PROVIDING AN � DATE;AND FOR OTHER PURPOSES.
WHEREAS,the Indian River Lagoon betwe,eu the C_R 707 Bridge.(South Beacli�Road).
and the north�n boundary of eoral Cove,Park is a populaz location for boating,rcayaldng;paddle-
boarding,sao��Celing and general recreational swimming;and
R�HLREAS, c�t Intracoastal Wat�way regulations allow powerboats to travel at
spaeds up to 25 miles�per ho�m the navigable channel and.at "slow spced—minimum wake„
outside of the c�nnel in this area;and .
WH�REAS,powarboat acxeleration and deceleration, along with the wake generated by
boats traveling at s�ch speeds cxeates a variety of issues harmful to the public health, safety and
welfar�e, including physical danger and injury to snorkelers and swimmers, dangerous bridge
navigation by mnitiple competmg boats of varyiug sizes, accelerated_degradation and erosion of
adjacent and near-by shorielines,loss of mangrove islands,harm to special status species(e.g.West
Indian Manatee,and Johnson Seagrass),and damage to infrasttuct�u�e and personal properly such
as docks and other boats;and •
WHEREAS, an e�tension of the `�inimum speed / no-wake zone" (which cuaendy
terminates at tLe C.R 707 Bridge) north t� the northern boundary of Coral Cove Park would
impose a bo�ting restriction in this area requiring boats in the navigable channeI to travel at slow
spced and prodyce minim� wake, and would further require boats outside of the navigable
channel to travel at idle speed and proc�uce no wake;and

EXPRESSING SUPPORT FOR THE EXTEN ION OF THE ''MIIdIMUM SPEED/NO
WAKE ZONE" IN THE INDIAN RNER LA�OOId INTRACOASTAL WATERWAY
NORTH FRORq THE C.R. 747 BRIDGE TO THE NORTHERN B�UND,ARY OF CORAL
� COVE PARK FOR A D�STANCE OF 0.8 MILE; PROVIDING AN EFFECTIVE DATE;
AND FOR OTHER PURPOSES.
WHEREAS, the Indian River Lagoon between the C.R. 707 Bridge (South Beach
Road) and the northem boundary of Coral Cove Park is a popular location for boating,
kayatcing, paddle-boarding, snorlceling and general recreational swimming; and
WHEREAS, current Intracoasfal Waterway regulations allow powerboats to travel
at speeds up to 25 miles per hour in the navigabfe channel and at "slow speed —
minimum wake" outside of the channel in this ar-ea; and
WHEREAS,� powerboat acceleration and deceleration, along with the wake
generated by boats traveling at such speeds creates a variety of issues ha�nful to the
public health, safety and welfare, including physical danger and injury to snorkelers and
swimmers, dangerous bridge navigation by multiple competing boats of varying sizes,
acceierated degradat�on and erosion af adjacent and near-by shorelines, ioss of �
mangro�e islands, harm to special status species (e.g. West ]ndian Manatee, and
Johnson Seagrass),and damage to infrastrucfure and personal property such as docks
and other boats; and
WHEREAS, an extension af the °minimum speed/no wake zone" (which currently
terminates at the C.R 707 Bridge� north to the northern boundary of Cora! Cove Park
would impose a boating restriction in this area �equiring boats in the navigable chann�l
to travel at slow speed and produce minimvm wake, and would further require boats
outside of the navigable channel to trave! at idle speed and produce no wake; and
WHEREAS, the imposition of such boating restrictions in th� area would
increase boater safety especially related to bridge navigation; would, on average, only
increase trave! time through this area by a matter of minutes; and would reduce,
minimize, and even eliminate the abave referenced dangers to the public health, safety
and weftare by current powert�oat acceleration and deceleration, along with the wake
generated by boats traveling at-the higher speeds that are currently permitted; and
1NHEREAS, the Town Coctncil has been made aware of a current local effort to
� extend the "mirrimum speed/no-wake zone" (whic� currently terminates at the C.R: 707
' Bridge) north to the northem boundary of Coral Cove Park: for the reasons articulated
above; and
WHEREAS, the Town Council desires to express its support for this effort as an
important means of protecting tfze public health, safety and weffare.
NOW, THEREF�RE� BE IT RESOLVED BY THE TOWN CQUNCIL OF THE TOWN
� OF JUPITER, PALM BEACH COUNTY, FLORIDA, AS F01.LOWS:
Section 1: The above recitais are true and correct, and are incorporated into this
Resolution and are hereby spec�cally made a part hereof.
Section 2: The Town Council of the Town of Jupiter hereby expresses i�s support for
the local effort to extend the "minimum speed/wake zone" (which cctrrently teRninates at
the C.R. 707 Bridge) north in the Inciian River Lagoon from the C.R. 707 Bridge (South
Beach Road) to t�e northem boundary of Coral Cove Paric, thereby requiring boats in
the navigable channef of the Intracoastal Waterway in this area to travel at slow speed
and p�aduce minimum wake, and thereby further requiring boats outside of tite
navigable,channel in fhis area ta trave! at idle speed and produce no wake.
Sectlon 3: The Town Manager is dire�ted to do all thin�s necessary to efFectuate the
intent of the Tow� Council as expressed herein.
Section 4: The Town Cleric is directed to provide a copy of this Resolution to the Florida �
Fish and Wildfife Commission, Pa[m Beach County, the Vilfage of Tequesta and .lupiter
Inlet Colony, and the Marine Industry Association of Palm Beach County.
Sectton 5: This Resolution shali take effect immediately upon its execufion.

who moved its adoption. The motion was seconded by Councilar Ron Delaney, and upon
