HomeMy WebLinkAboutMinutes_Regular_11/15/1966MINUTES OF THE MEETING OF THE COUNCILMEN OF THE VILLAGE OF TEQUESTA The regular monthly meeting of the Councilmen of the Village of Tequesta waa held Tuesday, November 15, 1966 at 8:00 P.M. at the Village Hall. Counci Lnen present were: Messrs. Bowden, Sylvester, Cornelius and Bledsoe. Also present were Robert Harp, Village Manager and Clerk and William A. Lord, Village Attorney. The Minutes of the previous Meeting were read and approved upon motion by Cornelius, second by Bledsoe and passed. Mayer Bowden asked Paul Thomson, President of Jupiter-Tequesta Community Fund, to speak to the Council about the Fund and participating organizations. He explained that the budget was in excess of $17,000. Besides local organizations, the Local and National Red Cross has came into the Find. Some other funds, such as Heart and Cancer have not elected to go into the Fund. Cornelius moved, second by Bledsoe and passed that the Heart Fund and Cancer Fund be permitted to solicit for funds if they make proffer application and conform to the requirements of the Solicitation Ordinat~~e. Bledsoe moved second by Sylvester and passed that the detailed reading of the financial ~St~tement iFor the month of October, 1966 be waived. The Villa.~e Clerk rec~,~ped the financial statement for October, 1966 and upon motion by Cornelius, second by ~~lvester and passed, the • financial report and disbursements for the month of October were approved. Balances on Hand at October 31, 1966 were as follows: First Bank of Jupiter/Tequesta $13,943.73 Petty Cash 25.00 Community Federal Savings and Loan 19,929.14 Fidelity Federa 1 Savings and Loan 9.816.82 $43.714.69 Account Balances were as follows: Operating Account $29,084.04 Petty Cash 25.00 Capital Fund 8,725.33 Streets, Roads and Drainage Fund 5.880.32 $43.714.69 The Sinking Fund Balance was $10,736.85. The Clerk reported that Fran- chise Tax in the amount of $12,295.22 had been received from the Florida Power and Light Company covering the period September, 1965 through August, 1966. The Village Manager read his report covering various activities for the month of October and it was approved. The report showed that 1,323 Tax Bills were mailed to property owners on October 31st. The • Building Permits were as follows: No. Amount 12 (4) $124,730. -5- 2 ~ 13:-.1srt66 Mayor Bowden reported on a letter from the Commission of the • Town of Juno Beach requesting a message service be supplied by the Tequesta Police Department to the Juno Beach Police Department. The Town of Juno Beach offered to pay $1,000. annually for this service. Cornelius moved, second by Sylvester and passed that we provide this service for the Juno Beach Police Department at as annual fee of $1,000. payable to the Village quarterly. Cornelius moves, second by Bledsoe and passed that other departments in the area be apprised of the Village Police Department set-up and offer the message service to them. The Mayor reported on the Fiesta Under the Sun Parade to be held in t4est Palm Beach and possibly getting a local sponsor for a parade float; a request from the P.G.A, that the Village purchase a $1,000. certificate for the December Tour~t~ament; a further discussion bn dogs. It was explained .the Village had neither the equipment ,for picl~int up dogs or for confining them and keeping them for au extended period of time. It was further exp]a fined that all violators of the dog ordinances were given copies of the facts pei`taining to the same and most dog owners conformed to the ordinances. The dog in question comes from Martin County and is a nuisance to the Country Club and Country Club area. Police Chief Dusenbery read the report of polio departm'erit activities for the month of October and the Civil Defense Report and both reports were accepted. It was reported a branch Post Office will be located i.n the Golden Thiunble Shop in the Tequesta Plaza in the very near future. • Councilman Sylvester reported on the progress of Palm Beach County~s effort to locate the Ocean Science Institute in Palm Beach County and showed their brochure. A discussion ensued on the site for the Intracoastal Bridge, with a letter of reply from the State Road Department being read. No definite location has been determined for the bridge as yet. The Inspectors of Elections Certificates for the Village of Tequesta Polling Place and the Bermuda Terrace Polling Place showing the results of the Special Election held October 18, 1966 were pre- sented to the Council and accepted upon motioa by Bledsoe, second by Sylvester and passed. The Village Clerk gave second reading by title only to an ordinance amending Ordinance No. ll2 to eliminate