Hall, Water System Manager If Date: Thursday, June 4, 1998 Subject: Recommendation of Bid Award for RO Reject Main, Village Council Agenda Item On May 19, 1998, bids were received and opened for the RO Reject Main project. The scope of this project includes approximately 8,500 feet of 12 -inch water main from the water plant to the Jupiter Inlet. This bid was structered with several alternates and options which included pipe materials, and methods of installation at road crossings. Reese, Macon & Associates, our consultants for this work, have evaluated the bids, reviewed qualifications of the apparent low bidder and their subcontractors, and are recommending award to Foster Marine Contractors. Award is based on Option 1 using PVC pipe and Alternate 3, PVC Directional Bore. Amount of base bid and alternate is $548,022.00. Box 3474 Tequesta, FL 33469-0474 RE: Reject Disposal Main Dear Tom: On May 19, 1998, five bids were received on the above referenced project. As you know, this project includes approximately 8,500 LF of 12 -inch main from the water treatment plant to the Jupiter Inlet, several road crossings and an outfall into the Jupiter Inlet (east of U.S. l bridge). The bid was structured to include an option for either a PVC (Option 1) or a High Density Polyethylene Pipe (HDPE) (Option 2), pipe material. In addition, we included alternate bid items for a change in how we would handle the numerous road crossings within this project. These included either jack and bore (which was included in their base bid for Option 1 or 2), directional bore or open out. The bid results indicate that, in general, the cost of PVC and I•IDPE are competitive and reasonable. Unfortunately, the low bidder for Option No. 2 (HDPE), Intercounty Engineering, Inc. did not adhere to the bidding requirements which has lead to legal counsel determining their bid as invalid. The prices offered for the options and alternates are summarized in the attached. Note that this is a typical unit price contract based upon estimated quantities, the final costs will reflect actual installed quantities. The base bids received are summarized below. Option N . 2 HDPE Contractor Intercounty Engineering Foster Marine Contractors AKA Services Ric -Man International Burkhardt Construction Base Bid $491,306.00 $544,793.50 $585,450.00 $687,335.00 $742,284.60 Our estimate for the base bid, Option No. I (PVC), was $566,500 as shown within the Bond Report. Typically, we have found the HDPE pipe to fall within 8 -12 percent below that of PVC if the contractor has used the material before. Using the base bid with Option No. 1 (PVC pipe material) and applying the associated Alternates for directional bore road crossings, it was determined that Foster Marine Contractors is the apparent low bidder. We have investigated the qualifications of the apparent low bidder, Foster Marine, along with their primary subcontractors named within their proposal. We have found the qualifications to be in accordance with the specification requirements. Both the contractor arid the subcontractors have significant experience in this type of work. Though we have not worked specifically with this contractor in the past, their previous projects have been successful. We have also contacted several references concerning the contractor and have received positive reactions. If you wish, we can review the details of our investigation with you. In summary, we recommend the award of the base bid (Option No. 1) and Alternate No. 3 (PVC/Directional Bore) to Foster Marine Contractors, Inc. in the amount of $548,022.00. We plan on attending the Council meeting to answer any questions which may arise. Village of Tequesta Reject Main Disposal Alternate/Option Summary The bid was structured to include two options; one for PVC pipe and the other for High Density Polyethylene Pipe (HDPE). Due to the apparent low bidder's bid being deemed invalid, for the HDPE option, the evaluation of the bidders moved to the second apparent low bidder on the HDPE, who is also the apparent low bidder on the PVC Pipe, Foster Marine Contractors. The bid had alternate bid items under each Option which would give the Village the flexibility to choose open cuts of their roadways (Village Blvd. and Tequesta) a jack and bore or directional bore at the remaining road crossings. Applying the alternates to Foster Marine's bid showed that they were low for the PVC Option with Directional Bore at all the roadways. This amount comes off the base bid of $605,127.00, to yield a revised base bid of $548,022.00 when applying the Alternates. tcj-108/ 6-117.1 P_04 RESOLUTION NO. 27 - 97/98 A RESOLUTION OF THE VILLAGE COUNCIL OF THE VILLAGE OF TEQUESTA, PALM BEACH COUNTY, FLORIDA, AWARDING THE CONSTRUCTION CONTRACT FOR THE REVERSE OSMOSIS REJECT MAIN IN THE AMOUNT OF $548,022 TO FOSTER MARINE CONTRACTORS, INC. OF POMPANO BEACH, FLORIDA, AND AUTHORIZING THE VILLAGE MANAGER TO EXECUTE THE CONTRACT PERTAINING TO THE SAME. WHEREAS, on May 10, 1998, bids were opened relative to the Tequesta Reverse Osmosis Reject Main Project with the low bidder being Foster Marine Contractors, Inc. of Pompano Beach, Florida, in the amount of $548,022; and WHEREAS, the Consulting Engineer hired by the Village for this Project has made a Recommendation of Award to Foster Marine Contractors, Inc., based upon their low bid as received on May 19, 1998; and WHEREAS, funds necessary to cover the expenses associated with the Reverse Osmosis Reject Main Project are contained within the Water Enterprise Fund Bond Construction Fund. NOW, THEREFORE, BE IT RESOLVED BY THE VILLAGE COUNCIL OF THE VILLAGE OF TEQUESTA, PALM BEACH COUNTY, FLORIDA, AS FOLLOWS: Section 1. The foregoing recitals are hereby ratified and confirmed. Section 2. The construction contract for the Reverse Osmosis Reject Main Project is hereby awarded to Foster Marine Contractors, Inc., of Pompano Beach, Florida in the amount of $548,022 and the Village Manager is authorized to execute the contract pertaining to said construction project. THE FOREGOING RESOLUTION WAS OFFERED by Councilmember who moved its adaption.
