This cause came on to be heard upon the above application and the Tequesta Village Council
having considered the evidence presented by the applicant and other interested persons at a hearing
called and properly noticed, and the Tequesta Village Council, being otherwise duly advised,
THEREUPON, THE TEQUESTA VILLAGE COUNCIL FINDS AS FOLLOWS:
1. The subject property is located in the C-2 Zoning District in the Village of Tequesta.
2. The applicant has submitted all documents required by the Village's Code of Ordinances
for site plan modification review and final action.
3. The application and all supporting documentation and presentation materials as reviewed
by the Village Council at its April 11, 2019 meeting, including the application as kept on
file by the Village, are made a part hereof and are hereby incorporated by reference.
4. According to section 78-334, approval by the Village Council is required.
5. The applicant has applied for approval of a site plan modification to modify the
signage/approved uniform sign code by changing the sign lettering color to Sherwin
Williams #6739 Lucky Green.
6. Under the provisions of the Village Code of Ordinances, the Village Council has the
right, power and authority to act upon the request herein made.

II. BACKGROUND
In 2018, the Village Square Plaza filed an application including the following processes and approvals:
Special Exception Use — SEU 5-18
Per Section. 78-177 (d) Special Exception Uses permitted in the Community Commercial Zoning district
of the Village of Tequesta Code of Ordinances. "(14) Shopping centers." The subject special exception
use was heard and approved by the Village Council (5-0) on August 9, 2018. In compliance with Section
78-331. Required; development standards; required facilities and infrastructure, the subject
application must have a site plan review approval.
"By the terms of this chapter, all permitted uses in all zoning districts except R -1A and R-1, all special
exception uses as approved by the village council, all planned residential development (PRD), planned
commercial development (PCD), and planned mixed-use development (PMUD), all miscellaneous
development and redevelopment, all subdivisions, and all uses or construction lying partially or entirely
in special flood hazard areas shall comply with the following:
(a) Site plan review is required."
The subject special exception use was heard and approved by the Village Council (5-0) on August 9,
2018 (see attached SEU 5-18 Development Order).

On September 13, 2018, the applicant requested approval from the Village Council to modify the
following:
• Modification of building colors including wall, roof, columns and trims
• Installation of new mansard roof in specific areas
• Installation of new exterior lighting
• Modification of the uniform sign code
• Install new plaza identification wall signage
The subject site plan modification was approved by the Village Council (5-0) on September 13, 2018
(see attached SPM 10-18 Development Order).

III. STAFF ANALYSIS
The subject application is requesting a site plan modification to amend the existing uniform sign code
that was approved by the Village Council in 2018. The following processes have occurred with regard
to the Village Square uniform sign code:
• In April 2008, Village Square shopping center was approved for a uniform sign code of the
Plaza.
• In September 2018, the uniform sign code was amended to Sea Serpent (SW7615).
• In February 2019, the applicant requested an amendment of the existing uniform sign code to
Lucky Green (SW 6926), which is a similar color to the 2008 approved sign code.
In addition, the application also includes the painting of the existing monument sign. The subject
application does not modify the height or footprint of the existing building. Please note, the subject
property has modified the building colors including wall, roof, columns and trims per previously
approved SPM 10-18.
The subject site plan modification was recommended for approval by the Planning and Zoning Board
(4-0) on February 21, 2019.
IV. FINAL REMARKS
This development application met the requirements set on Section 78-334 notice of hearing. The
notice of hearing will be advertised on April 1, 2019.

purchased Tequesta Square over a year ago.. My general manager Mike Keith will be
representing my company in the city council meeting of Tequesta, to go over the details on
obtaining the new signs that will be installed on the Village Square Plaza shopping center in

My name is Morgan Russel owner of Village Square Plaza shopping center. I have put in over
$500,000 of 50 years differed maintenance into Village Square. We were approved back in
September of 2018 on new signs that had a grey color on which the city council agreed upon.
Since then my company has had to fund additional cost on the back -parking lot drainage and
additional work to demo a garage. I have decided to change out 6 new signs to SW6926 Lucky
Green rather than installing 20 new signs that would have cost the company an additional
$100,000 dollars. This color will help approve the shopping center and create a more uniform
look.

Dear Village of Tequesta,
As the building owner, the proposed tenant signage criteria color will be " SW6926 Lucky
Green" and will consist of new reverse channel letters with Sloan Prism 6500K White LEDs, in
font "Source Sans Pro Bold". Returns shall be .063 aluminum with 1.5" stand-off spacers.
Tenants shall be permitted a single line of text represent their establishment name, abbreviated
if required due to space limitations, and approved by the building owner.
Each establishment shall be permitted one wall sign mounted above their leased premises on
shared building frontage which shall not exceed sixty square feet in area.
Signs shall be 12" high (typical throughout), with exceptions for end -cap establishments where
they may be permitted to V-6 (18") space permitting.

Dear Village of Tequesta,
As the Building Owner, the proposed tenant signage criteria shall consist of
new reverse channel letters with Lexan backs, backlit with white LEDs, in font
"Verdana" in Sherwin Williams color SW7615 "Sea Serpent." White may be permitted
where contrast against building or roofing color is required for visibility. Returns shall
be .063 aluminum with 1.5" stand-off spacers.
Tenants shall be permitted a single line of text to represent their
establishment name, abbreviated if required due to space limitations, and approved
by the building Owner.
Each establishment shall be permitted one wall sign mounted above their
leased premises on shared building frontage which shall not exceed sixty (60) square
feet in area.
Signs shall be 12" high (typical throughout), with exceptions for end -cap
establishments where they may be permitted to be 1'-6" (18"), space permitting.
Establishments with standard trademark signs shall be exempt from these
Uniform Sign Code requirements established herein and adhere only to square
footage and frontage requirements. Establishments may be permitted colors outside
the (2) colors above if they are standard trademark.
