HomeMy WebLinkAboutDocumentation_Recreation_Tab 04_5/7/2019To: Community Center Advisory Committee Vice Chair Liz Schauer and Members Julia Woertz, Tracey Kerwin and Chris Deragon From: Chair Frank D'Ambra III Date: May 3, 2019 Re: Community Center Advisory Committee Role and Responsibilities It is clear from our last meeting that there is still a need for clarity as to the scope of responsibility delegated to the Community Center Advisory Committee ("Committee") by the Tequesta Village Council. This Committee's sole purpose is to provide to Tequesta residents information on the proposed Community/Recreation Center; as to its purpose — addressing community needs and wants; location; the range of possible services and programs; estimated cost; the conceptual design; proposed source of funding and expected impact on taxes; and then collect resident concerns, ideas and input for the Council to assist in its determination to move to Phase 2 of the contract with REG, our selected architects. Upon presentation of the resident's responses to the Council, the Committee's work is done and the Committee sunsets. How the Committee communicates and gathers resident input is the purview of the Committee. There has been a lot of discussion about the Needs Assessment Document being prepared by Community Development. To be clear, the primary purpose of the Needs Assessment is to provide input to the Council. It's sole use for the Committee is to assist in the selection of questions that the Committee may decide are relevant for the proposed household survey. Phase 2 of the contract with REG would be negotiated by a Negotiation Committee selected by the Council. Upon approval of Phase 2 by the Council, responsibility for the Center transitions to Village staff and staff will work with REG to finalize the Center design (blue prints and schematics) to enable the contractor bidding process, review by Planning and Zoning and ultimately final approval by Council. Along the way there will be numerous decisions and determinations made by Council. Council, in making their final decision, will consider resident input gathered by the Design Team, the Community Center Advisory Committee, the Needs Assessment, Contractor Cost Estimates, input from Planning and Zoning and any other information the Council deems relevant. This Committee has an important role to play in gathering relevant resident input to assist the Council in making its determination as to whether to proceed forward with the process that may ultimately lead to the construction of anew Community/Recreation Center. However, it is equally important that the Committee understands the parameters of its role so that it can do its job in an effective and timely manner.
