Bradford, Contract Administration Consultant Date: April 19, 2019 Subject: Village of Tequesta (VOT) Water Treatment Plant Upgrades (WTPU) Project; Request for Extended Work Hours BACKGROUND: The VOT WTPU Project is a $1,801,500 water treatment facility project that includes replacement of the existing sulfuric acid and sodium hydroxide bulk and day tanks, replacement of existing motor operated valves on six pressure sand filters, upgrades to the pressure filter controls, replacement of older motor control center (MCC) sections, demolition of an emergency generator and upgrades to the MCC room. The work related to four chemical storage tanks is sensitive in that the chemicals are e3sential to the water treatment process and as such require temporary `�cilities to feed the chemicals to the treatment process as needed to ensure ongoing provision of potable water to the customers of the Tequesta Water Utility during construction. In addition, these chemicals are potentially dangerous and every effort to minimize the duration of the temporary chemical feed process should be explored. A plan is in place for this, but in order to minimize problems during the construction process the contract calls for two separate consecutive 14-day periods for the permanent chemical feed systems to be out of service. In order to facilitate completion of all work during these two 14-day periods it was contemplated that extended work hours would be requested of the Village Council for construction timeline compliance and to grant the contractor maximum flexibility to meet any unforeseen demands that may arise. For example, some construction processes to be utilized require sequential work to commence upon conclusion of another or some internal tank coatings must be fully cured before initiation of the next phase of work or before stopping all work for the day. The request is to be able to work outside normal business hours, including weekends, if needed during each 14-day period. The time frames are anticipated to be between May 27 and July 12, 2019. All work will be planned to ensure required inspections will be accommodated. Noise generating activities will be limited to daylight hours and most work will occur east of the buildings avoiding noise impacts to most residential areas in the Village. The contractor's request and the Kimley-Horn recommendation pertaining to the same are attached hereto for review. RECOMMENDATION AND CONCLUSION: It is recommended this extended work hours request be approved. The contract contemplated the same to minimize the time that sulfuric acid and sodium hydroxide be fed via a temporary system to ensure safety and stability. Accordingly, the contractor anticipated these extend work hours in his bidding and scheduling processes. FINANCIAL IMPACTS: There are no known direct costs to the Village by virtue of the request for extended work hours. Indirect costs will be incurred in order to provide for the referenced temporary chemical feed facilities during these same time periods. The planning for and provision of temporary feed facilities for the water treatment process additive chemicals sulfuric acid and sodium hydroxide are the responsibility of the Village staff pursuant to the construction contract. The contractor, pursuant to the staffs plan, will undertake installation of the connection of the temporary chemical feed facilities to the treatment system. Accordingly, the cost of the temporary feed facilities must be borne by the Water Department. Nate Litteral, Water Treatment Plant Superintendent, in consultation with the Village bulk chemical supplier has devised a plan that incorporates provision of two (2) secured temporary doubled walled 2,000- gallon tanks for the aforementioned chemicals with necessary appurtenances to safely feed the chemicals into the treatment process as needed while construction of the four new chemical storage tanks is underway. This cost is estimated to be $4,000 per tank, plus $1,000 for control equipment to regulate chemical discharge into the system and safely secure the temporary tanks. The bulk chemical supplier has offered to split the ��` cost of both tanks with the Village if he may keep same for another'project he has later this coming summer. The Village has no need for the used tanks. All totaled, the cost for this is estimated to be $5,000. Sufficient funding to cover this cost is available in the FY 2019 Water Department operating budget. On behalf of the Village Manager and staff, this agenda item is submitted for your review and consideration. As you know, the sulfuric acid and sodium hydroxid2 chemical bull</day tani<s are to be replaced within two (Z) separate periods, of fourteen (14) consecutive days respectively, as outlined in Specificatien 01019. In order to meet these requirements, Florida Design Contractors (FDC) would lilce to formally request the Village's authorization to tvork outside of regular business hours, including weekends, during said periods should the need arise. Please note that FDC will plan the woric in such way that activities occurring outside of business hours shall not include inspections by the En�ineer or the Ci�y's Building Department and �Nork will also be restricted to daylight hours. In addition, FDC�vill limit the use of machinery or any other ihat may create excessive noise for only regular business hours, Monday ihrough Friday. At this time, we anticipate this worl<to take place between May 27, Z019 and July 1?, 2019.
