The West Lberty Water P�ant had started a two pl�ase npgrade when i accepted the Caty
Manager position to re�.ove iron and magnesium from the�vater and a�pgrade the filtration
system. VYh�1e Phase I was ta�ing place I began.aeviewing the follow on phases and futzae
capital improvements.I ieamed through visiting with the municipal engineer the city had only
reviewed one method.of purification and softening wluch was Electro Dialysis Reversal(IDR).
Having worked with alternative ffi�thods of processing:.�.d distnbution,I recommended�o the
City Council to delay the process and revietiv other options.Through a series ef work sessi�ms
and working witli the city's engineer to present a Reverse Osmosis water softening process

cleaner,healthier water and si�ificantly reducing sediment ar scal�g build up, further rec�aacing
