THE VILLAGE OF TEQt~STA, FIARIDA
The regular monthly meeting of the Councilmen of the Village
of Tequesta was held Tuesday, May 16, 1967 at 8:00 P.M. a t the Village
Hall. Councilmen present were: Messrs: Bowden, Sylvester, Valier,
Cornelius and Bledsoe. Also present were Robert Harp, Village Manager
and Clerk and Village Attorney William A. Lord.
The meeting was opened with „gayer and the pledge of alle-
giance to the flag by Mayor Bowden,
The Minutes of the previous meeting were read and approved
upon motion by Bledsoe, second by Valier and passed.
Valier moved, second by Sylvester and passed that the de-
tailed reading of the financia 1 report for April 1967 be waived. The
Village Manager recapped the financial statement for the seven month
period ended April 30, 1967 and upon motion by Cornelius, second by
Valier and passed, the financial statement and disbursements for the
month of April were approved. Balances on Hand at April 30, 1967 were
as follows:

The Village Manager presented his report covering various
Village activities during the month of April, 1967. The report showed
that collections on the .1966 Tax Roll were 99.81 with only $59.97
unpaid at April 30. He stated that work on preparation of the 1967
Tax Roll had begun. The report showed Building Permits as follows:

Mayor Bowden reported on a request from the United States
Marine Corps, Company C, 4th Amphibian Troops, NMF, USMCR, West Pa Ln
a Beach, to proclaim Saturday, May 20, 196? as Armed Forces Day.
Cornelius moved, second by Valier and unanimously passed that Satur-
day, May 20, 1967 be proclaimed Armed Forces ]hy in the Village of
Tequesta. He also brought to the Councils attention the efforts of

residents of Hunt Club Colony in Martin County to become a part of
• Palm Beach County and/or the Village of Tequesta. He also called
Council's attention to a recent newspaper item stating that the Fort
Pierce-St. Lucie County Fire District was preparing a local act for
submission to the State Legislature which would provide for the elec-
tion of Fire Board Members instead of an appointed basis and suggested
perhaps this should be looked into as a possibility for Fire District
No. 1 in the future. He referred to a letter of May 5, 196? from
Thomas R, Pledger of Burnup and Sims, Inc. in referrence to CATV which
stated it was their intention to start construction in the Village of
Tequesta during the month of May. A~layor Bowden referred to a recent
letter from the Florida State Board of Health relative to planning
for sewage treatment facilities. No further progress on the purchase
of the Water Company has been made at this time. Mayor Bowden an-
nounced that he would leave August 22 for approximately three months
to go to Bogata, Columbia as a member of the International Executive
Service Corps (I.E.S.C) which is an adjunct of the A.I.D. Program.
Police Chief Dusenbery presented the Police Department
Report for April. He reported the appointment of Edward T. Esten
as patrolman effective May 1, 1967. The Civil Defense Report was read
and the next Civil Defense Meeting will be held May 29, 1967. Upon
motion by Valier, second by Cornelius and passed, both reports were
approved.
Counci Lna,n Valier reported he was to meet with a sign man
Wednesday to discuss a new sign for the U. S. Highway No. 1, Tequesta
• Drive intersection.
The Village Manager and Police Chief were authorized to
place conventional "Children Playing" signs where needed. The
Village Manager reported the Drainage Report should be received from
Brockway, Owen and Anderson Wednesday or Thursday of this week.
Details of the beautification discussion at the May 1 Work-
shop Meeting were reviewed. Mayor Bowden suggested that the Council
appoint a committee to study and reconunend to the Council for-the
beautification of all areas of the Village. Upon motion by Valier,
second by Bledsoe and passed the following persons were appointed to
the comnnttee:

William Wagner - Ridgewood _
Attorney Lord read an Ordinance prescribing the powers and
duties of the Village Manager who shall be the chief administrative
officer of the Village under the direction and supervision of the
Village Council and other conditions and provisions relating thereto.
Cornelius moved, second by Valier and unanimously passed that the
reading be approved. A1l.Councilmen being present and approving the
reading, Ordinance No. 132 was hereby passed and adopted on first
reading.

