OF THE VILT.AGE OF TE~UESTA, FLORIDA
The regular monthly meeting of the Councilmen of the Village of
Tequesta, Florida was held Tuesday, October 11, 1966 at 5:00 P.M. at the
Village Hal.].. Councilmen present were: Messrs. Bowden, Sylvester,
Cornelius and Bledsoe. Also present were Robert Harp, Village Manager
and Clerk and William A. Lord, Village Attorney.
The meeting was opened with prayer and the pledge of alle-
giance to the flag by Councilman Sylvester.
The Minutes of the regular meeting held September 13, 166
were read and approved upon motion by Cornelius, second by Sylvester
and passed.

Bledsoe moved, seconded by Cornelius end gassed tYia~ ~ ~~ a de~-
tailed reading of the financial report be waived. Tne Vi11a~e Clerk
briefly recapped the financial statement for the period ending Septem-
ber 30, the end of the fiscal year and upon motion by Cornelius, second
by Sylvester and passed, the financial report and disbursements for the
month of September, 1966 were approved. Balances on Hand at September 30,
1966 were as follows:

The Sinking Fund Ba]ance was $9,507.27 and the Village Manager
advised that seven (?) bonds had been redeemed and $6,017.50 interest
had been paid during the fiscal year.
The Village Manager presented his report for September high-
lighting activities of the month with a major part of the month being
used to prepare for the Specia 1 Election for the question of the annexa-
tion of Bex~nuda Terrace to the Village. The Building Permits were as
follows:

Mayer Bowden reported on several complaints about dogs running
loose, a letter from Mr. Kadlec concerning the canals in Country Club
Point and property valuation; possible location of as elementary school
in the Yilla6~; progress in proposed purchase of water and sewerage
plants and drainage survey. He alaso reported he had been requested to
see if the Village could landscape and place benches oa the lot east of
the Village Hall to beautify it.
Councilman Cornelius stated he thought the Village should
plant a hedge along the entire length of both sides of the Village Hall
site. Cornelius moved, second by Bledsoe and passed that the Village
plant a hedge of .red and yellow hibiscus plants along the full depth
of each side of the Village Hall site. This is to be planted from
very large plants.
Police Chief Dusenbery read and presented the Police Depart-
ment Report for September and the Civil Defense Report for September.
He also read and presented annual reports for the Police Department and
Civil Defense. Cornelius moved, second by Sylvester and passed that the
Police Chief and Police Officers be commended for the fine work of the
past year as reflected in the Police Department Report.
Mayor Bowden reported for Councilman Valier that the local
United Fund Committee has just about been completed and is ready to go
into operation. Councilman Cornelius questioned the denial of a Solici-
tation Permit for the Heart Fund since it is a national fund and does
not go into United Fund Campaigns for its funds. This is also true of
the Cancer Fund and other national funds. Councilman Cornelius also
• questioned the news items that had stated the Village would not permit
any solicitations and that such action in relation to the local tTaited
Fund had got been taken by the Village Councilmen. A further discussion
ensued on. the mechanics of the Solicitation Ordinance with the Police
Chief feeling that the Council did not want any house to house solici-
tations. Bledsae moved, second by Cornelius that the Village permit the
Heart a~ Cancer Funds to make house to house solicitations is the Village.
In the ensuing discussion, Mayor Bowden was caked to check with the
local United Fund officers to see whether or not these National Furxl
Drives were going into the local United Frond or what their rela.tions~ip
would be with the local United Fund Drive. This information is to be
reported back to the Council. Bledsoe withdrew his above motion and
Cornelius withdrew his second on the above motion.
Councilman Cornelius reported that he had no additional infor-
mation about a Village Post Office. He also reported on a meeting of
himself, Councilman Valier and the Village Manager with the Board of
County Commissioners at which time the Village requested the County to
take over the maintenance of Teques~ta Drive and Country Club Drive.
The County Commission referred it to the County Engineer for study and
the Villages representatives believe the request would be be received
favorably.
Councilman Sylvester reported on a meeting of the Ocean Science
and Engineering Committee of Palm Beach County. He reported no further
action on the Intracoastal Bridge but suggested that the Village should
once again remind the State Road Departrnent of its feelings in the matter.
Sylvester moved, second by Bledsoe and passed that the Council write a

