Hatt, Water System Manager f Date: Thursday, June 4,1998 Subject: Engineering Services Proposal, Council Agenda Item Please find attached an engineering services proposal from Reese, Macon & Associates of Lake Wortl�Florida, our RO Engineering Consultants, in the amount of $48,500. This proposal is to provide for ESDC (engineering services during construction) regarding construction of the RO Reject Main. Funding will be provided by the Water Enterprise Fund, Bond Construction Account, having an estimated budget amount of $53,500. Please place this item on the consent agenda of the June 11, 1998 Village Council Meeting for approval. The Reject Main project construction, recommendation of award, is to be also included on the same agenda Mr. Reese will have a representative in attendance to answer any questions. Hall, Water System Manager RE: Reject Disposal Main Engineering Services During Construction Gentlemen: We are pleased to submit this proposal for engineering services in connection with providing engineering services during construction and construction observation services for the above referenced project. REESE, MACON and ASSOCIATES, INC., hereinafter referred to as the Engineer, shall_ perform the services as documented below for the Village of Tcquesta,, hereinafter refuted to as the Client. The following specific tasks will be performed by the Engineer: Administer the coiistmetion contract. Administration of the construction Contract shall include performance of all engineering duties set forth in the general conditions and supplementary general conditions. In generate this will include malting daily site visits to observe the construction, shop drawing review, review of periodic pay acquests, issuance of written notifications as stipulated by the conoructior contract docurnentts, preparation of record drawings based on the information submitted by the Contractor and project completion certification as required by the regulatory agencies. Full time on-site inspection services during the a construction period is not included. One set of the completed record dra-wings (blueprints) will be provided to the Client, 2. Provide additional services as mutually agreed upon in writing_ The above scope is predicated on the assumption that the Client shalt furmsh, at no cost to the Engineer, all available pertinent information including previous reports, plans, SpeGilications, permits and other data relevant to the performance of the above services for the project. TIME OF PERFORMANCE The Engineer acknowledges that the time frame for this project is critical. Items I and 2 of the Scope of Services will be completed commensurate with the construction schedule which is 175 days to substantial completion. FEES For Scope Items I and 2 the Engineer shall be paid a lump sum fee of forty eight thousand five hundred dollars ($48,500) If services are required in the performance of the above scope, beyond those normally provided by the Engineer, which must be sublet, the Engineer shall order the work after obtaining the written authorization of the Client. The subcontractor shall bill the work directly to the Client. If the Engineer is requested to subcontract the work directly, a 10% handling charge will be added to the subcontractors invoice. Invoices for services rendered are issued on a monthly basis and are due within thirty (30) days of the invoice date. Interest at a compound rates of one and one-half percent per month shall be cY reed t any past_ due statements. Interest shall_ be carnputed on past due staternents front the date of the invoice. COST FST1MATI+;S Construction cost estimates are developed from knowledge of market conditions and based on the experience of the Engineer, However, the Engineer exercises no control over the cbxripetitive bidding process and, therefore, makes no guarantee of the accuracy of the estimate when compared to previous estimates or actual bids.. TEMMATIOIV This agreement may be terminated by either party by giving thirty (30) days written notice. ACCEPTANCE Acceptance of this proposal may be indicated by executing this document in the space provided below. This contract shall be considered void if not executed within thirty{30) days from the above date. Bradford, Village Manager DATE; PWPWjmain.uq -3- P-04 RESOLUTION NO. 28-97/98 A RESOLUTION OF THE VILLAGE COUNCIL OF THE VILLAGE OF TEQUESTA, APPROVING A PROFESSIONAL ENGINEERING SERVICES AGREEMENT WITH REESE, MACON AND ASSOCIATES, OF LAKE WORTH, FLORIDA, FOR ENGINEERING SERVICES DURING CONSTRUCTION OF THE REVERSE OSMOSIS REJECT MAIN PROJECT IN THE AMOUNT OF $48,500 AND AUTHORIZING THE VILLAGE MANAGER TO EXECUTE THE SAME ON BEHALF OF THE VILLAGE OF TEQUESTA. NOW, THEREFORE, BE IT RESOLVED BY THE VILLAGE COUNCIL OF THE VILLAGE OF TEQUESTA, PALM BEACH COUNTY, FLORIDA, AS FOLLOWS: Section 1. The Professional Engineering Services Agreement with Reese, Macon and Associates in the Amount of $48,500 for engineering services during construction, attached hereto as Exhibit "A" and incorporated by reference as part of this Resolution, is hereby approved and the Village Manager of the Village of Tequesta is authorized to execute same on behalf of the Village of Tequesta. THE FOREGOING RESOLUTION WAS OFFERED by Councilmember , who moved its adoption. The motion was seconded by Councilmember and upon being put to a vote, the vote was as follows: FOR ADOPTION AGAINST ADOPTION The Mayor thereupon declared the Resolution duly passed and adopted this 11th day of June, A.D., 1998.
