appointments/reappointments to the Village’s Boards and Committees. I recommend reappointmentof
all the members whose terms are set to expire, as follows:

WHEREAS,onJanuary 23, 2010, the Tequesta Village Council amended its Boards and
Committee Ordinance to make appointments to all the various Boards, Committees, and
Commissions constituted by the Village Council by ordinance or resolution at the regular Village
Council meeting heldin May of each year.

Development Review Committee (DRC) for many, many years,
which critiqued every application made to the Town Council
and provided reports on same with recommendations for or
against approval and any conditions that may be warranted for
application approvals. Made many presentations of public
projects to Landmarks Preservation Commission, ARCOM,
Planning and Zoning Commission,Town Council, Village
Council and Community Appearance Board. In addition,
worked in conjunction with design professionals to develop site
plans and renderings for public projects that would hopefully be
embraced and approved by applicable review boards.
BASIC RESUME Personally, I drafted the original Tequesta pension plans for
INFORMATION NOT public safety and general employees in 1990's. I have written
INCLUDED ABOVE: numerous pension ordinance amendments for the review of
actuaries and pension attorneys. I know with certainty the
typical pension benefits structure prevalent throughout the
Palm Beach County market area for competitive purposes.
Very familiar with investment options for Florida public pension
plans. Worked with numerous actuaries at GRS and pension
attorneys over the years. Very cognizant of pension costs, the
effect of unfunded liabilities on pension viability and in keeping
costs reasonable for taxpayers, while ensuring that competitive
pension benefits are there for retired public safety officers that
have earned comfort and security in their old age. I know both
sides of the development review process, including but not
limited to, site plan review, special exception uses and
variances. I have written many code updates for adoption for
signs, landscaping, set back requirements, height limitations,
parking requirements and community appearance standards. I
know both quality and junk when I see it on paper and in the
field. I have made applications to review boards in both
Tequesta and Palm Beach for public projects and for projects
that benefited special districts therein with debt service costs
borne by benefitting property owners within the municipality, so
I know what constitutes a good, well thought out presentation. I
also know when an applicant requests something from a
municipality such as a variance or special exception that its a
good time to see if some amenities can be reasonably provided
for the benefit of the public as part of the overall project. I am a
reasonable, middle of the road kind of guy, that believes in the
merits of quality compromise. I avoid unnecessarily causing
delay and expense to property owners, but on there other
hand, it is incumbent on the property owner and their
representatives to do their homework and present quality
projects to make the Tequesta physical environment and
aesthetics even better than what exists today.

As Fire Chief/Emergency Manager and Asst. Fire Chief in Alaska's first port-o'-call for more than 1-million
cruise ship passengers annually, I was responsible for 20 career and 50 volunteer staff. I managed more
than $3 Million in budget creation and oversight along with the daily operations of fire, emergency
medical services; training programs, and safety programs.
Planned/Executed: "Alaska Shield/Northern Edge-2005" "Evac/Alt 2006", "MassRescue-2009" and
several other Statewide, full-scale preparedness exercises.
Project Manager: Established the need, obtained approval(s) from citizens and elected officials, funded,
performed spatial study, and designed a $10 million new fire station and emergency
operations center for the City of Ketchikan (facility completed in March of 2012).
Recognized: By State of Alaska as the "Fire Prevention Educator of the Year-2004"
Project Manager: SCBA replacement project. Created state-of-the-art specifications, established bid
process, secured vendors, found alternative funding source (grant) $220,000 to fund purchase.
Project Manager: $200,000 Fire station #2 renovation project in 2010, including energy saving
additions, security equipment, and firefighter training systems.

was Regional Vice President and Retirement Consultant for the past 14 years with Allianz (Insurance,
Investments & Retirement) and ING (Retirement, Investments & Pension). In that time, I served on the advisory
board to both companies advising senior management on retirement product design, structure & pricing.
Additionally, I advised individuals and corporations on the viability of pension plans and helped analyze all
aspects of the plans.
Early in my career, I worked for INVESCO Retirement where I served various roles including as the relationship
manager to several large corporations and municipalities. I created and delivered the enrollment and training
programs for many of these entities. I also hold the CRPC (Certified Retirement Planning Counselor) and RICP
(Retirement Income Certified Planner) designations. I have also been trained extensively by the Social Security
Administration and have delivered hundreds of presentations on maximizing Social Security benefits and how the
benefits work with other retirement strategies.
