Bradford <tgbradford3@aol.com> Sent: Wednesday, September 12,2018 2:55 PM To: Abby Brennan Subject: Employment Agreement Content Dear Mayor: Based on our conversation yesterday I offered to write and tell you the standard content of a city manager contract from my perspective. These are the items that are unrelated to the other provisions of the employment agreement such as term of office, ethics, severability etc. These items are what I referred to as the "normal" that I seek. The list includes the following: • Compensation - 175K per annum • Health Insurance effective April 1, 2019 same as all other employees • Dental - same as all employees, but effective November 1, 2018. • Disability- same as all employees from day one • Life Insurance - same as all employees from day one • Auto Allowance - $500 per month Retirement- ICMA recommends both access to the employee pension plan and deferred compensation (457k). I don't have to have both so long as one is reasonable. If you only want me to have access to 457k you will need to verify that the VOT General Employee plan allows particular positions to be excluded. Most are not written that way. You can amend the plan for that purpose. • General Business Expense - I only foresee the need for a cell phone stipend if other legiimate business expenses are reimbursed to me such as for travel expenses on Village business. • Severance Pay • Bonding paid by employer Professional Development- I am a member of the ICMA, FCCMA, PBCCMA and the Urban Land Institute. I usually, but not always, go to at least one conference per year. Only ICMA and FCCMA have conferences. I have no qualms about evaluations. It has always been a given for me in my career as a city manager and when I was an assistant and Deputy. I am OK with 3 month, 6 month 1 year and each year thereafter. What I have listed above is per the ICMA. Therefore, it is not unusual and you are likely see the same requests form any professional manager. In addition, this will save you money over what you are currently paying. R-l3-I' SPe•• 1 /'rr. r . , Let me know if you have any questions. I am anxious to get started working for you and the entire Village Council. Thanks. Tom Bradford Sent from my iPad z Abby Brennan From: Thomas G. It may go without saying, but I would also want the same leave as is granted to all employees. FYI, Pastor Paul and I are meeting for breakfast. Thanks.
