OF THE VIIJ~AGE OF TEQUESTA, FLORIIIA
The regular monthly Meeting of the Councilmen of the Village
of Tequesta was held Thursday, December 15, 1966 at ?:50 P.M. at the Viler
lage Ha 11. Councilmen present were: Messrs. Bowden, Sylvester and
Cornelius. Also present was Robert Harp, Village Clerk and Village
Manager.
The Meeting was opened with prayer and the pledge of alle-
giance to the flag by CounciLna,n Cornelius.
Mayor Bowden advised that the Meeting had been postponed
from December 13, 1966 due to lack of a quorum,
Cornelius moved, second by Sylvester and passed that the
reading of the Minutes of the previous meetiag be waived.
Cornelius moved, second by Sylvester and pe.ssed that the
detailed reading of the financial statement be waived. The Village
Clerk recapped the financial statement for November, 1966 and upon
motion by Sylvester, second by Cornelius and passed, the financial
report and disbursements for the month of November were approved.
Balances on Hand at November 30, 1966 were as follows:

The Sinking Fund Balance was $11,966.43.
The Village Manager presented his report covering activities
for the month of November. The report showed that a total of $26,713.82
had been collected on the 1966 Tax Roll of $33,125.00 at the end of
November. This is approximately 81~ of the total tax roll collected
in the first month. Building Permits were as follows:

• Mayor Bowden reported that the negotiations for the Village
of Tequesta to purchase the Tequesta Water Company are progressing.
The Village fiscal agents, Sullivan, Nelson ~ Goss, Inc. and engineers,

Brockway, Owen and Anderson Engineers, Inc. have completed the first
• feasibility report and after meeting with the other principal are in
the process of refiguring the proposal. This revised report is expected
to be completed within the next week.
Cornelius moved, aecond by Sylvester and passed that Christmas
payments be made to the twelve Village employees on the same basis as
last year.
Police Chief Dusenbery presented both the Po1~.ce Department
and Civil Defense Reports for November. The next Civil Defense ~Ie~ting
is scheduled for Monday, January 30, 1967. Both reports were accepted
upon motion by Cornelius, second by Sylvester and passed.
Councilman Sylvester reported on the recent report faro~n the
State Road Department which recommended that the new bridge to be
constructed across the Intracoastal Waterway to Jupiter Island be
located at approximately the same location where it is now located.
Councilman Sylvester reported that he will continue to keep close
attention to the progress of the situation. He also reported on a
meeting on Monday, December 12 at Jupiter Island called because all
interests had been advised that the posted load limits oa the Hobe
Sound Bridge and Jupiter Island Bridge would be enforced. This pre-
vented fire, service and construction vehicles from using the bridges.
The Village Clerk eve second reading by title only to an
ordinance granting Burnup ~ Sims, Inc. a non-exclusive franchise for
• a Community Antenna Television System in the Village of Tequesta.
Cornelius moved, second by Sylvester and passed that the second
reading be approved. The first and second readings of the ordinance
having been approved, Ordinance No. 127 was hereby passed and adopted
on second reading.
Mayor Bowden reported that the terms of John M. Good and
Ralph 0. Cabaniss on the Zoning Board of Adjustment expire December 31,
1966. Two persons are to be appointed to the Board for teens of
three (3) years each. Cornelius moved, second by Sylvester and
passed that John M. Good and Ralph 0. Cabaniss be appointed to the
Zoning Board of Adjustment, each fora three (3} year term commencing
Januax°y 1, 1967.
Further discussion of the Jupiter Fire Control Tax District
and the Village Police Reserve was postponed until the January meeting
when the full Council should be in attendance.
Attorney Lord advised by letter that the annexation of
Bessemer Properties on Jupiter Island now depends upon the approval
of the Phipps family. The Village Manager was instructed to advise
Mr. Julian Field of the recent R-3 (Nigh Rise) Zoning Classifications
placed upon properties in the Village of Tequesta on Jupiter Island.
The Village Manager showed the Counci Lnen the first seven (7}
cancelled Excise Tax Revenue Bonds which were issued for construction
of the Village Hall.
The Council approved a full page black and white advertisement

for the 196?-1968 k`ishing Guide to be put out by the Jupiter-Tequesta
. Chamber of Commerce. Price of the page advertisement is $108.00 and
provisions had been made in the current budget for this item.
A letter from Palm Beach County Engineer, George R. Frost
to Rinker Materials Corporation concerning proposed drainage modi-
fications at Rinker Materials Plant on Old Dixie Highway was read
to the Councilmen. The estimated cost of the correction of this
drainage is $20,000, but the County would not pay the entire costs
of correction. The letter suggested the costs be allocated to the
County and private properties benefitting from the improvement on
an equitable basis. The Councilmen asked that the County be made
aware of the dangers caused by this poor drainage during heavy rains
by wetting automobile brakes and causing very poor road conditions.
A letter from the Department of Housing and Urban Develop-
ment concerning "Model Neighborhoods Under the Demonstration Cities
Act" was referred to.
A letter from Mr. H. T. Cook, General Attorney for the
Florida East Coast Railway Company, was read in which he stated he
hopes to attend the January Meeting to discuss a possible change in
Ordinance No. 126 to allow their security to yield instead of stop
at the crossings in Tequesta.
A letter from the Jupiter-Tequesta Chamber of Commerce
requesting the support of the Village in regards to automobile and
• trash dumps which have been started in the Jupiter area and could
eventually be a blight on the entire genera 1 area was read. The
Councilmen were in accord that such detrimental activities should
be called to the attention of the Board of County Commissioners and
the Palm Beach County Hea lth Department.
A letter from Christ the ring Evangelical Lutheran Church
requesting a directiona 1 sign at t^Jillow Road and Tequesta Drive was
read. The sign is to aid people in locating the Church on tt~illow
Road. The Village Manager said a sign could be made to conform with
existing directiona 1 signs to direct to Ridgewood and the Church.
Cornelius moved, seconded by Sylvester and passed that the Village
erect a directional sign on the south side of Tequesta Drive at
4~illow Road denoting Ridgewood Homes and the Lutheran Church.
Cornelius moved, second by Sylvester and passed that the
Meeting be adjourned. Meeting adjournea at 9:00 P.M.
