OF THE VILLAGE OF TEQUESTA, FLORIDA
• The regular monthly meeting of the Counci Lnen of the Village
of Tequesta was held Thursday, March 23, 1969 at 8:00 P.M. at the
Village Hall. Councilmen present were: Messrs. Bowden, Sylvesteri
Cornelius, Valier and Bledsoe. Also present were Robert Harp and
Vi1la,ge Attorney William A. Lord.
Dr. Robert E, Grogan," President of the Chamber of Commerce,
appieared before the Council and invited them to attend a Coffee on
Saturday, April 8, 1969 at 9:00 A.M. at the High School Cafeteria
at which time the Planning and Development Committee of the Chamber
would present a program on area panning and development. Following
the Coffee, the officials of the various municipalities will meet
together to further discuss this program for the area.
Mr. Thomas R. Pledger, Operations Manager, Burnup and Sims,
Inc., West Palm Beach, appeared before the Councilmen to discuss their
written request of March 20, 1967 for assignment of their franchise
for the CATV System in the Village of Tequesta from Burnup sad Sims,
Inc, to Palm Beach Cable Television Company, which would be the operating
company of the system. He explained that this is a new corporation
formed by Burnup and Sims, Inc. and Time-Life TV for the operation of
the system. He stated that a tower must be constructed in this north
county area to provide a good signal for their service. North Palm
Beach had approved the assignment of their franchise to the same com-
pany. Construction of the system was started in North Palm Beach last
Saturday, and a timer site had been approved today. Construction of
the Village system would start in 30-60 days he stated. He presented
a letter signed by Riley V. Sims, President, Burnup and Sims, Inc.,
in which they agree to hold the Village of Tequesta harmless in the
event of the failure of Palm Beach Cable Television Com~ny to fully
comply with and abide by the terms and conditions of Ordinance No. 127.
Va liar moved, second by Bledsoe and unanimously passed that the CATV
franchise under Village of Tequesta Ordinance 1~To. 127 be assigned to
Palm Beach Coble Television Company. Village Attorney Lord is to
prepare proper resolution to effect this assigrunent.
The Minutes of the previous meeting were read and approved
upon motion by Valier, second by Bledsoe and passed.
Cornelius moved, second by Valier and passed that the de-
tailed reading of the financia 1 statement for February 1967 be waived.
The Village Clerk recapped the financial statement for the period ended
February 28, 1967 and upon motion by Cornelius, second by Valier and
passed, the financia 1 report and disbursements for the month of February
were approved. Balances on hand at February 28, 1967 were as follows:

The Village Manager presented his report covering various
activities for the month of February. The report showed that 74 elec-
tors had been stricken from the Voter Registration Rolls; that the
County once amain had been contacted about the status of the Villages
request to have them take over Tequesta Drive and Country Club Drive
for maintenance; that further work had been done with the Board of
County Commissioners and the Supervisor of Registration to provide
for the adoption of a Single Voter Registration System for the Village.
The report showed that 92.?~ of the Tax Roll had been collected as of
February 28. Building Permits were as follows:

Mayor Bowden presented his report commenting on the recent
Village election, street came signs, beautification and the royal palm
trees along Tequeata Drive east of the F.E.C. Railway Cracks and pro-
gress in the negotiations for purchase of the Water Company. He also
discussed the preparation of the Agenda for the Council Meetings.
Police Chief Dusenberq presented the Police Department report
coveria~g activities for February and the Civil Defense Report for the
same period.
Councilman Cornelius asked to be and was eucused by the Mayor
for the remainder of the meeting.
The Village Clerk presented a certificate of the results of
the General Election held March 21, 1967 showing the election of the
,following:
Councilman-First Ward (Two (2) Year Term)

