp. was awarded
a franchise for this service in West Palm Beach. The Village Manager is
to contact various CATV companies to see if our Village can be provided
with this service.

Village Attorney Lord advs.sed that the cost for the relocation
of the waterline across the i3s,tracoastal Waterway in connection with
the construction of the new ba~adge wall cost approximately $2,000. more
than anticipated due to addi.tioasa,l S~.a.te Soad Iepartment requirements
for the construction. The Vil.~~,ge Engineers are trying to get approval
for use of a perpetual easemQn.t over the south and the southeastern side
of a portion of Lot 19?, Jupiter Island Subdivision iaastead of the State
Road Department right-of-way.
The proposed p1.~rchase of a breatha iyzer for the Fo s ce Depart-
ment in conjunction with Chapter 67-309 Florida Statutes, as passed by
the State Legislature and effecwive July 1, 1968, at a cost of $9b7.00
complete with supplies for 190 tests was tabled for further study and
discussion.
The Village Attorneys letter to the Council in reference to
the duties and responsibi3ities of the Vil~'.age with reference to the
maintenance of the oa.nals in Country Cl.u'h ~'oint Subdivision was dis-
cussed ~3,th residents of that area. The discussion was on the same as-
pects of the problem that have been discussed many times and at great
length previously. Bowden moved that the Village clean and dredge the
ca.na,ls in Country Club Point. There was no second of the motion. The
possibility of a specia l assessment on the tax roll for the property
• owners in Country Club Point to be used for the maintenance of the canals
was also discussed. Bowden moved, second by Long and passed that Brockway+
Owen and Anderson Engineers, In^. ma~Ce a study of the situation in res- s
pest to what maintenance is necessary on the canals at the present time
and to advise the Co~.~.ci]men of the estimated cost of the required work
on the cane 1s .
The Councilmen discussed the Village Managers memorandum of
April 8, 1968, in reference to the possible addition of one (1) additional
patrolmen to the Police Department at the present Lime. It was explained
that during the vacation schedule for the Police Department, the existing
police service would-have to be curtailed to some extent since one (1)
man would ~ out of the schedule on vacation. It was also explained
that an additional man would also relative the administrative office of
serving as police dispatcher once the vacation schedule was completed
and the complete Police Department complement of nine (9) men could
provide complete coverage for all Po].~.ce l~partm,ent activities. Cunningham
moved, second by Bowden and passed that one (1) additional police patrol-
man be hired to commence work as soon as possible.
Mr. Paugh reported that he had nothing to report on the Sewerage
District Committee. '
The Village Manager presented an appraisal for the parcel of
land lying east of the Village Ha,11 along Tequesta Drive, made by Louis
B. Bills, showing his appraisal valuation of $33,000. for the property.
It was stated the owner of the property had offered it to the Village
far the sum of $30,000. No action was taken on the matter since the full
Council was not present and the Councilmen in attendance wanted all the
Councilmen to consider and study the matter.

The Dillage Manager reported on a petition from the residents
of division Street iu the Town of Jupiter requesting that the Yil]age
approve changi~ the naa~ to Pine Yiew iioad. It was explained that the
town of Jupiter would also have to approve this change. Bowden moved,
•econd by Long and passed that the game of Division Street in the Yillaga
of Tequesta be changed to Pine Yiew Road subject to the same approval
being given by the Town of Jupiter for that part of Division Street in
their town.
Th0 streets and drainage plan for Blocks 30, 31, 32, Jupiter
to the Pines, Section "B~~, which Vacation Homes is proceeding to develop
spas brought to the Councils attention.
A letter from Dr. W. C. Wilkinson in behalf of Loretta Wilkinson,
asking that GovernDaeat Lot ?, owned by her, be excluded from the Yillage
of Tequesta was brought to the Gouncil~s attention and it was suggested
they be advised to have their attorney take the necessary action to pro-
vide for the exclusion of this property from the territorial limits of
Y1.11age.
The Village Manager advised that Mr. Paugh had noticed that for
some reason or other that part of E1 Portal running north and south in
Tequesta Country Club Community had now been named Golf Yiew Drive. It
was exp]ai.ned that this change had apparently been made when house numbers
had been assigned to the Tequesta Subdivision. The Yillag® Manager is to
provide for the correction of the error in street naming so that it will
remain E1 Portal.
• Bowden moved, second by Cunningham and passed that the Water
Department be charged a monthly rents 1 of $150. for the use of office
space and garage space at the Yillage Hall site.
The Village Manager reported that March water sales by the
Water Department were as follows:

It was explained that expense and debt service requir~-ents had not been
figured as yet.
There being no further business, the meeting was adjourned
at 10:52 P.M.