letter to the State Road Department urging them to locate and construct
the new bridge north of its present location.
The Pillage Attorney gave second reading by title only to an
Ordinance to annex property on Jupiter Island owned by Forrest E. Smith
to the Village of Tequesta. Cornelius moved, second by Bledsoe and
passed that the second reading be approved. Both readings of the Ordi-
nance having been approved, Ordinance No. 123 was hereby passed and
adopted on second reading.
The Village Attorney gave second reading by title only to an
Ordinance to annex property on Seabrook Road owned by John P. Roderick,
Et Ux, to the Village of Tequesta. Bledsoe moved, secand by Sylvester
and passed that the second reading ~ approved. Both readings of the
Ordinance having been approved, Ordinance No. 124 was hereby passed and
adopted on second reading.
The Village Attorney read an Ordinance to amend Section 11
of Ordinance No. 112 deleting operator or distributor fee as relates
to merchandise vending machines. !Cornelius moved, second by Bledsoe
and passed that the first reading be approved.
The Village Attorney read an Ordinance regulating the use of
Track Motor Cars, Handcars or other vehicles on Railroad Tracks and
requiring that such motor vehicles stop at Railway Crossings within the
Village. Sylvester moved, second by Bledsoe and passed that the first
readin6 be approved.
• A discussion of a proposed CATV Franchise Ordinance as pre-
pa red by the Village Attorney was discussed with most of the discussion
being on Section 11 which established rates. The Village Attorney was
advised to r~~.ite Section 11 to establish rates which could not be
changed without the approval of the Village Council. Section 5, Ins-
urance Amounts are to be $100/300 M and $50,000. property damage. The
Village Attorney is to present the Ordinance to Burnup and Sims, Inc.
for their approva I prior to passage by the Council.
The Village Manager read a letter from the Mayor of Riviera
Beach asking the Village Council to submit a Resolution to the Board
of County Commissioners of Palm Beach County urging them to expidite the
development of a Comprehensive Area Growth Plan so that municipalities
in the County might be able to qualify for federal funds and other
financia 1 assistance for civic improvements. The Village Manager read
such a resolution and Resolution No. 5-66 was hereby passed and adopted
upon motion by Cornelius, second by Bledsoe and passed.
The Village Manager reminded the Council of the Specia 1 Election
to be held an Tuesday, October 18, 1966 to decide the question of annexa-
tion of Bermuda Terrace to the Village.
Cornelius nerved, second by Bledsoe and passed that the Village
Clerk be authorized to revise the Village Voter Registration Lists acc-
• ording to the provisions of Ordinance No. 118.
The Village Manager advised that Mr. J. w. Perry would be
starting the annual audit of the Village books and records.

A discussion ensued on the $79,003. budget and 1:345 mill levy
for Jupiter Fire Control District No. 1 which wks a~iproved and. addpted
by the Board of County Colignissioners of Pala Beach County. The Council-
men pointed out that when the formation of the Fire Control Tax ~istt~ict
was first discussed they were advised that the necessary bu~.get for the
operation of the District could be obtained with a maximum levy of
one (1) mill. The Counci Lnen stated they believed they should be made
aware df the budget for the District and information explaining why the
millage is so high. Cornelius moved, second by Bledsoe and passed that
the Village Manager write a letter to Fire Control Tax District No. 1
requesting a copy of their budget and an explanation of why the millage
rate is so high. Each Commissioner of the Fire Control Tax District is
to receive a copy of the letter and a copy is also to be forwarded
to the Board of County Commissioners of Palm Beach County.
The Village Manager stated that reCUests for quotations and
specifications had been sent to several automobile dealers for prices
on a 196? Police 4 Door Sedan. Quotations received were as follows:

Florida Chrysler-Plymouth, Inc. $1,540.40
Sylvester moved, second by Cornelius and passed that the Village pur-
chase a 196? Plymouth Police Car from Florida Chrysler-Plymouth, Inc.
fora delivered prise of $1, 540.40.
Mrs. Doris Nixon of E1 Portal Way advised the Councilmen that
• she was quite disturbed at having received a letter from an attorney
stating they wire not permitted to park their boat in their driveway.
She stated no ere had ever asked their personally about their intentions
in trying to keep the boat obscured from view.
Mr. Middleton expressed the appreciation of the residents
of j~hiitehall Apartments for the Villages efforts in obtaining a new
fire hydrant near their building.
There being no further business, the meeting was adjourned
at 10:20 P.M.
