Weinand,Acting Village Manager, Administration Date: April 18, 2019 Subject: Golf Cart Evaluation At previous workshop, I advised you I would engage our traffic engineers to seek ways to accommodate golf cart usage within the Village of Tequesta, specifically on Tequesta Drive. I have asked the traffic engineers to provide you a Scope of Services for your consideration: This scope of services is for traveling on/or along Tequesta Drive from Point Drive to the entrance of Tequesta Country Club. The estimated cost of this study is$9,250.00. If you would like a study permitting golf carts to travel along Tequesta Drive from Country Club Drive east to SR-5/US-1, a more in depth study is required. The initial price received for this study triggered the need for three vendor quotes, per our purchasing policy. I could complete this task and have this information ready for the June Council meeting, if you so desire. Regardless, an appropriation will be needed to authorize funding for any study.Attached you will find Resolution 14-19 to accommodate this request, if its desire to complete this limited study. On behalf of the Village Manager and staff,this agenda item is submitted for your review and consideration. (McMahon)is plcased to provide this proposal for traffic engineering services assoriated with permitting golf carts to travel along Tequesta Drive from Country Club Drive to Point Drive (study segment). The evaluation will consider how golf carts could be accommodated along the study segment. The study will identifv the benefits and potential impacts of any proposed altemative. The scope of work indudes the following tasks: SCUPE OF WORK TASK 1-DATA RESEARCH Online research will be conducted to identifv the available right oF way along the study segment, jurisdictions of roadways impacted by the golf cart evaluation, Florida Stah�te regarding golf cart usage, and Village of Tequesta Ordinance regarding golf cart usage and requirements. Other information may also be obtained, as necess�n•. TASK 2-FIELD REVIEW A field review will be conducted to gather road�n�ay infurrnation and measurements including dimensions oti road�vay surface, landscaped areas and side�ti�alks, speed limit information, and other relevant information along the stud�� segment. Photographs will be taken of the current road�ti�av conditions and other relevant information to aid in the evaluation process. This information will be used to determine the 85"' percentile speed, average speed, and vehicular counts for traffic travelling eastbound and westbound along Tequesta Drive. The data will be summarized separately for the eastbound and westbound travel directions. TASK 4-ALTERNATIVES DEVELOPMENT Several alternatives will be considered and evaluated for the study segment. The alternatives will include the following: ■ Description and photographs of current roadway characteristics and conditions ■ Potential benefits of each proposed altemative ■ Potential impacts of each proposed altemative • Conceptual typical section for existing conditions • Conceptual typical section for each proposed alternative • Consideration for golf cart equipment and usage TASK 5-REPORT The evaluation methodology, findings and recommendations will be summarized in a report that will include appropriate graphics,tables and research information. The services to be performed pursuant to this agreement are strictly limited to those expressly set forth herein. The lump sum fees for the above-mentioned services are as follows,plus out of pocket expenses: Task 1-Data Research $970.00 Task 2-Field Review $1,795.00 Task 3-Speed/Count Data $955.00 Task 4-Alternatives Development $3,150.00 Task 5-Report 2 380,0p TOTAL: 59,250.00 If additional services are required that exceed those identified in this Scope of Work, a supplemental agreement will be submitted to the client for review and approval prior to the commencement of any additional tasks. Additional services will commence upon written authorizarion to pro�-eed by the client. TO PREPARE THE EVALUATION; PROVIDING FOR SEVERABILITY; PROVIDING AN EFFECTIVE DATE, AND FOR OTHER PURPOSES. WHEREAS, the Village would like to evaluate the benefits and potential impacts of permitting golf carts to travel along Tequesta Drive from Country Club Drive to Point Drive; and, WHEREAS, the appropriation of Fund Balance is required to fund this evaluation; and, WHEREAS, the following accounts will be increased: Revenues Appropriate Fund Balance, OOl-990-399.999, $9,250.00 Expenditures Other Contractual Services, 001-160-534.300, $9,250.00 NOW, THEREFORE, BE IT RESOLVED BY THE VILLAGE COUNCIL OF THE VILLAGE OF TEQUESTA, PALM BEACH COUNTY, FLORIDA, AS FOLLOWS: Section 1 Resolution No. 14-19 is hereby approved increasing the Fiscal Year 2018/2019 General Fund #001 Budget by appropriating Fund Balance in the amount of $9,250.00 to fund a Golf Cart Evaluation Analysis for Tequesta Drive; providing for severability; providing an effective date; and for other purposes. Section 2 This Resolution shall become effective immediately upon passage.
