HomeMy WebLinkAboutMinutes_Regular_04/18/1967MINUTES OF THE MEETIPIG OF THE COUNCILMEN OF THE VILLAGE OF TEQUESTA, FLORIDA • The regular monthly meeting of the Councilmen of the Village of Tequesta was held Tuesday, April 18, 1967 at 8:00 P.M. at the Village Hall. Councilmen present were: Messrs. Bowden, Sylvester, Cornelius, Valier and Bledsoe. Also present were Robert Harp, Village Manager and Clerk and Attorney [;'illiam A. Lord. The meeting was opened with prayer and the pledge of a lle- giance to the flag by Councilman Bledsoe. The Minutes of the regular Council meeting of March 23, 1967 were read and approved upon motion by Bledsoe, second by Valier and passed. The Minutes of the re-organizational meeting of April 3, 1967 were read and approved upon motion by Valier, second by Bledsoe and passed. Valier moved, second by Sylvester and passed that the de- tailed reading of the financial statement for March 196? be waived. The Village Clerk recapped the financial statement for the period ended March 31, 1967 and upon motion by Bledsoe, second by Valier and passed, the financia 1 report and disbursements for the month of March were approved. Balances on hand at March 31, 1967 were as follows First Bank of Jupiter/Tequesta $11, 813..98 • Petty Cash 25.00 Community Federal Savings and Loan 20,367.46 Fidelity Federal Savings and Loan 10,032.72 U. S. Treasury Bills 19.661.33 61 900.49 Account balances were as follows: Operating Account $48,769.84 Petty Cash 25.00 Capital Fund 7,225.33 Streets, Roads and Drainage Fund 5.880.32 61 900.49 The Sinking Fund balance was $14,424.00. The Audit Report from J. W. Perry for the fisca 1 year ended September 30, 1966 was accepted upon motion by Sylvester, second by Valier and passed. The Village Manager presented his report covering various Village activities for the month of March. The report showed that a new street light went into operation at E1 Portal and Golfvfew Drive; a "Hidden Drive" sign had been erected east of the bridge on Tequesta Drive for the benefit of Carriage House apartments; all catch basin grates had been re-painted; all necessary ballots, forms, etc. had been made for the March 21, 196? Village Genera 1 Election. -26- 2 -~ a-1s-67 The report also showed that Assistant Village Clerk Betty Cox attended a Governmental Secretaries Institute in Orlando and the Village Clerk • attended the 25th Annual Municipal Finance Officers and Clerks Short Course in Gainesville. 99.5 of the tax roll had been collected as of March 31, 1967. Building Permits were as follows: Marc Year_ to Date (6 Months) No. Val tion No. Valuation 19 (4 Houses $112,311. 111 (26 Houses) $1,509,057. The Councilmen discussed the CATV Franchise and questioned whether or not the franchise holder intended to proceed with the installation since there is no out~rard indication of a start of cons- truction. The Franchise Ordinance provides that the Ordinance will be null and void if construction is not commenced by June 15, 1967 so that the service will be available to Village residents no later than December 15, 1967. Burnup and Sims, Inc., the present Franchise Holder, had not advised the Village of any progress since Mr. Thomas Pledger advised the Councilmen last meeting that installation of the system was expected to begin in 30-60 days. The Village Manager ~,ras instructed to write to Burnup and Sims, Inc. to ask the present status of the installation and advise them of the terms of the Fran- chise Ordinance which provides for it to 'ue null and void if construc- tion is not commenced within six (6) months. The Village Manager was asked to check to see for what length of time the Council had approved the use of the temporary sales office building on the lot at the northeast corner of Tequesta Drive • and Seabrook Road. Mayor Bowden reported on the recent tragic deaths of Officers William Fletcher and David Van Curler of the West Palm Beach Police Department in the line of duty and suggested a donation to the Fletcher- Van Curler Memoria 1 Fund. Cornelius moved, second by Valier and passed that a contribution of $25.00 be rr~de to the Fletcher Yan Curler Memorial Fund. Mayor Bowden also reported on the progress of the Chamber of Commerce Area Planning Committee and of past meetings of the Com- mittee. There werB soma conmients as to whether or not the entire Council had been apprised of the comraitteets activities prior to the recent Chamber of Commerce Coffee and the Mayor reminded that the subject had been discussed at a workshop meeting. The Mayor again discussed uniforni street markers, beautification and the large royal palm trees east of the F.E.C. Railway along Tequesta Drive. The Police Chief presented the Police Department and Civil Defense Reports for the month of March 1967 and they were accepted upon motion by Cornelius, second by Bledsoe and passed. It was the genera 1 opinion of the Council that no carniva is should be permitted in the Village of Tequesta in the future. The Village Manager was asked to prepare a written history of the Village to be used for publicity purposes in June when the tenth anniversary of the Village will be observed. -2?