HomeMy WebLinkAboutResolution_70-04/05_06/09/2005RESOLUTION NO. 70-04/05 A RESOLUTION OF THE VILLAGE COUNCIL OF THE VILLAGE OF TEQUESTA, PALM BEACH COUNTY, FLORIDA, APPROVING A CONTRACT WITH KIMLEY-HORN AND ASSOCIATES INC. FOR ENGINEERING DESIGN SERVICES TO REPLACE THE TRAFFIC SIGNALS AT TEQUESTA DRIVE AND OLD DIXIE HIGHWAY IN THE AMOUNT OF $23,149.29 FROM ACCOUNT #303-399-663.675. WHEREAS, the Village is undertaking the installation of improvements, including, but not limited to, traffic signals and beautification at the intersection of Tequesta Drive and Old Dixie Highway; and WHEREAS, the Village has budgeted $400,000 in the FY 2004-2005 Capital Projects Fund for the project in account #303-399-663.675 for this purpose; and WHEREAS, the Village wishes to accept the proposal of Kimley-Horn and Associates, Inc. in the amount of $23,149.29 to design the mast-arm traffic signals for the intersection as specified in the Engineer's Opinion of Cost Estimate attached as "Exhibit A"; and NOW, THEREFORE, BE IT RESOLVED BY THE VILLAGE COUNCIL OF THE VILLAGE OF TEQUESTA, PALM BEACH COUNTY, FLORIDA, AS FOLLOWS: Section 1: The Proposal by Kimley-Horn and Associates, Inc. in the amount of $23,149.29 to design the mast-arm traffic signals for the intersection as specified in the Engineer's Opinion of Cost Estimate, attached as "Exhibit A" is hereby approved. THE FOREGOING RESOLUTION WAS OFFERED BY Councilmember Genco, who moved its adoption. No. 02600) Dear Ms. Jaffar: Kimley-Horn and Associates, Inc. (CONSULTANT) is pleased to submit this letter proposal (Scope, Schedule, and Fee) in accordance with our contract for Traffic Signal Design Annual Services for Palm Beach County (COUNTY) to provide traffic signal design and related services for the subject Work Order. SCOPE OF SERVICES Task 1-Site Visit The CONSULTANT's signal designer will conduct a site visit to the Tequesta Drive and Old Dixie Highway intersection to obtain information pertaining to physical characteristics including visible existing utilities that may impact the construction of the proposed signal supports and displays. The data collected during the site visit will be utilized in preparation of the construction plans. Task 2 - Project Coordination The CONSULTANT will coordinate with all known utility owners in Palm Beach County that may have facilities in the proposed construction area. This coordination will consist of notification of the proposed improvements, and transmittal of conceptual plans to the owners for mark-up and return to the CONSULTANT. Task 3 ~urvey The CONSULTANT will procure the services of a Florida licensed professional surveyor and mapper to provide boundary and topographical survey of the intersection area. The survey will consist ofright-of--way and standard • topographical survey to a point at or near 350' in each direction of the intersection on Tequesta Drive and at or near 350' on Old Dixie Highway. All at grade or above ground fixtures or structures within the right of-way will be shown on the survey, and labeled in accordance with standard labeling procedures. Task 4 - Geotecluucal Exploration The CONSULTANT will procure the services of a professional geotechnical exploration firm to provide two 35' Standard Penetration Test borings at the proposed mast arm pole locations as well as spot borings in or near the existing roadways in the areas of proposed geometrical improvements. A geotechnical report will be prepared to provide roadway base and soils conditions documentation This report will be utilized by the CONSULTANT to prepare roadway improvements and to perform structural calculations for mast arm foundations and poles for the signal supports. Task 5 -Signal Design and Plan Preparation The plans will include a Cover Sheet, Tabulation of Quantities and General Notes, roadway Plan and Profile Shcet sheets as required for proposed geometric improvements, a Signal Plan sheet including standard controller timing settings developed from volumes provided by the COUNTY and projected volumes, a Pole Schedule Sheet, and any details that are specific to tbe proposed improvements. As part of the Plans package the CONSULTANT will design the structural details and perform pole and foundation calculations for the mast arms to be included on the project. The geotechnical report prepared under Task 4 will provide the background soil information required for the mast arm structural designs. The CONSULTANT will submit the structural designs in FDOT format as part of the Signal Plan submittals. The CONSULTANT will submit Preliminary Plans to the COUNTY for review and comment. Upon receipt of review comments, the plans will be revised and the Final Plans will be submitted for approval. The Final Plans will be suitable for construction by a signal contractor. Task 6 - Construction Eneineerine Inspection (Optional Service) The CONSULTANT will provide CEI services for the traffic signal installation if directed by the client. The service will consist of mast arm foundation installation, one interim visit while the signal is being constructed, a conditional acceptance inspection when the signal is placed in flashing operation, and a final inspection when the signal is placed in full operation. Task 7 -Other Additional Services Services not included in the Scope of Services, but available if required include, but are not limited to: • Bidding and/or Contractor Selection Assistance • Interconnect Plan Design • Traffic Counts • Timing Plan Development • Utility Locations • Permitting SCHEDULE The CONSULTANT will undertake and complete the described services as expeditiously as possible to meet a mutually agreed upon schedule. FEE AND BILLING Kimley-Horn and Associates, Iuc. will provide the services described in Task 1 through Task 5 in the Scope of Services for the lump sum labor fee (not including expenses) as detailed below. Estimated Fee $ 1,000.00 Optional Services If the client desires, KHA will provide the services described in Tasks 5 and 6 for a cost plus labor fee (using our current rate schedule in effect at the time the services are rendered) plus expense. Any direct expenses incurred, as the result of obtaining the services of a qualified sub-consultant will be billed at 1.15 times cost. Ail permitting, application and similar project fees will be paid directly by the COUNTY. Fees will be invoiced monthly based upon the percerrtage of services completed as of the invoice date for all lump sum tasks and based on the actual amount of service performed and expenses incurred for all hourly tasks. Payment will be due within 25 days of the date of the invoice. CLOSURE If you concur in all the foregoing and wish to direct us to proceed with the services, please provide us with a purchase order for said work.
