HomeMy WebLinkAboutMinutes_Regular_01/08/2009MINUTES VILLAGE OF TEQUESTA VILLAGE COUNCIL MEETING MINUTES JANUARY 8, 2009 CALL TO ORDER AND ROLL CALL The meeting was called to order by Mayor Pat Watkins at 7:00 p.m. A roll call was taken by Assistant to the Clerk Deanna Mayo. Present were: Mayor Pat Watkins, Vice-Mayor Calvin Turnquest, Council Member Vince Arena, and Council Member Jim Humpage. Council Member Paterno was absent. Also in attendance were: Village Manager Michael R. Couzzo Jr., Assistant to the Clerk Deanna Mayo, and Department Heads. INVOCATION AND PLEDGE OF ALLEGIANCE Mayor Watkins provided a motivational reflection on 2008; which was followed by the pledge to the flag. APPROVAL OF AGENDA MOTION: Council Member Humpage moved approval of the Agenda; seconded by Vice-Mayor Turnquest; motion carried by unanimous 4-0 vote. STANDING REPORTS • Village Attorney -None • Village Manager Village Manager Couzzo explained he and Council Member Paterno had met with principals of the Cornerstone Group about possibly acquiring the property; additional details would follow. PRESENTATIONS 8~ PROCLAMATIONS Ms. Amanda Klopp, representing the Girl Scouts, updated Council on the Butterfly Garden that was being installed at Constitution Park. Mayor Watkins commended Mr. Kraig Shook for his donation of the walkway to the garden; she explained to Council a bench was needed that would cost approximately $800. Vice-Mayor Turnquest asked the Manager to use $800 of his Discretionary Funds to purchase the bench. CONSENT AGENDA MOTION: Vice-Mayor Turnquest moved approval of the following Consent Agenda; seconded by Council Member Humpage; motion carried by unanimous 4-0 vote. 2. MINUTES: 12/11/08 Regular Meeting Minutes 3. Resolution 2-09, Calling for a General Municipal Election to be held Tuesday, March 10, 2009, and if necessary the Municipal Run-Off Election to be held Tuesday, March 24, 2009, for the purpose of electing Council Seats 2 and 4; designating election officials, and inspectors of election; establishing election procedures; and providing an effective date. Minutes -Regular Council Meeting 1/8/09 Page 2 END OF CONSENT AGENDA COMMUNICATIONS FROM CITIZENS Mr. Tom Warwick, 140 Beacon Lane, Jupiter, and Commissioner of Jupiter Inlet District stated each Council Member had been provided with a copy of the Loxahatchee Lament; and he addressed the condition of the Loxahatchee River and local ocean. COMMUNICATIONS FROM COUNCIL Vice-Mayor Turnquest and Council Member Arena wished the residents a happy New Year. Council Member Humpage mentioned an employee of his had been sworn in as an American citizen and commented on the amazing ceremony that was held. Mayor Watkins stated Tequesta was a great community to live and work in and announced her intention to run again for Council Seat 2. REGULAR AGENDA NEW BUSINESS 4. Discuss Scheduling of 2009 Business Forum Council Member Arena stated he would like to hold another Business Forum to discuss ways the Village could assist the business, not financially but in other ways. He suggested the businesses could meet regularly, hold a business fair, form a Tequesta Business Association, and organize a "Welcome Wagon." Consensus of Council agreed to hold a workshop and invite businesses and to allocate some funding from the budget as opposed to discretionary sources. 5. Discuss Naming of Kiwanis /Tequesta Park Mr. Roy Rood, 208 Shelter Lane, Jupiter Inlet, summarized the history of Tequesta Park and the Kiwanis organization and how 43 acres of the park was initially acquired. He believed that if the park was named Kiwanis, visitors would be encouraged to give. He suggested the name be changed to "Kiwanis Park Village of Tequesta." Mr. Bill Elliott, 18421 SE Heritage Drive, a Kiwanis member for 28 years would love to see the park renamed for the Kiwanis and reviewed the many programs offered by the Kiwanis organization. Dottie Campbell, 30 Eastwinds Circle, as a 38-year resident and taxpayer, appreciated the contributions of the Kiwanis Club; however believed the amount of funds that have been provided by the Village of Tequesta mandated that the park continue to be named Tequesta Park and suggested a plaque honoring the Kiwanis Club and the parks history. After Council discussion, Mayor Watkins passed the gavel to Vice-Mayor Turnquest. MOTION: Mayor Watkins moved to table the item until the February meeting when there would be a full Council present; seconded by Vice-Mayor Turnquest; motion passed 3-1 with Council Member Humpage in dissent. Discuss and Approve Donation Requests: • Junior Achievement • Busch Wildlife Sanctuary MOTION: Council Member Humpage moved to table the Junior Achievement request to February and asked the Clerk to contact Jupiter High School to see if there were Tequesta students involved in the organization; seconded by Vice-Mayor Tumquest; motion carried unanimously 4-0. MOTION: Council Member Humpage moved to donate $1,000 to Busch Wildlife; seconded by Vice-Mayor Tumquest; motion carried unanimously 4-0. ANY OTHER MATTERS Vice-Mayor Turnquest asked to bring AT&T before Council in February for a short presentation on why they were digging up resident yards and the U-Verse technology products that will be available when the project was complete. Consensus of Council agreed. Council Member Humpage stated he would like to place the Girl Scout Butterfly Garden donation on the next agenda and Mayor Watkins agreed and noted the previous donation was to the Girl Scouts in general and not towards the Butterfly Garden at Constitution Park. Consensus of Council agreed. ADJOURNMENT MOTION: Council Member Humpage moved to adjourn; seconded by Vice-Mayor Turnquest; the motion to adjourn carried unanimously 4-0; therefore, the meeting was adjourned at 7:54 p. m.
