HomeMy WebLinkAboutMinutes_Regular_02/21/1967MINUTES OF THE MEETING OF THE COUNCILMEN OF THE VILLAGE OF TEQUESTA, FLORIDA FEBRUARY 21, 1967 The Councilmen of the Village of Tequesta held their regula r monthly meeting Tuesday, February 21, 1967 at 8:00 P.M. at the Yilla.ge Hall. Councilmen present were: Messrs. Bowden, Sylvester, Valier, Cornelius and Bledsoe. Also present liras Robert Harp, Vill.a,ge Manager and Clerk and Gilliam A. Lord, Village Attorney. The meeting was opened with prayer and the pledge of alle- giance to the flag by Councilman Sylvester, Mr. H. T. Cook, Attorney for the Florida East Coast Railway Compe,ny, appeared before the Council to discus:: Village of Tequesta Ordinance No. 126 which provides that any vehi:ie on railroad tracks that is not capable of activating automatic safety gates and crossing signal devices shall stop at e~rery railroad c-°~~ssing in the Village where a Villa ge street intersects a railroad track. Mr. Cook suggested that the Council consider amending the ordinance to permit a yield instead of a stop at such crossings and perhaps put a limit on the speed of the vehicle at the crossing. He stated that especially during the night the traffic is not nearly as heavy a~ quite often a full stop is not necessary. He stated that most municipalities having such ordinances require a yield. Severn 1 of the Councilmen stated the security car travels quite fast and blows its horn and often is upon the motorist before they are aware of the car and become frightened. If a car is closed up, the horn quite often cannot be heard. Mr. Cook advised that the security cars now have flashing lights on them. Mr. Cook was advised the Council would take his request to amend the ordinance to provide for a yield instead of a stop under consideration. The Minutes of the previous meeting were read and approved upon motion by Valier, second by Cornelius and passed. Valier moved, second by Cornelius and passed that the de- tailed reading of the financial statement be waived. The Village Clerk recapped the financia 1 statement for the period ending January 31, 1967 and upon motion by Valier, second by Cornelius and passed, the financia 1 report and disbursements for the month of January were ap- proved. Balances on hand at January 31, 1967 were as follows: First Bank of Jupiter/Tequesta $15,118.10 Petty Cash 25.00 Community Federa 1 Savings and Loan 20,140.88 Fidelity Federal Savings and Loan 9,921.11 U. S. Treasury Bills 19.655.92 $64.861.01 ~~ .Account Balances were as follows: Operating Account $50,230.36 Petty Cash 25.00 Capital Fund 8,725.33 Streets, Roads and. Drainage Fund 5.880.32 64 861.01 -16- ~ "- fI-ir1~V ! The Sinking end ba]ance was $14,853.09. The Village Macg6er presented his report covering actilrities for the month of January. The report showed that revision of the Voter Registration RoI1s had been started; 900 Progress Reports had been completed and mailed; and 115 Occupational Licenses had been issued. Building Perni.ts were as follows: January 1967 Year to I?ate (4 Months) No, Valuation DTo. Va cation 21 (4 Houses) $856,345, ?1 (15 Houses) $1,208,141. The Village Manager reported on his attendance at a meeting of various municipalities and the Board of County Commissioners to discuss emergency ambulance service. Mayor Bowden reported on progress in purchase of the water compe,ny. He stated the Tequesta ~latAr Company was going to provide water for a new subdivision in Martin County, Harbor Isles, which is north of Tequesta Country Club Community, die stated the water company wanted the Village to pay $5,000. for the installation of the system to the new subdivision and the water company and the developer would pay the ba]ance of the installation charge. The Vil]age~s share would only be payable if and when they purchase the water company. All Councilmen were in agreement this was a good investment and Cornelius moved, seconded by Valier and passed that the a.moun~ of $5.,000. be included by the fiscal agent in the purchase agreement for the water company, for this extension of the system to Harbor Isles and only an obligation of the Village if and when they have purchased the • water company. The Mayor discussed the progress of the CATV Installation in the Village which is expected to commence within the next 30-60 da ys• He mentioned the financial loss of the PGA Tournament in Decem- ber and also read an article showing that residents of Martin County were preparing to ask the State Legislature to have their lands re- moved from Martin County and placed in Palm Beach County. Pollee Chief Dusenbery presented the Police Department and Civil Defense Reports for January. A Civil Defense Staff Meeting will be held February 27, 1967 and full meetings will be held on a Quarterly schedule, Councilman Valier reported that he would suggest not having a big, elaborate program to celebrate the 10th anniversary of the Village of Tequesta on 3une 4, 1967 but by various means make our residents and others aware of the fact. The sponsoring of a Chamber of Commerce Coffee for this purpose was suggested and will be pursued to see if and when it could be done. He stated he had some ideas on a sign for U. S. #1 and Tequesta Drive but would like to study the matter more. Councilmaan Cornelius reported that a recent report from the Post Office De~,rtment denied a classified post office for the Village • but they are still trying to get a rural branch office again. -1?