Tom, attached are eighteen (18) packets for the above referenced Pubfic Hearing. Please
place this item on the agenda of the April 9, 1998, Village Council meeting. Staff recommends
approval.
An examination of the special exception criteria by staff indicates the following:
o The proposed use is a valid use for consideration by the Village Council.
o The proposed use is designed, located and proposed to be operated so that the
public health, safety and welfare will be protected.
� There should be no adverse affect on the value of surrounding properties.
� The use is compatible with adjacent, development and the charaeter of the zoning
district where it is to be located (R/OP, Recreation/Open Space District).
� Adequate landscaping and screening is provided as required by Ordinance 377.
� Adequate off-street parking and loading is provided in accordance with the code
requirement and ingress and egress is provided and causes minimal interference
with traffic on abutting streets. .
� The use conforms with all applicable regulations of the R/OP, Recreation/Open
Space Distriat.
Staff Comments: This application is a minor renovation request by the Country Club in order
to upgrade the administrative area facilities at the club. Staff supports this request and
recommends approval.

at 201 Country Club Drive and is within the RlOP, Recreation and Open Space

Back r�ound:
The property is located within the Tequesta Country Club on the west side of Country
Club Drive. The application is for Site Plan Review of Phase II, addition to existing
dinang area and Phase III, addition to existing administration area. To proceed to the
permitting process the applicant needs to receive the approval of the development review
committee and s�te plan review. The applicant also needs approval for a Special
Exception Use for Phase III,the addition to existing administration area.
StaffReport and Comments:
Due to the minor nature of this request a formal DRC meeting was not held, although in
place of such meeting an informal review was conducted by each member of the DRC.
The review is limited to plan review and a comment period. .All members of the DRC
have reviewed said application and comments or areas of concern are outlined below.

• Parking requirements and capacity issues need to be addressed and/or resoived.
Comments made by A1 Oslund. Stormwater Utilities Coordinator:
• Need to resolve issues relating to the pond details for the addition of the dining room
area.
Comments made by Jim Weinand,Fire Chief:
• Fire protection sprinkler system must be expanded and modified to provide coverage
into this addition area.
• The fire alarm system sha11 also be modified to provide coverage into these additional
areas and to the new floor plan layout.

• From the preliminary drawings, it appears that there is insuf�'icient exit capacity
throughout this facility. Therefore,in accordance with life safety code, Section 8-4.1,
I request a life safety evaluation with e�t capacity calculations to be conducted by the
architect or fire protection consultant to ensure compliance with the applicable
provisions of the life safety code.
• It appears on the floor plan that there is dividing curtains into the area denoted as New
South Tenace Dining Room. If these accordion type partitions are used to separate or
subdivide these areas into smaller assembly areas, direct exit discharge will be needed
to the outside in addition to the exit to the foyer area.
• If the roof overhangs the new gas baxbecue grill on the e�rterior patio, this area must
be protected because no barbecuing is allowing underneath a combustible type ceiling.
In addition to the area being protected, the barbecue grill itself will need a fire
protection extinguishing system.

Dear Ms. Falasz:
In response to our discussion regarding the parking requirements for the above project
please consider the fo{lowing:
1. The club currently has a total of 201 parking spaces.
2. The code requirements for parking are 1 space for every 3 seats in dining
areas. There are approximately 240 dining seats when set up for maximum
dining seating. Based upon this requirement Tequesta Country Club needs 80
parking spaces for dining.
3. The code requirements for parking in barllounge areas are 1 space for every 2
seats The maacimum seating for any activity in the new bar area will be
approximately 58 seats. Based upon this requirement Tequesta Country Club
needs 29 parking spaces for the bar/lounge area.
4. The totaf new gross floor area for office and administrative space including the
golf pro office is 1658 square feet. The parking requirement for these areas is
1 space per 300 square fee� Based upon this requirement Tequesta Country
Club needs 6 parking spaces for office areas.
5. The gross floor area of other assembly areas such as the card rooms and
reception area is 1810 square feet The parking requirement for these areas is
1 space per 200 square feet. Based upon this requirement Tequesta Country
Club needs 10 parking spaces for other assembly areas.
- 6. The gross floor area of the retail space in the pro shop is 1384 square feet.
The parking requirement for this area is 1 space per 250 square feet. Based
upon this requirement Tequesta Country Club needs 6 parking spaces for retail
space.

7. It should be noted that the additional dining room space is not creating much additional seating
beyond what is currently in use. Facisting dining space is being converted into non-dining space such
as reception area, table and chair storage, gallery area and service areas. Additional spacing between
tables from what is currently being used is desired. Additional seating is anticipated to be
approximatety 20 seats.
