February 6,2002 T'he Tequesta Pines Property Owners Association (TPPOA) has prepared a road ri�t of way landscape plan for those portions of Seabrook Road and Riverside Drive that traverses and are adjacent to Tequesta Pines Subdivision. This is an unusual project and request because the TTPOA has requested use of the designated road right of way described above for landscaping purposes. The TPPOA has proposed to prepare the landscaping plans, fund the improvements and maintain the landscaping within the road right of way. T'he Village will continue to maintain the roadways and utilities lines. Because of the uniqueness of the proposed project, the Village Attomey directed that tfie Village Development Review Committee (DRC� should review the landscape plans; then, forward the DRC comments to the Village Manager for presentation to the Village Council. The Following information and comments are provided for your purpose: 1) Letter from Liz Schauer, Board Member of TPPOA authorizing Gentile,Holloway and O'Mahoney,Inc. to represent the TPPOA in this matter. 2) Minutes from DRC meeting with Department Heads comments. Primary comments regarded coordination of the placement of landscaping above and around euisting water mains, fire hydrants, and newly installed lights and away from intersection lines of si�t. It was also noted that curb and gutter and installation of swales on Seabrook Road are scheduled in the VOT 2001 five-year improvement plan. It was requested that the landscape plans be designed so that irrigation lines would not have to be cut in the future. 3) The Community Development Departinent requested a letter be submitted as part of the landscaping plans indicating the calculation for native species;statements of drought and cold tolerances; and, statement regarding status of signage. This has been provided and attached hereto. 4) Subsequent to Village Council review and action,the TPPOA R.O.W.landscape plan will be fonvarded to CAB review. Chief Trube advised that a sprinkler system was required. The applicant advised that the buildings would not exceed 21'-6" in height. Hydrants were pointed out on the plans—by #6, #4, and #4, which Chief Trube indicated would suffice. Mr. Nissenbaum indicated the fire department connections were at the ends of the buildings, but could not answer whether there were siamese fittings. Chief Trube advised hydrants must be no more than 500' apart. Fire service was next to the water and at the ends of the buildings. Mr. Newell refened to Mr. Horniman's notes, which indicated this project was in a mixed-use district, the traffic report was in process, a full set of plans was needed for review, and uses and densities were provided. Mr. Holloway indicated that Mr. Horniman should now have the landscaping specifications. Mr. Newell indicated items Mr. Horniman was looking ..for included sign sizes, lot coverage, and landscape specs, and that open space requirements and landscaping requirements could be discussed with Mr. Horniman. Mr. Holloway responded they would talk to Mr. Horniman on those issues. Applicant indicated they would change the sign size from 6'-8" to meet the 6' requirement. Mr. Newell advised that the applicant needed to make an appointment with Mr. Horniman, that the sketch plot review would go before Village Council, and after their approval the applicant would move to preliminary or preliminary/final plat. It was verified that the plans contained the temporary sales trailer. Mr. Gentile indicated they would submit a request to waive preliminary, following the steps as in Tequesta Trace. Tequesta Pines Road RO.W. Landscape Plan — Pine Tree Trail East and Seabrook Road; and Riverside Drive and Pine Tree Trail West. Tequesta Pines H.O.A., Applicant. Emily O'Mahoney, Gentile, Holloway, O'Mahoney and Associates, Agent. Emily O'Mahoney was present on behalf of the applicant. Mr. White advised that on both Riverside and Seabrook Road there was an A/C water main, and requested no large plantings or buildings on top of that main, Applicant indicated Mr. White would be called to field locate plantings. Ms. O'Mahoney indicated this project Development Review Committee Meeting Minutes January 28, 2002 Page 7 would be phased and the applicant hoped to do the Riverside portion after completion of the county's sidewalk. Ms. O'Mahoney indicated large plantings would not be too close to lights or to the roadway, and were set back to accommodate a collector road. Minimum requirements for placement of roots were discussed so that they would not interfere with the water main. Mr. White indicated placement might have to be changed a little when he field located the main. Police Lieutenant Rick Ricciardi indicated the foliage as shown on the plan was okay. Ms. O'Mahoney indicated the plan called for repair and replacement of existing sod as required. Mr. Preston advised that in fiscal year 2001 the 5-Year Improvement Plan called for curb and gutter and installation of swales from one end of Seabrook Road to the other end, and requested the plan be designed so that irrigation lines would not have to be cut in the future. Mr. Preston advised that hopefully at the next Village Council meeting the agreement with Palm Beach County for the Riverside Drive sidewalks on the west side of the road could be presented for approval. The sidewalk work would be done by the Village and the Village would be reimbursed by the County. Mr. Preston indicated he thought the sidewalk would be installed by the end of the year—that it had been budgeted for 2002, but could happen in FY 2003. Fire Operations Chief Trube requested the applicant assure plantings were away from the fire hydrants. Mr. Newell indicated that the plant list and signs in the right-of-way had been discussed previously. Ms. O'Mahoney indicated the signs would be moved out of the right-of-way and placed on the existing wall face, and plantings would be taken out of the corner of the rights-of-way because they were in the line of sight. The signs would be illuminated. Police Lieutenant Ricciardi recommended because of vandalism to either use very cheap lighting fixtures or something more substantial than shown in the plans. Mr. O'Mahoney indicated the applicant was very aware of that problem and agreed with Lt. Ricciardi's suggestion. Ms. O'Mahoney indicated they were trying� to move the landscaping back and open up the Development Review Committee Meeting Minutes January 28, 2002 Page 8 intersection, lighting up the intersection from a point father back. It was clarified that this plan would need approval by both the Village Council and Community Appearance Board. Discussion ensued regarding approval process for this project, which was a Homeowners Association with landscape planting that involved the right-of-way. Ms. O'Mahoney advised that the applicant was not in a hurry since they were looking for grant sources and other funding. Mr. Newell advised that any grant would have to be local, since it involved a Village road. Ms. O'Mahoney indicated the applicant planned to contact Commissioner Karen Marcus for Riverside Drive because that was a county road. Mr. Newell questioned if it might work to advise them Seabrook touched County Line Road so they might consider it a link, because they wanted their section to look like Tequesta. Ms. O'Mahoney requested information on how to present this to the Village Council and to the Community Appearance Board. Mr. Newell advised that the permitting process would pinpoint all concerns.