- 3 - 4-18-67 A discussion of the various entrance gates and their mainten- ance was held. Councilman Cornelius stated he could not see why there • should be any objection to the Village maintaining the entrances to the Country Club Community because at the time the Village was incorporated in 1957, the Village consisted of only the Country Club Community. He further stated that the developer had installed the original plantings at the main gate with subsequent plantings at both entrances being paid for by the Country Club Community Association. He also stated that several years ago the Village had paid $?,000. for royal palm trees to be planted the full length of Tequesta Drive. Developers and other interested parties paid the balance of approximately $14,000. for this project. He advised that the Village has always maintained the entrance at U, S. Highway No. 1 and Tequesta Drive. Counci Lnan Bledsoe stated he believed the Village should also pay for the maintenance of other entrances if they pay for the maintenance of the Country Club Subdivision entrance gates. The entrances to the streets in Country Club Point Subdivision were discussed. Figures on the cost of maintenance of the royal palm trees and the cost of maintaining the entrances at the Country Club Community were discussed. Valier moved, second by Cornelius and passed that the entire Council act as a committee to study beautification for the entire Village with specia 1 attention to be given to entrances. The Council decided to keep Minutes of any Workshop Meetings they might have. A letter from Police Chief Dusenbery recommending the hiring of one additional police officer by May 1, 1967 was discussed. The Chief stated the hiring of the additions 1 man would permit the police officers to get their full authorized vacation and would reduce the Deskmen from 48 to 44 hours per week. Valier moved, second by Cornelius and passed that the Police Chief be authorized to hire one additional officer for the Police Department. Action on a proposed ordinance detailing the Village Managers duties was tabled for further consideration. The Village Attorney read a resolution permitting Burnup and Sims, Inc, to transfer their Cable Television Franchise in the Village of Tequesta to Palm Beach Cable Television Company, subject to Burnup and Sims, Inc. being fully responsible for all franchise obligations set forth in the franchise. Counci]rfla,n Cornelius questioned whether this action should be taken since progress with the start of installation seems to be nil. The Village Attorney advised that nothing further would probably be done by the franchise holder unless this transfer of franchise was approved. Cornelius moved, second by Va lier and passed that the resolution be passed, resolution No. 8-66 was thereby passed and adopted. The Village Attorney read an ordinance amending Section 1 of Ordinance No. 126 to eliminate the requirement of vehciles on the Florida East Coast Railway Company tracks that do not activate the automatic crrossing signal devises "stop" at every railroad crossing within the Village, but provide that they sha 11 yield the right-of way. Valier • moved, second by Bledsoe and voted favorably by all Councilmen that the reading be approved. All Councilmen being present and voting for the adoption, Ordinance No. 131 was hereby passed and adopted on first reading. -28- 4 - 4-18-6? The Village Attorney read a resolution naming the shopping and • parking area at the northeast corner of the intersection of Tequesta Drive and Seabrook Road, being a portion of the re-subdivision of a portion of Jupiter in-the Pines, Section "B", "Gallery Square". Sylvester moved, second by Valier and unanimously passed that the reso- lution be passed. Resolution No. 9-66 was thereby passed and adopted. The Village Attorney read a resolution extending the sincere and heartfelt sympathy of the Village Council to the families of Officers William Fletcher and David Van Curler of the West Palm Beach Police Department who were tragically and brutally slain on April 6, 196? while in the performance of their duties. Va lier moved, second by Bledsoe and unanimously passed that the resolution be passed and spread upon the Minutes of the Meeting. Attorney Lord spoke briefly about the progress of negotiations for the purchase of the Water Company and said he is awaiting arrival of the purchase and sales agreement. A letter from Tequesta, Country Club requesting that the Village amend Ordinance No. 10 which controls licensing, regulating, taxing and distribution and sale of intoxica,ti.ng liquors in the Village as to the sales and service of alcoholic or intoxicating beverages on election days to conform to the State regulations on this matter was read. The Village Attorney was advised to prepare such amendment. The Village Clerk read a resolution requesting the Board of • County Comni.ssioners of PaLn Beach County to allocate funds in their next budget for construction of a new bridge on Highway Alternate AlA, spanning the Loxahatchee River. Cornelius moved, second by Va lier and passed that the resolution be passed, Resolution No. 10-66 was thereby passed and .adopted. The Councilmen's attention was called to the copy of a letter from Travelers Palm Garden Club which each had received concerning possi- ble pollution of the Loxahatchee River by detergents from a proposed car wash to be located on Alternate AlA. The Village Manager is to acknowledge the letter. The Village Manager advised the Councilmen of a letter from the Town of Belleair Shore, Florida, asking us to have the Governor veto a bill which would abolish their Town. The Councilmen were advised of information being received a 1- most daily from the Florida League of Municipalities pertaining to matters of the current legislative session. The Drainage Survey being prepared by Brockway, Owen and Anderson is expected to be completed next week. The Council was advised of various discussion pertaining to the cleaning of the canals in Country Club Point. -29- 5 - ~-18-67 A Workshop Meeting to discuss Village beautification and the proposed ordinance for the Village Managers duties was scheduled for Monday, May 1, 196? at B:00 P.M.