Councilman-Second Ward (Two (2) Year Terne)
Robert E, Sylvester
Sylvester moved, second by Valier and passed that the certification
be accepted.
The matter of the request of the Florida East Coast Railway
. Company to amend Ordinance No. 126 to provide for a yield instead of a
stop for their security car at the Tequesta Drive crossing was discussed.
Mayor Bowden advised that Mr. H. T. Cook had said the Railroad Company

would provide warning signs for the crossing. After the discussion,
• Bledsoe moved, seconded by Valier and passed that Ordinance No. 126
be amended to provide fora "yield" instead of a stop at the Tequesta
Drive crossing for the F.E,C. Railway security car or any other vehicle
on the tracks which will not operate the automatic crossing guard
equipment. The placement of the warning signs by the railroad company
was also approved with all members agreeing that anything that could
be done to provide for the safety of all persons at this crossing would
be worthwhile.
An application from Village Realty, Inc. for renewal of the
six (6) months 1)eveloper~s Sign Permit for the sign on the north side
of Tequesta Drive west of the F.E.C. Railway was approved. It was
explained the sign was to be re-painted to coincide with the developerss
new program presently started on Tequesta Drive. Application was app-
roved upon motion by Sylvester, second by Bledsoe and passed.
The application of Wendimere, Inc, for renewal of the six (6)
months Developers Sign Permit for the sign at Willow Road and Tequesta
Drive was approved upon motion by Bledsoe, second by Valier and passed.
The next item on the agenda for discussion was insurance
coverages for the Village of Tequesta. The Village Clerk read a letter
from Cornelius, 3ohnson £~ Clark, Inc., Zeke Cornelius, explaining in
general the fact that his firm has handled the Village insurance since
1958 with sound protection in large, nationally known companies at a.
• minimum cost. The letter further stated that he also believed that
he was and is the only insurance agent who is a resident taxpayer in
the Village of Tequesta. He suggested that the Village Manager secure
sealed quotations by invitation for the [AJorkmen~s Compensation and
General Liability Coverage which expires on April 18, 1967 and repre-
sents 2/3 of the insurance premium account, The Councilmen had all
received copies of a data sheet showing all of the coverage presently
in effect for the Village, It was the general feeling of .the Council
that a 11 of the insurance requirements of the Village should be handled
by one agency and that all of the policies should have a common expira-
tion and. renewa 1 date. The Councilmen discussed the situation thor-
oughly and decided the proper approach to the matter was to have someone
survey the Village operation and the present coverages and make his
recommendations to the Council prior to asking for sealed quotations
by invitation. An effort to find a qualified person to make this
survey for the Village will be made at once so the work can be com-
pleted at the earliest possible time.
The Village Clerk reported that at the Municipal Court held
on March 16, 196?, an appearance bond in the amount of $500.00 given
to the Village of Tequesta by S. J. Newsome, Jr., with Allegheny Mutual
Ca,sus,lty Company as surety, Power of Attorney No. 390?0, for the ap-
pearance of a defendent had been entreated by the Village Judge upon
failure of the defendant to appear for court at the stated time, date
and place. The Village Court Clerk had notified S. J. Newsome, Jr.
by certified letter of this bond estrea ture and asked that the court
be reimbursed. Sylvester moved, second by Valier and passed that
collection procedures be tried for the next 30 days and if satisfaction
is not received, the Village Attorney and Court Clerk are authorized
to take action necessary to provide for the collection of the estreated
bond amount.

