HomeMy WebLinkAboutMinutes_Local Planning Agency_09/20/2018 } \ Pianning & Zoning Board Sitting as the Local Planning Agency MEETING MINUTES September 20, 2018 CALL TO ORDER AND ROLL CALL The Village of Tequesta Planning & Zoning Board sitting as the Local Planning Agency held a regularly scheduled meeting at the Tequesta Village Hall, 345 Tequesta Drive, Tequesta, Florida, on Thursday, September 2Q, 2018. The meeting was called to ord�r at 5:30 p.m. Lance �illy, Community Development Planner, who noted the following were present, took a roll call: Board Chair ,lanet Strand, Vice Chair Steven Eagen, Bparti Member Ashley Vllarren, Board Member Leslee Dasher and Alternate Member Theresa Maggio. Board Member Elizabeth Schauer and Board Member Michael 5chmidt were absent. Also present were Village Attorney Amity Barnard, and Director of Community Development Nilsa Zacarias. APPROVAL QF AGENQA MOTION Baard Member Dasher moved to approve the amended agenda. Board Member Ash/ey Warren seconded the mofion, which carried by unanimous 5-0 vote. 1. Vice Chair Eagen seconded the motion, which carried by unanimous 5-0 vote. ORDINANCE NQ. 15-18 AN ORDINANCE OF THE VI�LAGE Gt)UNCiL tJF THE VILIr4GE flF TEQUESTA, FLORiDA, ADOPTING A SMALL SCALE AMENDMENT TO ITS COMPREHENSIVE DEVELOPMENT PLAN IN ACCORDANCE WITH THE MANDATES SET FORTH IN SECTION 163.3184, ET SEG2., FLORIDA STATUTES, PURSUANT TO A PRIVATELY-INITIATED APPLICATION # LSC 2- 18 WHIGH PROVIDES FOR AN AMENDMENT TO THE FUTURE LAND USE MAP, DESfGNATiNG ONE P41NT ZERO FIVE {1.Q5} ACRES, MORE QR LESS, OF REA� PROPERTY AS M[XED USE; WHICH PR4PERTY IS LOCATED AT 691 U.S. HIGHWAY 1, 19626 U.S. HIGHWAY 1, 3486 CANAL COURT AND 3471 (NLET C4URT, INFORMALLY KNOWN AS "PELICAN SQUARE"; PROVIDING FIJR COMPLIANCE WITH ALL REQUIREMENTS OF CHAPTER 163, FLORIDA STATUTES; PROVIDWG A CONFLICTS CLAUSE AND A SEVERABILITY CLAUSE; PROVIDING AN EFFECTIVE DATE; AND FOR OTHER PURPOSES. i �� ' �� Planning & Zoning Board Sitting as Local Planning Agency MEETING MINUTES July 19, 2018 Village Attorney Amity Barnard announced the quasi-judicial nature of the item and swore in Robert Steiner (owner) and Troy Holloway, Partner of Gentile, Glas, Holloway, O'Mahoney & Associates (G2H0). Ms. Zacarias provided the Board with a brief summary detailing the process of the Pelican Square project. She mentioned the application started with an alley abandonment, which was approved by the Village Council in May 2018. She continued stating that the Local Planning Agency/Planning & Zoning Board will see this development application multiple times. The Board for a Future Land Use map amendment, Zoning map amendment and a site plan review application would see the development. Mr. Holloway explained the project is a mixed-use project with residential and professional office spaces. He continued by stating the existing parcels are vacant commercially zoned parcels in the C-2 Community Commercial District. However, they would like to change the existing zoning to a mixed-use zoning. Vice Chair Eagen questioned if the Pelican Square is consistent with the policies of the newly adopted Comprehensive Plan. MOTION Board Member Dasher made a recommendation of approva/ for Ordinance No. 15-18; seconded by Board Member Maggio. Motion carried by unanimous 5-0 vote. BOARD COMMENT None. STAFF COMMENT Ms. Zacarias questioned how Mr. Eagen felt about a seminar for Planning and Zoning Board members that he attended. Mr. Eagen stated mixed-use project similar to Pelican Square, appears to be the trend of development in many other municipalities.
