~. A special meeting of the Co~~nci linen of the Village of TequQS'~a,
a'alorida was held at 8:00 P.l~., A~ioneay, September 30, 1968, at the Village
~~all. Councilmen present were A~~essrs: Nylvester, Valier, Long and
Cunningham. Also present was ~~obert aura, Village TwTanager and Clerk.
Mayor Sylvester advised that this meeting had been set by the
Councilmen at the September 17, 1968, Council meeting to set the 1968
tax m~illage rate, consider and adopt the budget for the fiscal year
1958-1969 beginning October 1, 1968, and other business.
Iwiayor Sylvester stated that the proposed 1968-1969 budget was
complete and could 'oe accomplished with a tax rate of two (2) mills,
the same rate as 1967. Valier moved, seco~lc'. 'ray C~~ningha~m and ps.ssed
that the 1968 mi.l3age rate be two (2~ r~11;, .
The Village Manager presented the budget for the fiscal year
1968-1969 beginning October 1, 19G8, i n the arziou:rt of $23~, 865.
Cunningham moved, second by Long and ;gassed that the budget be adopted.

The Village A~Tanager discussed cT~e need fora f_rni of Certified
~ubLic Accountants to perform the ann~~.a,l audit of i:h~ Village of ^tequesta
~'~'ater Tepartment as required by the terns of Ordinance r:o. 138. The
Council was also aware of the fact that Tsar. J. tr,~. Perry, who had been
doing the annual audit of the Vill.~,ge records, had verbally advised the
Tillage Manager that he would liI~e to discontinue doing this work for
the ~1i llage. The Tillage Manager advised the Councilrr~en that he had

talked with rlr~ Russ Anderson, of the C.P.A. firm of Ring, Iviahoney and
Arner, and =,ri.th Mr. V. C, Stewart of the C.P.A. firm of Nowlan, Lynch and
• utet~,rt. It was the Village Managers opinion that both firms were hi~,~ly
qualified and staffed to do the tivc~rk. it was the Village Iwla,nager~s recori-
mendation that the firm of Alola,n, Lynch ~ Stewart be designated as the
firm to do the auditing for the Village and ~Jater Department records.
Valier moved, second by Cunningham and passed that the C.P.A. firm of
Noerlan, Lynch £~ Stewart be appointed auc:itors for all Village books for
a period of one year.
The Council had previously discussed a request from Police
Chief Dusenbery to consider providing pensions for the Police Department
and the Counci Lnen were of the opinion that sack a program should be
considered for all Village employees. The Village Manager discussed
the fact that pension plans vary greatly and that the a.es.igati ~~g, analyzing
and recom<r-ending of pension plans is time cokzsur~~ ng an.~ caa~plica.ted and
could probably be best accomplished for t~1c Village of Tequesta by the
appointment of an Agent of Record. Such aka agent• would design a plan
based upon the needs and requirements to be estab?.fished by the Village
Council; would solicit bids from major insurance companie;~ in a manner
acceptable to the Village and would analyze the bids as submitted and
make recommendations to the Village Council based upon the specifications.
The Village Manager called the Council's attention to the fact that
representatives of Harold [J. Beery and Associates, ~'a]m Beach, Florida,
who had acted as Agent of Record for the Town of North Palm Beach when
they were working on a pension plan for their employees, recently spoke
with him concerning this. They advised that Agents of Record would
undertake the work of designing, analyzing and recommending a pension
plan for the Village of Tequesta employees without consulting charges
in return for the right of placing the business, if it is undex~itten,
with the company or companies of the Village Councils choice. Tt was
explained that there were probably many groups of insurance agents who
could perform this service in a manner sa'cisfactory to all parties con-
cerned. Cunningham moved, second by Valier and passed that tre Ivtayor

for the Village of Tequesta with i-Iarold tl. Eeery and Associates, 339
:oval Poinciana Plaza, Palm Beach, 1'llorica, for the purpose of acting
as consultants and Agents of Record for the Village of Tequesta in its
negotiations with any and all companies in the matter of so~.iciting bids,
designing, analyzing and recommending a pension plan for Viila,ge of Tequesta
employees.
