I am writing on behalf of Hannah's Home regarding an application for a time extensions to the Development
Order based on Executive Orders from the Governor. Hannah's Home is a non-profit organization that
provides housing and support to young, unwed mothers to help them become established and equipped to
care for their family. In order for the Tequesta Department of Community Development to process the time
extensions, a fee equal to half of the original site plan review fee is required. This fee could amount to
several hundred dollars, which would divert much need resources from our organization. I respectfully
request that the Village Council please waive the required fees for this application as accommodated in
Appendix D - Land Development Fee Schedule (attached). For your reference, the time extensions are as
follows:
Time Extension Due to Red Tide

2. Executive Order No.: EO 18-275 issued by Governor on Oct 17, 2018, declaring a State of

3. Application deadline: March 16, 2019
4. Amount of extension provided: 120 tolling days plus 6 months
Time Extension Due to Opioid Epidemic
1. Extension Type: Opioid Epidemic
2. Executive Order No.: EO 17-146 issued by Governor on May 3, 2017, declaring a State of
Emergency of PBC
3. Application deadline: July 1, 2019
4. Amount of extension provided: 720 tolling days plus 6 months
Time Extension Due to Hurricane Maria
1. Extension Type: Hurricane Maria
2. Executive Order No.: EO 17-259 issued by Governor on October 2, 2017, declaring a State of
Emergency of PBC
3. Application deadline: April 24, 2019
4. Amount of extension provided: 480 tolling days plus 6 months
Time Extension Due to Algae Blooms
1. Extension Type: Algae Blooms
2. Executive Order No.: EO 18-191 issued by Governor on July 9, 2018, declaring a State of
Emergency of PBC
3. Application deadline: April 5, 2019
4. Amount of extension provided: 180 tolling days plus 6 months

Per the approval date of September 13, 2018, the project's Development Order has a current timeline of:
• 12 months to obtain building permit
5 years to complete Phase I
10 years to complete Phase II
15 years to complete Phase III
It is our understanding that the Executive Orders listed above will provide a total of 720 days plus 24 months
(almost 4 years) of extension to the currently approved development order, which would be very helpful in
enabling us to achieve the vision for our facility.
I respectfully request the Council waive the application fee to enable the extension application to move
forward.

To cover all additional administrative costs, actual or anticipated, including, but not
limited to, engineering
fees, consultant fees and special studies, the applicant shall compensate the village
for all such costs prior
a. to the processing of the application or not later than 30 days after final application
approval whichever is
determined as appropriate by the village. Failure to make such payment may be grounds
for not issuing a
building or zoning permit, certificate of occupancy or completion.
b. Costs associated with advertising for public hearings and other public notice requirements are the
responsibility of the applicant.
11. j Reduction or Waiver of Certain Fees by the Village Council:
Notwithstanding the above provisions of this Fee Schedule, the Village Council may, from time to time,
upon written request of the applicant, reduce or waive applicable fees for application resubmittals to
either the Planning & Zoning Board or the Village Council, or for requests for development order time
extensions when extenuating circumstances exist, which were not caused by action or inaction of the
applicant, and that warrant the granting of relief in the sole discretion of the Village Council. All such
requests shall be reviewed on a case -by -case basis. Any relief granted by the Village Council pursuant to
this provision may be up to full amount of the applicable fee or any fraction thereof, in the sole discretion
of the Village Council.
