Subject: Public Safety Building Im ovements
In April of this year the Village Council approved the following
upgrades to the Public Safety Facility. Below is a progress
report on these building improvements, as well as a request to
complete the three unfinished elements of this project.
1. Four additional copper phone lines have been added to the
phone system providing us with a total of eight lines.
Our main phone system failed again during Hurricane Wilma
and these backup lines worked well and as planned.
2. This year an additional satellite dish and receivers where
installed. This provided new media coverage for Hurricane
Wilma to the entire facility keeping disruptions in the
Emergency Operation Center to a minimum after the failure
of the Adelphia Cable system. Again this system worked
well and as planned.
3. A purchase order has been issued for a roof to be
installed over the generator at the Public Safety
Facility. The roofing contractor is very busy and stated
it could take up to four months before he can get to the
project but assured us it would be done before next
hurricane season.
The remaining three items were not completed before the end of
the fiscal year and the monies allocated for these projects was
returned to undesignated fund of the Village. The reasons for
the non-completion of these projects are as follows:
1. The Expansion of the Audiovisual Equipment in the Emergency
Operation Center.
• Several vendors quoted this upgrade to comply with our
purchasing policies. After analyzing these quotes,
some vendors' quotes did not meet the operational
needs of the system expansion. After issuing
performance clarification directives to the vendors,
we asked them to re-quoted the project to assure an
apple-to-apple comparison. These quotes were received

just prior to the end of the fiscal year and we were
unable to process a purchase order for this project.
2. The other item not purchased last year was the Satellite
Receiver for Wireless Internet Connection.
• I was having seconds thoughts on spending these funds
for this purchase since an Adelphia Power- Link
connection was added to this building. During Hurricane
Wilma we found out this link was not very reliable, it
was the first to fail and the last to be restored.
3. The local weather station monitoring equipment has been
purchased.
• The equipment is awaiting installation from our radio
vendor. Therefore, we did not have it installed
before Hurricane Wilma.
Therefore, I am requesting a $24,400.00 appropriation from the
unreserved fund balance in the general fund to complete this
project.

If you approve this request for funding, I also request that you
approve and authorize the issuance of a Purchase Order to Audio
Visual Solutions of Hollywood, Florida for the amount of
21,619.14 for the purchase and installation of this audiovisual
equipment.
Again, I feel that these improvements are needed and will
significantly assist in the planning, mitigation and recovery
process of the community during disasters.
If you see fit, please forward this request to the Village
Council for their consideration at their next meeting.

Tequesta Emergency Operations Center -Technical Upgrade
• Overview: In October 2002 the Tequesta Public Safety Building opened for operation.
Included in this building is an Emergency Operations Center (EOC) built in a portion of the
building that is Hurricane Category 5 hardened. The hurricanes of 2004, Frances and Jeanne,
tested the capabilities of the EOC. As a result of that hurricane season several potential
upgrades were identified.
Current System; The current system is designed to provide users of the EOC a multitude of
information through a variety of sources all with redundant systems, along with a number of
ways of displaying this information.

Upgrades and Rationale: The upgrades are intended to improve the system, adding more
redundancy and greater flexibility. The upgrades are as follows:
1) Install two additiona142" Plasma Displays in the EOC -Allows more information
to be displayed simultaneously. Allows staff to stay current on rapidly changing
conditions or events.
2) Install a 20" Color TV in the lobby ~ Intended to display scrolling information,
weather radar or other information to the public.
3) Purchase back-up bulb for Sharp XG-C40 XU VGA Projector -Prevent
• irreversible failure of projector.
Tequesta Emergency Operations Center -Technical Upgrade
• 4) Install four (4) additional computer inputs in the EOC - To allow additional
computer information to be displayed on EOC displays. Allows greater display of
computer based information e.g. outside security cameras, weather radar, Impact -
County Emergency Management system, 911 call list display, along with local and
national news and weather channels.
5) Install four (4) additional Direct TV receivers in various parts of the facility -One
in the Fire Conference Room, one in the Police Conference Room, one in the Fire
Day Room and one in Dispatch to prevent the need to enter the EOC when general
staff want to check the news after a failure of the cable TV system.
6) Install Direcway Satellite Internet system - To provide internet access in the event
of a DSL failure.
7) Install Weather Station - To provide accurate, up-to-date, information about
rainfall amounts, wind speed and direction, barometric pressure and temperature.
8) Reprogram AMX Controller - To add upgrades to controller.
9) Install UPS for AV closet - To protect electronic components during surges and
• brownout/blackouts.
Summary: The Village of Tequesta Emergency Operations Center is designed to provide the
Command Staff with the information they need to direct operations within the Village in the
event of a disaster. Additionally, the systems within the EOC allow the staff to remain in
direct contact with County and or State officials. All of these systems need to be flexible to
meet the changing needs of the staff and to have redundancy for all critical functions. The
completion of these upgrades will provide the flexibility and redundancy that is required.

