Councilmen present were: Messrs. Bowden, Sylvester, Cornelius and Valier. Also present were Betty G. Cox, Assistant Village Clerk and ~~illiam A. Lord, Village Attorney. The meeting was opened with prayer and the pledge of alle- giance to the flag by Counci]man Sylvester. U Mayor Bowden advised that Robert Harp, Village Manager, was on vacation until September 5, 1967 and the Assistant Village Clerk would take the minutes of meeting. Mayor Bowden suggested that Minutes of last meeting be approved as submitted. Upon motion by Valier, second by Sylvester and passed the Minutes of July 18 Meeting Jere approved as submitted. The Minutes of the Meeting of Board of Equalization held by the Councilmen on July 18, 1967 were read and approved upon motion by Cornelius, second by Valier and passed. Cornelius moved, second by Sylvester and passed that the detailed reading of the financial report for July 1967 be waived. Mayor Bowden recapped the financial statement for the ten month period ended July 31, 1967 and upon motion by Cornelius, second by Sylvester and passed the financial statement and disbursements for the month of July were approved. Balances on Hand at July 31, 1967 were as follows: First Bank of Jupiter/Tequesta Petty Cash Community Federa 1 Savings and Loan Association Fidelity Federal Savings and Loan Association U. S. Treasury Bills $ 3,911.86 25.00 10,596.59 10,145.58 _19.661.33 44 340.36 ~_ Account balances were as follows: Operating Account Petty Cash Capita 1 Fund Streets, Roads and Drainage Fund $31,209.71 25.00 7,225.33 .5.880.32 $44.340.36 The Sinking Fund balance was $19,342.32. The Village Mana,ger~s Report was presented covering various activities during the month. The report showed building permits as follows: JULY 1967 No. Valuation 31 (11 houses) $928,405.# YEAR TO DATE No. Valuation 196 (44 houses) $2,717,762. Includes 30 Unit Condominium - Island House West -45- 2 - 8-21-67 Mayor Bowden presented his report mentioning feasibility study • for purchase of sewerage treatment plant and suggested that the Council contact William E, Schlusemeyer concerning this matter. He also dis- cussed the "701 Program" which the Village has entered into with the City of Jupiter and it was suggested that the Village Manager be ap- pointed chairman of a committee to look into the progress of this planning program. It was also suggested toy the Mayor that the com- mittee be composed of interested Village residents. Mayor Bowden reported that the Purchase and Sales Agreement for the purchase of the water company had been signed by both parties. Police Chief Dusenbery presented the Police Department and Civil Defense Reports for July 196? and both were accepted. Discussion ensued on the matter of a Village sign at the U. S. Highway No. 1 and Tequesta Drive entrance to the Village. Councilman Valier stated that many visitors miss this entrance. A drawing of the proposed sign was shown to the audience and Counci]man Valier explained the construction of the sign, Valier moved, second by Cornelius and passed that the proposed sign be constructed on the east end of the island at the intersection of U. S. No. 1 and Tequesta Drive at the quoted price of $947.75. Attorney Lord reported on the progress of the water company purchase and stated that the Village must file a petition with the Palm Beach County Commissioners fora franchise to provide water for areas lying outside the Village limits. He stated that a meeting would be • held by the County Commissioners on September 12, 1967 at ~-~: 9 ~ ~ ~~~~ Cornelius moved, second by Valier and passed that the Village file a petition for fra,nchfse at that time. Discussion ensued on a letter dated August 4, 1967 from the Florida State Road Department pertaining to City Utility Agreement and Resolution covering adjustments or relocation of Village facilities in connection with construction of State Road 707 bridge over the Intra - coastal ~daterway. Mayor Bowden stated that this matter had been referred to the Village engineer at a previous meeting. Attorney Lord suggested and the Eouncil concurred that this matter be referred to Mr. Charles A. Anderson of Brockway, Owen and Anderson Engineers, Inc. A notice from the U. S. Army Corps of Engineers advising of the application of the Florida State Road Department to construct the bridge across the Intracoastal Waterway on State Road 707 was discussed. It was noted that any protests must be received by the District Engineer on or before August 30, 1967. Councilman Sylvester advised that permission was given to the Florida State Road Department to hold a Public Hearing on this matter Friday, September 15, 1967 at 10:00 A.M. at the Village Ha.l1, It was the feeling of the Councilmen that Charles A. Anderson of Brockway, Owen and Anderson Engineers, Inc. be requested to attend this meeting. Mayor Bowden stated that Tuesday, September 19, 196? had been suggested as the date fora Public Hearing to provide a Zoning Classifi- cation for parcels annexed to the territorial limits of the Village of Tequesta by Ordinance No. 133. Cornelius moved, second by Valier and passed that the Public Hearing be held Tuesday, September 19, 1967 at 7:45 P.M. at the Village Hall.. AG 3 - 8-21-67 House Bill No. 1243 which becomes effective October 1, 1967 • relating to the payment of ten thousand dollars ($10,000.) to the sur- vivors of law enforcement officers that are killed in the line of duty was discussed, Attorney Lord advised that the Village had been con- tacted by two insurance companies and accidental death insurance in the amount of $10,000. could be obtained for a premium of $13.00 per year for each man. Valier moved, second by Sylvester and passed that the Village advertise for public bids for coverage of all Village employees. A letter from the Comprehensive Mental Health Center of Palm Beach County requesting a contribution of $300. to the Mental Health Center each pear for three (3) years was read. All Councilmen felt that serious thought should be given this matter at the 1967/1968 budget meeting. The following Village Managers items were reported: 1. Parcels A, B and C of Tequesta have been deeded to the Village by the Tequesta Country Club Community Association, Inc. and their attorney, Thomas M. Mettler, has advised that the deed has been filed. The lease has been signed by both parties. 2. Chief Baird of the Jupiter Fire Control District No. 1 advised the District's 1967 millage rate would be .946 mill. The 1966 millage rate was 1.345 mills. • 3. Mr. Gordon Gray, Communications Consultant for the Palm Beach Cable Television Company, has asked for and been granted per- mission to appear before the Village Council at the Septem- ber 19, 1967 Council meeting to request an extension of time for completion of the CATV System in Tequesta. 4. The Vi1la,ge received payment of $1,038.48 from the General Road and Bridge Fund. 5. The Village pick-up truck suffered minor damage amounting to approximately $17.04 when backed into by another vehicle on the Gallery Square parking lot on August 9, 1967. An insur- ance claim has been filed with the other parties insurance company. Mr. Wilbur S. Waite, Jr., representing the Tequesta Country Club, appeared before the Council to aslc permission to have bingo at the Tequesta Country Club. Mr. Waite was advised that no action had been taken on this matter pending such a request. Attorney Lord advised that Section 8 of Ordinance No. 1 could be amended to allow bingo and he was authorized to prepare such amendment for Councilts attention at the September Council meeting. Betty Bush, owner of the Jupiter/Tequesta Beacon, Inc., filed • a written request with the Village Council fora package store license and a liquor license. Attorney Lord advised that the Village cannot issue such a license until a census verifies that the population of the Village is 1,251 and recommended that application be made directly to the State Beverage Department. ..a~_ ~r - 8-21-6( Attorney Lord presented a news release to be distributed to -~riu news media concerning the purchase of the Tequesta Water Company by the Vi lla,ge .
