Since the Village is evolving and close to build -out, the number of vacant parcels are limited; and, redevelopment and vacant infill applications are becoming the new norm. To support redevelopment, local governments look for alternative ways to provide relief from required number of parking spaces as follows: 1. Off -Site Parking • Off -site parking shall only be supplemental, and such parking shall not be used to meet required parking for new construction or expansion or addition to existing floor area. • The Village may allow 30 percent required parking to be provided off -site when it is.found that it would not be practical to provide the parking on the subject property. • Off -site parking may be allowed only within a radius of 500 feet of the subject site (unless a greater distance is approved by the Village council). • Off -site parking within the public right-of-way may be permitted by the Village council • The owner of a property who proposes to use off -site parking to meet parking requirements shall prepare a written off -site parking agreement between the owner of the subject property and the owner of the site with the off -site parking. This agreement shall specify the terms of the off -site parking. The off -site parking agreement shall be subject to the approval of the Village attorney before it is submitted to the Village council or staff for its consideration. • The owner who has applied for off -site parking shall be responsible for recording the off -site parking agreement in the county's official records. • A paved sidewalk or other access way shall be provided from the off -site parking to the property for which it is approved. • Signage that complies with the town's sign regulations shall be provided to indicate the location of all off -site parking. Shared Parking • Shared Parking is intended to allow for a reduction in the total number of required parking spaces when a property is occupied by two or more uses which typically do not generate peak parking demands at the same time. • Shared parking means parking spaces assigned to general use to encourage renovation and new construction. In addition, shared parking means a parking facility that can be used to serve two or more individual land uses without conflict or encroachment. • The village council, may, as part of an approval of a new or expanded use, new construction, substantial renovation, or alteration or expansion of an existing site, approve the use of shared parking to reduce overall parking requirements. The basis for approval of an application to establish shared parking includes the factors listed below. • Amount of parking. The amount of parking provided pursuant to a shared parking agreement shall not be more than thirty (30) percent of required parking. • Complementary uses. Use of a building or structure for two or more uses which possess complementary, rather than competing, peak hours of usage. • Shared parking study. Preparation, in a professionally -accepted manner, of a shared parking study by a qualified professional engineer, architect, or planner. • Legal documentation. The property owner(s) shall submit an appropriate restrictive covenant or access easement in recordable form acceptable to the Village Attorney. • Development order. Any development order approved by the village council which includes the use of shared parking shall: a. Provide the village a means to readdress the shared parking in the event future parking problems or changes in use occur; b. Provide a legal description of the land and structures affected; c. Provide for a term of at least five years 5?; d. Provide a site plan to indicate uses, hours of operation, parking, etc.; and e. Assure the availability of all parking spaces affected by the agreement. In the Village of Tequesta, there are a number of restaurants that can benefit of utilizing parking areas of adjacent bank facilities that are closed for business on weekends and after 5:00 PM on weekdays such as: • Tiramusu is located across the PNC Bank • Corner Cafe and Tequesta Brewing Company are located across BB&T Bank. Also please note, Places of Assembly such as Good Sheppard Church & First Baptist Church provide a number of parking spaces that could offer relief to redevelopment initiatives.