Standard Commerciat/Qovernment Business instatlation includes those commercial locations 1-2 stories from the ground.
Installation includes:
• Mounting the antenna to an outside wall using HN5 standard roof/wall mounting brackets, or an a rooftop using
standard HNS non-penetrating mount, or a ground pole mount (9 ft. total length). All antennas must be mounted a
minimum of 5 R. off the ground and out of the reasonable reach of small children.
Note: Wall mounts must not be mounted to surfaces or building materials that cannot support the wall mount (for
example, stucco, aluminum siding, or vinyl siding).
• • Two exterior cable runs or one dual cable run of up to 15D feet of standard RG6 coaxial cable wifh one point of entry
through an exterior wall to an interior wall; and the installation of a wall jack.
• Connecting ground wire from ground Mack to NEC approved bonding point.
• installing and weather sealing appropriate cable bushings.
• Conducting across-polarization test of the DIRECWAY system to verify receipt of satellite signal on the installer
laptop. When possible, the instaAer should use the customer's PC to confirm receipt of satellite signal.
• Demonstrating to customer that the system is working by surfing the Web and show customer their site ID and signa
strength on the Installer Laptop.
• Clean-up of any unnecessary materials from install site.
Non-Standard Installation

• InstaNations with cable in excess of 150 feet from the DIRECWAY dish to the DIRECWAY receiver and/or requiring
additional drops or hardware are classified as non-s#andard installs. Locations that fd this category are typically high-
rise buildings and possibly located in cities such as New York, Chicago, San Francisco, etc.

5. Definitions:
(a) Download Threshold
Term applied to indicate the amount (volume) of data that can be downloaded continuously before the Fair Access Policy may restrict
the download speed. Several variables affect this number including: speed of download, duration of download, and the plan's Recovery

(c) Onsite Maintenance
E&E wilt provide onsite corrective maintenance for the DIRECWAY satellite terminals in axordance with the terms provided in your
HNS Contract, addfional services maybe purchased on a yearly basis. EB~E will restore Customer's malfunctioning Equipment to good
working condition by performing the following corrective maintenance as required:
1. Diagnostic testing to determine the existence and cause ot'ihe malfunction. Phone support al 1.866.314.5860 or 759-325-2940.
2. Removal and reptacenrert of arty malfunctioning fieidreplaxable unit ("FRL'j

the Reseller, or causes ex'ternat to the Equipment, including, but not limited to, failure o1; or faulh, electrical power or air conditioning,
operator error, failure, or malfunction of data coinntunication Equipment not provided to Customer by E&~.E, or from any cause other than
intended and ordinary use.
2. Changes, modifications, or alterations in or to the Equipment by anyone ether rhea E&.E or its Affiliates, subcontractors and other agents,
other than E&E-approved upgrades and configuration changes.
3. De-installation, relocation, or removal of the Equipment or any accessories, attachments, or other devices.
4. Out-of-Scope Installation Charges may apply.
Response Time and Set~eice Coverage
Service Coverage (9:00 a.m. to 5:00 p.m., local time, Monday through Friday, holidays excepted}
• In the event of a problem, E&E's, DirecWay Customer Care personnel will determine the problem and isolate the fault. Thereafter, the
DirecVHay ,Customer Care personnel will authorize field Service dispatch. Customer's call shall be considered received the same day
when received by E8E's Customer Care between the hours of 8:00 a.m. and 1:00 p.m., local time at the remote site, Mondays through
Fridays, holidays excluded. Calls shall be considered received the following business day if received by E8.E Customer Care at any
other time.

RESOLUTION NO. 19-05/06
A RESOLUTION OF THE VILLAGE COUNCIL OF THE VILLAGE
OF TEQUESTA, PALM BEACH COUNTY, FLORIDA,
APPROPRIATING UNRESERVED FUND BALANCE IN GENERAL
FUND #001, INCREASING THE 2005/2006 GENERAL FUND
BUDGET, EIRE CONTROL, MACHINBRY AND EQUIPI~NT
ACCOUNT #001-192-664.600 BY $24,400.00, AND
AUTSORIZING THE VILLU-GE R TO EXECUTE THE
APPLICABLE DOCUl~NTS ON BEHALF OF THE VILLAGE
WHEREAS, the Village of Tequesta seeks to improve .the Public
Safety Facility and add operational enhancements in the
Emergency Operation Center that are essential to improving the
response capabilities to the Community; and
• WHEREAS, Funding for these building improvements were allocated
for this project in the 2004/2005 Budget year but the project
was not completed by the end of the fiscal.

WHEREAS, The funds allocated for this project was returned to
the Unreserved Fund Balance of the General Fund at the end of
the FY 04/05 fiscal year.
WHEREAS, To complete this project the funds will need to
allocated from the Unreserved Fund Balance of the General Fund
(Rolled over) for the FY 05/06 fiscal year.
NOW, THEREFORE, BE IT RESOLVBD BY TB8 VILLAGE COUNCIL OF THE
VILLAGE OF TEQUESTA, PALM BEACH COUNTY, FLORIDA, AS FOLLOWS:
SECTION. 1: A Resolution increasing the budgeted amount in
Account #001-192-664.600 for Budget Year 2005/2006 by $24,400.00
and appropriating Fund Balance for this adjustment.
