CHIEF OF POLICE
During the month of March 1967 the Police Department insti-
tuted or investi-gated 111 incidents. Police vehicles traveled a total
of 5,581 miles using twelve quarts of oil and 521.5 gallons of gaso-
line.
Four minor traffic accidents were investigated, no personal
injuries, minor damage to vehicles involved. Eight traffic violation
surrnnons were issued and four parking tickets handed out.
Police desk message service for Juno Beach Police Department
handled 110 phone ca lls plus normal radio dispatch service.
Arrest and conviction in Village Court of the owner and
employee of a Janitorial Service for Petty Larceny was accomplished
through close cooperation with West Palm Beach Police Department.
The teletype system was very instrumental in investigation and pro-
cessing this case.
• On Ma rch 2? the Jupiter-Tequesta Athletic Association spon-
sored a carnival held in the Publix Plaza which ran for six days through
Saturday, April 1. This operation was duly licensed and policed through-
out its entire operation by regular members of the Tequesta Police De-
partment as an extra assignment in addition to their regular duties.
They were compensated for this work.
On March 24th the Chief attended the Governor's Law Enforce-
ment Seminar held at the Cherry Plaza Hotel in Orlando. This was an
interesting seminar led by Governor Kirk as an introduction to his
War on Crime and the introducing of Mr. George Wackenhut. The Director
of the Governor's Highway Safety Commission, the Honorable Bro~ward
Williams, spoke and gave a resume of proposed legislation to be pre-
sented to the new legislature pertaining to high«ay safety.
Police activities reached a new high this month. There were
no B ~ E's or major crimes reported or investigated this month.
Attached to this report is a complete breakdown of activities
for month of March.

The scheduled March 27th meeting was cancelled due to con-
flict with carnival at Tequesta Plaza.
The Civil Defense Director attended a briefing on the Com-
munity Shelter Plan, held at the Mounts Building at 531 North Military
Trail, West Palm Beach, on Friday, March 10, 196? at 3:00 P.M. Fur-
ther information on this CSP Plan will be forthcoming.
The next Civil Defense Meeting is scheduled for April 24th
at Tequesta Village Hall at 8:00 P.M.

Gentlemen:

At the start of the fiscal 66 to 67 year, on the recommenda-
tion of the Chief of Police, the Village Council instituted manning
the Police Desk on a 24 hour a day basis. This was accomplished by
the hiring of two deslanen by the Police Department.
with the starting of this vital service, the Chief of Police
pointed out that this service needed three men to do this job but the
Council decided to start with two men but at the same time made monies
available in the Police Budget for the hiring of the additional third
man at a later date.
Vacation time is approaching. For men in the Police Depart-
ment to have their vacations as scheduled it will be necessary for
each man to give up one day off per week fora period of seventeen
weeks .
It is the recommendation of the Chief of Police that the
additional man be hired at this time, target date May 1, 1967.
This action will allow Police Department personnel to get
their full authorized vacation without the penalty of losing seventeen
daps off per man. It will also reduce the work week of deskmen from
48 hours per week to 44 hours per week, and enable Police Department
to adequately service and protect the Yill,age in the accustomed man-
ner.

RESOLUTION
OF THE
VILLAGE OF TEQUESTA
WHEREAS, on April 6, 1967 WILLIAM FLETCHER and DAVID
VAN CURLER were tragically and brutally slain on the streets of
the City of West Palm Beach, Florida, while performing their
duties as officers of the Police Department of said city; and
WHEREAS, the said WILLIAM FLETCHER left surviving him

a wife and three children, and the said DAVID VAN CURLER left
surviving him a wife and five children; and
WHEREAS, the Village Co~icil of the Village of Tequesta,
Florida, desires to express its commendation of the bravery of
said officers and its sympathy to their wives and children;
NOW, THEREFORE, BE IT RESOLVED by the Village Council
of the Village of Tequesta, in regular meeting assembled, that
the Council does hereby express its commendation of the loyalty,
heroism and courage of these departed officers, WILLIAM FLETCHER
and DAVID VAN CURLER; and
BE IT FURTHER RESOLVED that the Village Council does
hereby extend to the wives and children of said officers its most
sincere and heartfelt sympathy in their hour of tragedy and grief;
and
BE IT FURTHER RESOLVED that the Village Clerk be, and
he is hereby, directed to send a certified copy of this resolution
to the Mayor of the City of West Palm Beach, Florida, the Chief
of Police of said city, and to the families of said departed
officers.