- 3 - 2-21-67 Counci Lean Sylvester reported that to the best of his knowledge, the SR 70? bridge site had not been decided as yet. The Counci Lnen were informed that the engineers aye still working on the drainage survey. Valier moved, second by Bledsoe and passed that the General Election be held Tuesday, March 21, 196? for the election of a Coun- cilman-First Ward, two (2) year term and a Counci Lean-Second Ward,. two (2) year term; with the Village Hall to be the polling place and the polls open from ?:00 A.M. to ?:00 P.T~I.; the Inspectors of Election to be: Mary W. Elliott Dorothy Harrington Charles T. Paugh Robert W. Reaney Ruth A. Schlusemeyer John W. Stead A fee of $2.00 per hour was approved for the Inspectors of Election. The Village Attorney read a resolution that would provide for the Village of Tequesta to avail itself of the permanent single registration system of Pa Ln Beach County for the electors of the Village of Tequesta. Under this system of Voter Registration, any eligible Village elector would only have to register once instead of • registering separately for the Village Elections. Cornelius moved, second by Bledsoe and unanimously passed that Resolution No. 6-66 providing fora single permanent registration system for the electors of the Village of Tequ®sta be adopted and the Mayor and Village Clerk proceed to get the approval of the Board of County ComTni.ssioners of PaLn Beach County and the Supervisor of Elections of PaLn Beach County. The Village Attorney read a resolution changing the name of Daly Road, located in the subdivision of Jupiter in the Pines, Section B, to Church Road and changing the name of Leigh Road in the same subdivision to Franklin Road. Cornelius moved, second by Valier and unanimously passed that Resolution Ato. 7--(6 providing for these changes in street names be adopted. Cornelius moved, second by Sylvester and passed that the shopping center west of and adjacent to the Village Hall be named "G,~, llery Square" . The Village Attorney read an ordinance to amend Ordinance No, 7? to provide that signs in the R-3 Multiple Family (High Rise) Dwelling District sha 11 not exceed 100 square feet of area. Valier moved, second by Cornelius and passed that the reading of the Ordi- nance be approved. All Councilmen being present and voting for the adoption, Ordinance No. 130 was hereby passed and adopted on first reading. S The Village Manager reported that Mr. ~ Mrs. Wilson B. Muse had granted an easement over their property so a street light could be installed at E1 Porta 1 and Golfview Drive. He also reported that the sidewalk had been completed across the F.E.C. railroad tracks. -18- 4 - 2-21-6? Due to the three County Elections during February and March, the Village will have to use paper ballots at their Genera 1 • Election March 21, 196?. The next regular Council Meeting was changed from Tuesday, March 21st to Thursday, March 23rd since the Village.Manager will be in Gainesville attending the Annual Municipal Clerks and Finance Officers Short Course. A letter from County Engineer George Frost stating that an on-»site investigation of traffic at the Hooley Poirtt Bridge and Ca~- riage House Apartments indicated that the posted speed limit of 35 mph would not cause a hazard at this area and advising that the road was in the Village limits and within the Villages jurisdiction for speed limit was discussed. Chief Dusenbery s~,ted he did not believe a reduction in speed limit to 25 mph in that one area would be a solution to the situation. He said he believed that if a change in the limit was made, it should be applicable to all of Tequesta Drive and Country Club Drive. Approval was given for the insta Nation of a "Hidden Drive" sign east of the Carriage House Apartments and all concurred that it would be easier and safer for persons to enter Tequesta Drive from the Carriage House Apartment parking lot if the east entrance was not used at all. Mr. Paugh suggested that the Village look into Limiting the site or weights of vehicles using Village streets since he has recently observed three axle trucks in the Village carrying heavy loads. The • Village Attorney, Village Manager and Police Chief will give this matter more consideration. Mr. Cerny asked if something could be done about the pud- dling of water on the road surface of Tequesta Drive during rains causing hazardous driving conditions. The best possible solution appeared to be resurfacing to eliminate the depressions where the water collects. No further action taken.
