GARLO, ASSISTANT MANAGER SUBJECT: HURRICANE WILMA PUBLIC ASSISTANCE DATE: 11 /4/05 CC: VILLAGE MAYOR AND COUNCIL Palm Beach County and the Village of Tequesta are included in the Hurricane Wilma disaster area identified as FEMA 1609 DR. The Village made application for Public Assistance on Wednesday, November 2~~. We are anticipating our initial meeting with an assigned FEMA representative within ten days at which time we will begin formulating our project worksheets and submitting requests for reimbursement. The following categories have been approved for reimbursement as follows: FEMA 75% State of Florida 12.5% Village of Tequesta 12.5% Category A "Debris Removal" (FEMA will reimburse 100% of costs within the highest 72 hour period) The Village anticipates removal of approximately 15,000 cubic yards of debris at the agreed upon cost of $17.00 per cubic yard. The approximate cost to the Village is estimated at $255,000. Category B "Protective Measures" (FEMA will reimburse 100% of costs within the highest 72 hour period) The Village estimated this cost to be approximately $31,534. The damages to public buildings, equipment and infrastructure are estimated at approximately 189,466. This is a very preliminary estimate and expected to deviate as repairs are completed. We are currently working with insurance adjusters and FEMA representatives to determine reimbursable amounts and subsequent costs to the Village. Given the above estimates, the preliminary anticipated cost to the Village for full restoration is approximately $476,000. • RESOLUTION NO. 25-05/06 A RESOLUTION OF THE VILLAGE COUNCIL OF THE VILLAGE OF TEQUESTA, PALM BEACH COUNTY, FLORIDA, AMENDING THE 2005/2006 GENERAL FUND #001 BUDGET $408,000.00 BY APPROPRIATING ADDITIONAL FUND BALANCE AND INCREASING REVENUES AND EXPENDITURES TO PAY FOR COSTS ASSOCIATED WITH HURRICANE WILMA AS FOLLOWS: Revenues Reimb. FEMA Acct #001-000-369.104 $306,000 Reimb. Florida DCA Acct #001-000-369.106 51,000 $357,000 Appropriated Fund Balance 51,000 $408,000 Expenditures: Res - Contingency #001-990-599.902 $408,000 WHEREAS, the Village of Tequesta estimates that it will need to increase the General Fund #001 2005-2006 budget $408,000.00 as a result of estimated costs associated with Hurricane Wilma and; WHEREAS, The Village of Tequesta expects the General Fund #001 to be reimbursed approximately $357.000 for such costs and; • WHEREAS, The Village of Tequesta needs to appropriate approximately $51,000 of additional Fund Balance to cover the remaining non-reimbursable costs associated with Hurricane Wilma and; WHEREAS, The Village of Tequesta will use the Res. Contingency account #001-990-599.902 as a clearing account with funds transferred to the proper departments/accounts as needed to pay for costs associated with Hurricane Wilma to the extent of this resolution; NOW, THEREFORE, BE IT RESOLVED BY THE VILLAGE OF TEQUESTA, PALM BEACH COUNTY, FLORIDA, AS FOLLOWS: A RESOLUTION OF THE VILLAGE COUNCIL OF THE VILLAGE OF TEQUESTA, PALM BEACH COUNTY, FLORIDA, AMENDING THE 2005/2006 GENERAL FUND #001 BUDGET $408,000.00 BY APPROPRIATING ADDITIONAL FUND BALANCE AND INCREASING REVENUES AND EXPENDITURES TO PAY FOR COSTS ASSOCIATED WITH HURRICANE WILMA IS HEREBY APPROVED THE FOREGOING RESOLUTION WAS OFFERED by Councilmember , who moved its adoption. Florida DCA Acct #401-000-369.106 8,500 $59, 500 568,000 Expenditures: Res - Contingency #401-990-599.902 568,000 WHEREAS, the Village of Tequesta estimates that it will need to increase the water Utility Fund #401 2005-2006 budget $68,000.00 as a result of estimated costs associated with Hurricane Wilma and; • WHEREAS, The Village of Tequesta expects the Water Utility Fund #401 to be reimbursed approximately $59,500 for such costs and; WHEREAS, The Village of Tequesta needs to appropriate approximately $8,500 of additional Fund Balance to cover the remaining non-reimbursable costs associated with Hurricane Wilma and; WHEREAS, The Village of Tequesta will use the Res.
