COITIJCILMEN OF THE VILLPiE OF TEQUESTA, FLORIDA

of Tequesta was held Tuesday, June 20, 196? at 8:00 P.M, at the Village
Hall. Councilmen present were: Messrs. Bowden, Sylvester, Valier and
Cornelius. Also present was Robert harp, Village Manager and Clerk.
The regular monthly meeting of the Counci Lnen of the Village
The meeting was opened with prayer and the pledge of a lls-
6ience to the flag by Councilman Cornelius.
The Minutes of the previous meeting were read and approved
upon motion by Cornelius, second by Valier and passed.
Valier moped, second by Cornelius and passed that the detailed
reading of the financial report for May 196? be waived. The Village
Manager recapped the financial statement for the eight month period
ended May 31, 196? and upon motion by Valier, second by Cornelius and
passed, the financial statement and disbursements for the month of May
were approved. Balances oa Hand at May 31, 1967 were as follows:

The Pillage Manager presented his report covering various
Pillage activities during the month of May 196?. The report showed

Mayor Bowden reported on the publicity in the newspapers on
the occassion of the Tenth Anniversary of the Village on June 4; that
Charles F. Schnedl, Country Club Point, had been appointed to the Beau-
tification Comaittee in place of Charles Tedeschi; he called Council's
attention to the article in the Sunday edition of the Pa Ln Beach Post
Times about the start of construction of the CATV system; the fact that
the Hunt Club Colony annexation to Palm Beach County appeared to be
defeated; the Community Civic Council 4th of July celebration at Kiwanis
Recreation Park with fireworks at night. He also discussed the "Ring
out on July 4th" movement by which all citizens are asked to ring bells,

honk horns or toot whistles at 2:00 P.M., JuLly 4. Valier moved, second
by Sylvester and passed that the Mayor issue a proclamation for "Ring
i Out on July 4".
Mr. William Sauter, hire Comanissioner from Jupiter Fire Con-
trol District No. 1, appeared before the Council to discuss any ques-
tions they might have Concerning the proposed 1967-1968 budget for the
District. The proposed budget is $8x,124. with approximately $23,000.
of the total amount expected to be carried over from the current fisca l
year and approximately $66,000. to be derived from taxes. It was stated
the millage was estimated to be I.1 mills for the 1967-1968 fiscal yaar.
This amounts of $1.10 per thousand dollars of assessed valuation. The
proposed budget provides for the hiring of three (3) additional men as
dispatchers. The total salaries of $53,300. would amount to 60.48 of
the total budget. It was also noted that no provisions have been made
for a reserve to purchase neH equipment and the high rise buildings in
the area will make additional equipment to fight possible fires in these
type buildings necessary. Coamissioner Sauter stated he believed the
volunteers could play a very important part in the operation of the
Department and at a considerable savings to the taxpayers of the Dis-
trict. The Council thanked Mr. Sauter for attending the meeting. The
Councilmen also urged all taxpayers 4f the Village of Tequesta to inves-
ti~te sad study the proposed 196?-1968 budget for Jupiter Fire Control
District No. 1 and to write to the Board of County Commissioners of
Palm Beach County if they should have any objectionis to the proposed
budget. It was explained that the Board, of County Commissioners must
approve the budget during their Budget Hearings.
Police (fief Dusenbery presented the Police Department and
Civil Defense Reports for May and both were accepted.
The Councilmen discussed the "Comprehensive Engiaeeriag
Report for Drainage Improvements" for the Village that had bees pre-
pared by Brockway, Owen ~ .Anderson ~giaeers, Inc. Cornelius moved,
seconded by Valier and passed that the report be accepted. Mr. Robert
~. Owen will be asked to meet with the Council at a later date to dis-
cuss the report after the Councilmen have had time to thoroughly study
it.
CounciLnan Valier presented a picture of a proposed sign to
be located on the east end of the island at the intersection of U. S.
No. 1 and Tequesta Drive. The sign is 10 feet by 5 feet; emerald green
background with off-white letters and inset border; letters of die pressed
porcelain enamel, projection mounted 1" from background for 3-D effect.
The sign would be erected on a 16 foot high 7" x ?" x 3/8" thick wall,
square tube. The quoted price was $947.75. Cornelius moved, second by
Sylvester and passed that the matter be turned over to the Beautification
Committee for their study and recommendation prior to any definite action
being takon by the Council.
Mayor Bowden reported oa a meeting held last week to discuss
the proposed purchase and sales agreement for the Tequesta Water Com-
parry. The meeting of the Village representatives, fisca 1 agents, Village
Attorney, engineer aril seller was to finalize the terms of the purchase
and sales agreement. Various changes were made and it has been presented
to the seller for his sigr~3ture. Mayor Bowden also advised that the
$5,000. as the Village's share of the cost of the line to Harbour Isles

The Village Manager advised that a Petition For Annexation
had been received from Eastern Sales, Inc. requesting the annexation of
two (2) parcels of land, located on the west side of Seabrook Road, to
the territorial limits of the Village of Tequesta. The Village Clerk
read an Ordinance providing for the annexation of said parcels of land
to the Village. Valier moved, second by Cornelius and passed that the
first reading of the Ordinance be approved.
The Village Manager advised that Mr. Harry Schmertmann of the
Florida Development Commission had been in to discuss the Urban P;~anning
Assistance Program which the Council had approved at the May meeting.
The Village Manager also advised that the Palm Beach Cable
Television Company had commenced construction of the rATV System in ;he
Village and it should be in operation by December 15, 1967 as provided
for in the franchise agreement.
.The Council was also advised that the Villages' request for
a Single Voter Registration System to the County Commission and Supervisor
of Registration would be presented to the Board of County Commissioners
prior to July 1.
Police Chief Dusenbery was authorized to a~te:nd the Florida
Police Chiefs' Association at Winter Park on June 22, 23 and 24 upon
• motion by Valier, second by Sylvester and passed.
The Tax Assessor requested an extension of time until July 18,
1967 to present the 1967 Tax Roll to Council. Valier moved, second by
Sylvester and passed that the extension be granted.
Sylvester moved, second by Valier and passed that the Council
sit as a Board of Equalization of Taxes at 8:00 P.M., Tuesday, July 18,
196?.
The Village Manager advised the Council of the receipt of
"A Survey of Solid Waste Disposal Practices in Palm Beach County, Florida"
made by the Florida State Board of Health.
Councilman Cornelius advised the Council that he was concerned
about the probability that Mayor-Councilman Bowden would be absent from
his duties for approximately four meetings in succession while in Bogata,
Columbia with A.I.D. He stated he did not believe a Councilman should
absent himself from the Village affairs for that length of time after
having been elected to and accepting the office. He stated it could weaken
the function® of Council by delaying adoption of possible ordinances,
especially any matters applicable to the Village's purchase of the Tequesta,
Water Company.
Mr. John Good, President of the Tequesta Country Club Community
Association, Inc., asked the Council if they would accept a deed to lots
A, B and C of Tequesta Subdivision and lease them ~,ck to that Association.
Cornelius moved, second by Valier and passed that the Village accept the
deed to the above parcels of land and lease them back to the Tequesta

Country Club Cosenunity Association, Inc. providing that such transactias
has the approval of the Village Attorney and under such terms and condi-
tions of the lease to be agreed to by the Village Attorney and Village
Couaci 1.
There being no further business, the meeting was adjourned
at 9:40 P.M.
