SUBJECT: March 1968 Council Meeting Date Since previously changing the date of the regular March 1968 Council Meeting from Tuesday, March 19, 1968 to Thursday, March 21, 1968, due to the annual Village Election D1~y being on the sane day as the regu- larly scheduled Council Meeting, it .has become quite appareat that the two (Z) days between the electimn and the Council Heating is not adequate time for preparation for the meeting or acgtulinting the newly elected or appointed Couacil~n with the agenda. After conferring with Mayor Bowden, Mayor-~].ect S~lveeter and the Pillage Attorney, it woes the unanimous feeling that it would t-e mucdt better to postpone the meeting to a Later date and therefore it has been decided to hold the March Council Meeting on T,~ursdav, March Z8. 1968, at 8:00 P.M. at the Village Hall. An agenda for the meeting will be forthcoaa~ing, however, the old Council will. receive the certificate of the General Election, the newly elected officers will be given the-Oath of Office and various • Village officers will be appointed. Of utmost importance to the Council will be the appointment of a Councilman from the Second Ward to fill the seat presently held by Councilman Sylvester. (Bud) Smith, Jr., who advised him that he is the Chairman of a Junior Chamber of Commerce Comeittee studying the feasibility for their organization to sponsor several dances each .month at the JTJC Building an Seabrook Road, for y'ou~t,.-people. This would n~ be a project of the Junior Citizens Group but a Jaycee project and perhaps, if it turned out successfully, the Jaycees would contribute financially to the Junior Citizens Group to assist them. Thep would probably want to start the dances around the middle of March. It is my utxierstanding that the Junior Citizens Group .has been very inactive of recent months and the Jaycees believe this would be a worthy project for them to u~.ertake for the youth of the area. The Jaycees world char a admission, provide live or recorded music, provide a minimum of two ~2) chaperones, provide for a uniformed police officer at each dance, operate a snack bar, have rules and regula- tions for the conduct of the yatcth oa the premises especially prohibiting the use of alcoholic beverages inside the buiidisg or anywhere outside an • the property. The dances could be attended by youth from anywhere and would not be restricted to the youth of the greater Tequesta-Jupiter area. Mr. Smith is to present his' report to his Board of Directors at a meeting to be held tomorrow night and would like to lcmow.the Councils feeling in this matter so he could so report to his Coaaittee and Jaycee Board of Directors . You will recall the discussion of this matter at as earlier date when Music CilsUers; wanted to make the dances a commercial venture. The area is zoned R-1 to prevent any coaam4ercial usage, We ca,a probably all agree that the youth in our area need activities to keep them busy but quite often the influx of youth from outside areas adds to the many problems inherent to most gr®ups of y+ouag people. You are all probably familiar with some of the past groble®s at the dances. Mr. Smith discussed this project with Chief Dusenbery-.and with Mayor Bowden. Sylvester, elected Mayor of the Village of Tequesta at the General Election March 19, 1968, was sworn into office at the March 28 reorganizational meeting of the Village Council. George E. Bowden, elected Councilman-First Ward and Carl L. Long, elected Councilma,n~econd Ward, were sworn into office. The Council appointed Frank D. Cunningham to the office of Councilman-second Ward to fill the vacancy resulting from the election of Mr. Sylvester to the office of Mayor. Mayor Sylvester presented an engraved gavel to Mr. Bowden for his services as Mayor of the Village of Tequesta. Certificates of Appreciation for services performed for the Village were presented to Cecil "Zeke" Cornelius, George E. Bowden and Dale Bledsoe. Village Judge Village Judge Ad Litem Superintendent of Water Department Vi].].age Attorneys Mayor Sylvester asked the Council to consider the following pro- jects during his term of office: 1. Total beautification of the Village. 2. Recreation parks and ocean front. 3. Library and cultural growth for the Yilla,ge. 4. Continue work to obtain a post office for the Village. 5. Work toward annexation of nearby areas. 6. Formation of a third voting ward east of U. S. Highway No. 1. 7. Formation of a Village Panning Board. The Council approved looking into the matter of purchasing the' tract of land between-the Village Hall and Blair House West by the Water Department for possible future expansion of Village facilities. The Village Council adopted Ordinance No. 142 to provide that the Village will receive an additional three cents per package cigarette tax under the new state law effective April 1, 1968. A parcel of land on Point Drive, described as Lot 9, Block D, Jupiter Manors, owned by Lowell E. and Carole J. Jarrett, was annexed to the Village upon their written petition requesting the annexation. -2- A delegation of residents from the Willow Road section of Ridge- wood Homes voiced various complaints about the commercial zoning of the property lying between Ridgewood Homes and the railroad right-of~ay. They were concerned with what types of businesses might locate there. Mayor Sylvester said he would talk to the owner of the property about the feelings of the residents of Ridgewood Homes and see what information he could find out about plans for the development of the area. The Council was advised that the Water Department office, located in the northwest comer of the Village Hall building, had been open since March i, 1968, the day the Village assumed ownership and operation of the Tequesta Water Co., Inc. Billings for water consumed during the month of March will reflect new rates and changes as provided for in Ordinance No. 134, adopted by the Village Council, September 24, 1967. The next regular Council meeting will be held Tuesday, April 16, 1968, at 8:00 P,M. at the Pillage Hall. ~~ L OFFICE OF THE CHIEF OF POLICE TELEPHONE 746-7474 VILLAGE OF TEQU ESTA P. O. BOX 638 JUPITER. FLORIDA - 33458 March 28, 1968 HENRY M. DUSENBERY CHIEF OF POLICE The Police Department instituted or investigated eighty-one complaints during the month of February, 1968. Police vehicles traveled a total of 5753 miles using 617.9 gallons of gas and three quarts of oil. One B ~ E reported this month on a gas station on U. S. #1. Loss reported to be monies f rom cigarette machine and two tires. This case is unsolved at this time. The flashing caution light at Bridge Road and U. S. #1 was damaged by a truck with a high load. Report filed, damages collected and light repaired and returned to operation. A case of dog-napping in Food Fair parking lot reported. Prompt investigation resulted in apprehension of suspect and return of • stolen dog. Complainant refused to prosecute. Of the nine motor vehicle accidents investigated, seven were minor parking lot brushes but two separate, fairly serious incidents at the intersection of Tequesta Drive and Riverside Drive reveals close study of traffic problem at this intersection is needed. Study will be made and recommendations made to Village Council. The Chief attended a meeting of Pa Ln Beach County Police Chiefs Association in Pahokee. Sheriff Heidtman of Palm Beach County was principa 1 speaker. A joint effort by Palm Beach County Sheriffs Office and Palm Beach County Chief Association is being made to draft a mutual assistance pact in the event of possible demonstrations or disasters in the future. As soon as completed, a draft of this mutual assistance pact will be presented to each municipality for their consideration. The Civil Defense Director recorr~nends that the Tequesta Civil Defense Council and the Civil Defense Staff meet in the near future to discuss problems of vacant staff posts and general overhaul of the Civil Defense Group.
