HomeMy WebLinkAboutMinutes_Special Meeting_09/29/1967MI~TIJTES OF THE SPECIAL MEETING OF THE COUNCILMEN OF THE VILLAGE OF TEQUESTA, FLORIDA A Special Meeting of the Councilmen of the Village of Tequesta was held Friday, September 29, 1967, at 8:00 P.A~i. at the Village Hall. Councilmen present were: Messrs. Sylvester, Cornelius and Bledsoe. Also present teas Robert Harp, Village Manager and Clerk. Vice Mayor Sylvester presided for the meeting in the absence of Mayor Bowden and thanked the Council and the employees of the Village for the flowers they sent upon the death of his and Police Officer Harold Sylvester~s father. ViceMayor Sylvester asked the Clerk to give second reading by title only to "An Ordinance of the Village of Tequesta, Florida, providing for and establishing Schedule of [later Rates for proposed operation of k'ater Distribution System to be purchased by the Village; and providing for and establishing charges for Fire Protection, Con- nection, Reconnection; and providing for 1'.o Free [~,ater Service" . The Ordinance as given first reading at the Council meeting held Septem- ber 19, 1967. Following the reading, the Vice Mayor asked if there were any questions. Mr, Edward A. White, owner of the Jupiter Island Apart- ments, asked how much his water bill would increase. His volume of water consumed was unknown but it was the genera 1 feeling of the Coun- cilmen that h+e would only have a minor increase due to a relatively large volume of water consumed. A resident of the Village, Mr. B. C. Sharpe, 410 Tequesta • Drive, questioned how the Council could approve the purchase at a price he had been told was five times greater than the real estate appraised valuation, without a vote of the taxpayers. He was advised that the purchase was being made by the issuance of GJater Revenue Certificates, to be redeemed solely from income derived from the operation of the Water Company, and specifically stated in the Bond Resolution that the Village properties could not be assessed taxes for this purpose. A considerable amount of discussion was had on why the Vil].a,ge should purchase the Water Company and the Counci]men explained that it should eventually produce income for the operating budget of the Village which could provide for additional services. Following the discussion, Cornelius moved, second by Bledsoe and passed that the second reading of the Ordinance be approved. The first reading of the Ordinance having been approved September 19, 1967, Ordinance No. 134 was hereby passed and adopted on second reading, The Clerk gave second reading by title only to an Ordinance to provide an R-1 Zoning Classification for two (2) parcels of land annexed to the territorial limits of the Village of Tequesta by Ordi- nance No. 133. Cornelius moved, second by Bledsoe and passed that the second reading be approved. The first reading of the Ordinance having been approved September 19, 1967, Ordinance No. 135 was hereby passed and adopted on second reading. The Clerk gave second reading by title only to an Ordinance . to amend Ordinance No. 1 to allow the playing of bingo games within the Village in accordance with the acts of the Legislature of Florida, 1967. Cornelius moved, second by Bledsoe and passed that the second reading be approved. The first reading of the ordinance having been approved September 19, 1967, Ordinance No. 136 ryas hereby passed and adopted on second reading. -54- 2 - 9-29-67 The Village Manager advised the Council that Mr. Donald Ostia of Brockway, Owen & Anderson Engineers, Inc. had presented the Village with a proposed resolution and contract for engineering services in the acquisition program work for the Tequesta Water Co., Inc. purchase. The resolution provides fora fee of $12,500. to be paid to the con- sulting engineers within 30 days following date of closing of the pur- chase, or on August 20, 1968, whichever date is earlier. The Council- men were advised Village Attorney Lord had been given a copy of the proposed resolution and contract. Cornelius moved, second by Bledsoe and passed that, subject to approval by the Village Attorney, the Vice-Mayor and Clerk be authorized and empowered to sign a contract on behalf of the Village of Tequesta with Brockway, Owen €~ Anderson Engineers, Incor- porated, for professional engineering services with reference to the proposed acquisition of the Tequesta Water Co., Inc. Cornelius moved, second by Bledsoe and passed that the Council hold a Specia 1 Meeting at 9:00 A.M. Friday, October 6, 1967 at the Village Hall for the purpose of reading the Bond Resolution for the proposed purchase of the Tequesta jflater Co., Inc. by the Village of Tequesta. This scheduled meeting is subject to receipt of the Bond esolution from the New York Bonding Attorney. If the Resolution is not received, the Meeting will be cancelled. The budget for the fiscal year 1967-1968 beginning October 1, 1967 in the amount of $188,450, was ado;~ted upon motion by Cornelius, second by Bledsoe and passed. P. Kurtz requesting that he be considered for the first liquor license to be issued by the Village. -55- 3 - 929-67 The Village Manager discussed a request from E. S. (Webb) Painter for zoning of property along 01d Dixie Highway across from the Maule Pant to permit the operation of a nursery.