Mayor Bowden discussed the letter from Charles C. Shepherd,
Kendree and Shepherd, Planning Consultants, by which the Village was
advised that a joint planning application for Tequesta and Jupiter
under the Urban Py~,nni ng .Assistance Program - 701 Program could be
accomplished fora fee of $10,500. for each eo~nunity with two-thirds
(2/3) of the fee to be paid by a grant from the Federal Government
under the ?O1 Program. It was stated that this planning must be done
as a prerequisite for the Village to participate in any Federal Grants
or aid for any projects for which the Village might need assistance.
Cornelius moved, second by Valier and unanimously passed that the
N1a.yor and Village Manager be authorized to accept the proposal of
Kendree and Shepherd, Planning Consultants, for planning services to
be undertaken jointly with the Town of Jupiter under the Urban Plan-
ning Assistance Program - 701 Program fora fee to the Village of
$10,500. and two-thirds (2/3) of the fee to be paid by a Federal
Grant.
The Village Attorney suggested the Council table action on
a revision in Ordinance No. 10 to regulate the sales or service of
alcoholic or intoxicating beverages during elections because the State
Legislature will pro~,bly make some changes in the State law and our
Ordinance could be revised to be the same as the State Ia,w on the
matter. He also advised that the Purchase and Sales Agreement for the
Tequesta Water Company had been received but had not been signed by
the seller.
The Village Manager presented an application for transfer
. of the 4-COP-SR X No. ?-66 Beverage License from Ella,rd V. Clarke and
Anita, R. Clarke to Tequesta Caterers, Inc., Claude Kelly et al, for the
Royal Lion Pub. He further reported th® application and supporting
information seemed to be in proper order. Valier moved, second by
Sylvester and unanimously passed that the transfer be approved.
Sylvester moved, second by Valier and passed that the appli-
cation of Village Realty, Inc, fora six (6) months Developerts Sign
Pen~tit for the sign on the north side of Tequesta Drive at Venus Avenue
be approved with said permit to expire November 16, 1967.
The Village Manager read a letter from Floyd Hopkins, Presi-
dent, Blair House East, concerning signs at Tequesta Drive and Willow
Road and Tequesta Drive and Fiesta Avenue.
The request of George Reed to have the name "Harbour Tsles"
placed on the Village sign at U. S. Highway No. 1 and Tequesta Drive
was denied.
The Village Manager advised the Council of the information
being received from the Florida League of Municipalities about the
current session of the State Legislature.
A letter dated May 10, 1967, from the Florida Shore and Beach
Preservation Association was brought to the attention of the Council
but no action was taken.
The Councilmen were advised that the Tax Certificate se,le for
delinquent 1966 Taxes would be held at noon, June 7, 1967.

The Village Manager advised that Governor mirk had issued
a proclamation proclaiming an emergency to exist throughout Palm Beach
County due to the serious shortage of rainfall causing drought condi-
tions and creating hazardous fire conditions and making it unlawful
for anyone to start a fire.
A letter from the Country Club Point Property Owners Asso-
ciation requesting various information pertaining to that Subdivision
of the Village was read and the Village Ma~.ger will provide the in-
formation requested for the organization.

The Council was asked the status of a Post Office for the
Village of Tequesta. and they advised that no further progress has been
made,
Chief Dusenbery reported that the Piorth County First Aid
Squad, Inc. (ambulance service) had requested to become a part of-the
Village of Tequesta radio net for dispatching of the vehicle. The
Council unanimously approved this public service for the ambulance
squad on a no fee basis since it is a very important and vita 1 community
service for the entire area.
The Council~en again discussed the drainage problem at the
Rinker Materials Company Plant on Old Dixie Highway and the proposal
by the County Engineers office for correcting the situation but it
was-the Counciljs feeling that the Board of County ConIInissioners should
install and pay the cost of the proposed modifications since 01d Dixie
Highway is a County maintained road.
There being no further business, the meeting was adjourned
at 9:45 P.M.