The Village Manager was requested to contact the Town Clerk
• of Jupiter and any other source to find out a bout a meeting April 13,
1967 at 7:30 P.M. at which officials of the area municipalities are
to discuss proposed county wide sewer programs as shown in a news item
in the Palm Beach Post Times today. The Village has not received any
notice concerning such a meeting.
Mayor Bowden presented a request from Rev. Paul Thomson,
President, Jupiter-Tequesta Community Fund, for that organization to
use the Village Hall on Tuesday, April 11, 1967 for their annual
Public Meeting for election of directors for the organization. The
Councilmen were reminded that shortly after the Village started to
use the new Village Hall in 1965 they adopted a policy that the Village
Hall facilities would only be used for the use of the Council in the
administration of the municipality and other usual municipal purposes.
The Councilmen agreed that any variation to this policy would lead
to many more requests for use of the facilities and therefore the
Village Manager is to advise the Jupiter-Tequesta Community Fund that
the facilities at the Village Hall will not be available to them.
This action was taken upon motion by Valier, second by Bledsoe and
passed.
Mayor Bowden spoke about the unkept condition of various
street entrances and suggested that since they were on Village right-
of way and had been put in and maintained originally by the developers,
perhaps the plantings, stones and lights should be removed and replaced
• with concrete street markers denoting the names of the streets to con-
form to the rest of the street intersections in the Village. He also
spoke of the bad appearance that the tall royal palm trees along
Tequesta Drive east of the F.E.C. to U. S. No. 1 make. Counci]man
Bledsoe stated that the Villages maintenance of entrances to the
Country Club Community and no other places has been and is a source
of irritation to some residents of the Village for quite some time.
The Village Manager was instructed to work up a schedule showing the
cost of maintaining the Country Club entrances with the results to
be considered by the Council to determine if such maintenance is to
be continued by the Village.
The Village Manager advised the Council of various corres-
pondence with the Jupiter-Tequesta, Athletic Association about a car-
nival that organization is going to conduct on the northeast corner
of the Tequesta,Plaza parking lot, March 2? through April 1, 1967.
It will operate from 6:00 to 10:00 P.M, each evening and Council approved
the hours of 1:00 P.M. to Midnight on Saturday. Policing of the affair
was discussed by Chief Dusenbery and the Village Manager. Various
rides will be in operation and various games of skill, the same ones
used at the school ca,rniva 1, will be run by the or~nization. Proceeds
of the affair will be used for Minor, Little, Colt and Pony League
Baseball, Girls Softball and Adult Baseball and the provision of addi-
tional facilities due to the large annua 1 increase of persons in the
area wanting to participate in these activities. Bledsoe moved,
second by Valier and passed that the permit fee of $250. for this
carnival be waived since proceeds are to be used for area youth during
the baseba 11 season.

The Vila ge Manager advised that he had seen a draft of the
overa ll Drainage Survey for the Village of Tequesta being prepared
by Brockway, Owen and Anderson Engineers, Inc. who expected to have
it completed in the very near future.
The Village Manager read excerpts from a letter from the
Palm Beach County Engineer in reference to the drainage situation on
Old Dixie Highway in the vicinity of the Rinkers Materials 1']ant.
The letter stated that by reducing the size of pipe underneath the
F.E.C. Railroad from 30 inch diameter to 24 inch diameter would re-
duCe the previous estimated cost from $20,000. to an estimated
$5,200, The letter further stated that approximately 6.54 acres of
land lying within the corporate limits of the Village of Tequesta are
a pert of the drainage area contributing to the low point in Old
Dixie Highway, This is about 43.609 of the total of $5,200. or $2,267.
which the County is asking the Village to pay for these proposed drainage
modifications. Rinkers Materials ha.s offered to pay a percentage of
the cost based on the amount of land owned by them that would contri-
bute to this drainage area. Due to the lack of time to get further
information on the plan and to refer it to the Village Drainage Survey
now being made, the Village Manager was to get additional information
of the proposed modifications and the matter was tabled.
The Council was advised that the County was scheduling the
pavement striping of Tequesta Drive from Hooley Point Bridge to Country
Club Drive.
• The Council was advised that the Corps of Engineers, Jackson-
ville District, have scheduled a Public Hearing at 2:00 P.M., April 11,
1967 at the County Agricultural Building, Stuart, Florida on improve-
ments for flood control, water control, and related purposes in Martin
Gounty, Florida. It was suggested that we contact Bill Lund to find
out what his group thinks of the proposed improvements.
There being no further business, the meeting was adjourned
at 10:08 P.M.