Occupational License Tax upon operator or distributor of Merchandise Vending Machines. Cornelius moved, second by Bledsoe and passed that the second reading of the ordinance be approved. Both readings having been approved, Ordinance No. 125 was hereby passed and adopted on second reading. The Vila ge Clerk gave second reading by title only to an ordinance regu]ating the use of track motor cars, handcars, or other vehicles on railroad tracks; requiring that such motor vehicles stop at railway crossings within the Village; and providing for penalty in violation thereof. Bledsoe moved, second by Cornelius and passed that the second reading of the ordinance be approved. Both readings having been approved, Ordinance No. 126 liras hereby passed and adopted on second reading. -6- 3 - 11-15-66 A letter from Jupiter Fire Control District No. 1, together with a copy of their budget which was received in answer to our letter • of October 12, 1966 was discussed. It was noted that the amount for salaries, $39,025. ~,ras 49~ of the total budget. It was further pointed out the owners of properties in the Village of Tequesta would pay about $22,200, in taxes through the 1.345 mi7lage rate for 1966. This would be.appioximately 28~ of the total budget. ,The Councilmen instructed the Village Manager to write to Jupiter Fire control District No. 1 requesting a breakdown in the salary item in the budget as to salaries paid to various persons and for what positions in the department. The Village Attorney was asked to provide the Couhcilmen with information explaining how the District is operated, especially as to the manner in which the Fire Commissioners attain this office. The Mayor reported. that the attorxieys for Burnup and Sims, Inc. had approved the CATV Ordinance as,pre~a.red by the Village Attorney and approved by the Councilmen. The Village Attorney read the CATV Ordinance granting Burnup and Sims, InC. a non-exclusive franchise for construction of a Coit~r-unity Antenna Television System ih the Villa e. Cornelius moved, second by Bledsoe and passed that the first readifig be approved. The Village Manager presented a request from Village Realty, Inc. fora six (6) months extension for Developers Sign Permits for signs located at Tequesta. Drive and Norfolk ..venue and Tequesta Drive and Venus Avenue. Cornelius moved, second by Sylvester and passed that permits be authorized for these signs at these locations for six (6) months, upon proper application and fees being paid. • 7:30 P.M., Tuesday, December 13, 1966 was set as the time for a Public Hearing to provide a Zoning Classification for the Forrest E. Smith property on Jupiter Island and the John Roderick property on Sea- brook Road which were recently annexed to the Village of Tequesta. A petition from He]muth G. Edelmann requesting annexation of a parcel of land located on the northwest corner of Tequesta Drive and Pine Tree Drive opposite the Carriage House, t;hitehall Apartments and First Presbyterian Church was discussed. The Village Attorney stated the petition was not valid since it would be conditiona 1 on the parcel of land being zoned for 8-10 apartment units. No further action on the petition. The Village Manager reminded the Councilmen of the invitation from the Christmas in Dixie Parade, Inc. to participate in their Decem- ber 18th Parade. The Counci Lnen decided not to participate The Village Manager reported on three Village fires for the month of August as reported by the Jupiter Volunteer Fire Department. Upon motion by Cornelius, second by Bledsoe and passed, the Council approved the Police Department becoming a part of the County Sheriff and Police De~,rtments Teletype System at a cost of $59. per month with a $20. installation charge. This program had been recom- mended by the Grand Jury so that better inter-department communications would provide for much better police work throughout the County. -7- 4 - 11-15-66 A discussion ensued on the formation of a Specia l Police Re- serve f©r the Tequesta Police Department and the Chief stated there were several interested men at the present time. The question of insurance both for the men to be appointed to the reserve and for protection of the Village against actions of the reserve police was discussed. The Village Attorney was instructed to provide the Council with complete information on all facets of such a program so that the Council could consider the facts before proceeding with the program, Mr. George Lubatty complained of a problem he was having with a neighbors hedge. The Council believed this to be a personal ~,tter and would have to be settled in that way. There being no further business, the Meeting was adjourned at 10:00 P.M.
