J. �ox 327� Tequesta, FL 33469-0273 I�ear Mayor Genco: Attached is a copy of Resolution No. 48-02 regarding the Senatorial and Representative Districts Apportionment that was passed unanimously by West Palm Beach City Commissioners on January 7, 2002. I am writing to encourage you to bring forward a similar Resolution to your governing body. Under the Committee on Reapportionment proposal Palm Beach County would lose one of only two Senate districts based in the county. The committee failed to recognize that residents of Palm Beach County, the third largest county in the state, wanted districts that were as compact and contiguous as possible, and that they wanted to be included in districts where the majority of the population is based. Their proposal is inappropriate and unacceptable to the citizens of our county. I urge you to join me in taking appropriate action to rectify this situation that will encourage proper representation for Palm Beach County. Sincer�ly, , ,• ;y� _ - �``// '� i i'�r / �' ' �:. „Al,,�d �ucaro, Jr. Go�iimissioner - District 4 �: :: "An A,�firmata�,,e l��tinn / �qual ���ortunity Erra�loyer" = RESOLUTION NO. 48-02 y A RE,�OLUTION OF THE CITY OT WEST PALM BEACH REQUESTING THE ADOPTION OF AN APPOR'I'IONMENT PLAN IN WHICH PALM BEACH COUNTY RESIDENTS COMPRISE A MAJORITY OF THE CON:�TITUENCY IN THE SENATORIAL AND REPRESENTATIVE DISTRICT� CREAT�D; DIRECTING THIS RESOLUTION BE FORWARDED TO THE�ENATE RE.A.PPORTIONMENT COMMITTEE AND THE HOUSE PROC�DURAL AND REDISTRICTING COUNCIL; PROVIDING AN EFrECTIVE DATE; AND FOR OTHER PURPOSES � WHEREAS, the City of West Palm Beach is located approximately in the geographic center of Palm Beach Cou wity; and,is the Capital City of Palm Beach County, the third largest County in the State comprising more than 7°l0 of the entire State's population; and WHEREAS,the City of West Pa lm Beach has strong interdependencewith neighboring municipalities, other governmental agencies and quasi- governmental agencies located in Palm Beach County; and WHEREAS, the City o f West �'alm Beach and its citizens have common interests with its neighbors sharing ir� economic partnei•ships in commerce and trade, educational and transport:ition systems, health care providers, foundations and hospitals, environmental and natural resource preservation, charitable work, the arts, and public �ervice partnership witli the constitutional offices of Palm Be�ch County who are also dedicated to the well-being of ail residents; and � _ � WHEREAS,the senatorial and representative districts established in 1992 and based upon United States Decennial census of 1990 do not uniformly provide equal representation for the citizens of Palm Beach Couniy based upon current census data; and WHEREAS, respecting the boundaries of political subdivisions such as Palm Beach County in a traditional districting principle recognized by the United States Su�preme Court; and WHEREAS,based on the community of interest established in Palm Beach County,the need to provide County residents equal representation,and respect for the County's geographic boundaries, the City of West Palrn Beach hereby urges the Florida Legislators to adopt an apportionment plan that maximizes the number of senatorial and representative districts where the elected legislators will reside in Palm Beach County. NOW, THEREFORE, BE IT RESOLVED BY THE CITY OF WEST PALM BEACH THAT: Section l: The foregoing recitals are true and correct. Section 2: The City of West Palm Beach believes that the proposed Senate Redistricting Maps (Senate Plan: S17S0001; Sponsor: Laurant) are not in the best interests of the voters of Palm Beach County and hereby requests the Florida Legislative to adopt an apportionment plan in which Palm -2- • M• � � I3eac1�County residents comprise a majoriiy of the constituency in the senatorial and representative districts created to represent the County's residents.
