HomeMy WebLinkAboutMinutes_Recreation_05/07/2019MINUTES VILLAGE OF TEQUESTA COMMUNITY CENTER ADVISORY COMMITTEE May 7, 2019 CALL TO ORDER AND ROLL CALL The meeting was called to order at 6:01 p.m. by Deputy Clerk Mary Ann Grieser. Present were Community Center Advisory Committee Members: Chair Frank D'Ambra, Vice - Chair Liz Schauer, Member Julia Woertz, and Member Chris Deragon. Member Tracy Kerwin was absent. Also present were Acting Village Manager Jim Weinand, and Village Attorney Keith Davis. 1. Meeting will Break as the Committee Walks Over to the Community Center to View the Current Conditions — Public is welcome to attend. MOTION: Vice Chair Liz Schauer moved approval of the agenda; seconded by Member Chris Deragon; motion carried unanimously 4-0. Vice -Chair Liz Schauer, Member Julia Woertz, Member Chris Deragon and Deputy Clerk Mary Ann Grieser exited the meeting to tour the Recreation Center at 6:05 p.m. 2. Meeting will Reconvene Following the Community Center Viewing. The meeting reconvened at 6:22 p.m. after Committee Members returned from visiting the Recreation Center. 3. Committee Approval of 4/22/2019 Meeting Minutes MOTION: Vice Chair Liz Schauer moved approval of the minutes; seconded by Member Julia Woertz; motion carried unanimously 4-0 4. Review of Committee Roles and Responsibilities Committee Chair Frank D'Ambra explained the role of the Committee was to provide information to the public and receive input back. The Needs Assessment was useful in identifying the types of questions to be asked in the survey. However, it was primarily a tool for Council. He stressed efficiency and timeliness in the steps being taken going forward. Community Center Advisory Committee Minutes May 7, 2019 Page 2 5. Review and Discuss Needs Assessment Survey Ms. Nilsa Zacarias, Director of Community Development, gave a review of the chapters located within the Needs Assessment Survey. She revealed that most of the data was derived from the Village Comprehensive Plan from 2017. In her opinion, the most important part of the Needs Assessment Survey was compiled from within the Executive Summary. Some topics covered within the booklet were: demographics, American Community Survey data, housing, schools, goals for Recreation Center, level of service, green space, inspection of current condition of Recreation Center, cost estimate to repair, photos of damages, Americans with Disability Act (ADA) non compliancy items, survey information, and design plans. 6. Discussion and Creation of Proposed Survey Questions Responsibilities Chair D'Ambra felt the household survey was an important tool to get out to the community. A cover letter was agreed upon to convey specific information, including cost, in addition to survey questions. The Committee asked that a brief article appear in Smoke Signals letting residents know that a survey was forthcoming via mail. 7. Discussion on Hiring an Outside Organization to Review Survey The Committee believed an outside organization was not necessary to create or tabulate a survey. The Village Clerk's Office would be tasked with sending out the Committee's survey packet and tabulating the results. MOTION: Vice Chair Liz Schauer moved to continue forward with the cover letter, information packet and development of a draft survey; seconded by Member Chris Deragon; motion carried unanimously 4-0. 8. Set Timetable for Survey Process from Distribution to Tabulation to Presentation The Committee agreed to tentatively schedule the next meeting for May 16, 2019 at 6:00 PM. Chair D'Ambra asked for input in extending the timeframe that Council had given the Committee. 9. Reconsider the Previous Motion to reconsider asking Council for a Six - Month Extension MOTION: Member Chris Deragon moved to change the deadline from 6 months to 45 days past the June 15t deadline; seconded by Vice Chair Schauer, motion carried unanimously 4-0. Community Center Advisory Committee Minutes May 7, 2019 Page 3 Acting Manager Weinand believed there was not enough time for the Village Clerk's Office to complete the project noting their current demanding schedule. The group discussed and agreed July 31, 2019 would be a more realistic extension. MOTION: Member Chris Deragon moved to amend the last motion, changing the deadline to July 31, 2019: seconded by Vice Chair Schauer; motion carried unanimously 4-0. 10. Any Other Matters Committee Member Chris Deragon mentioned that the Parks and Recreation portion of the website was not updated or complete and made it difficult to know about upcoming events. ADJOURNMENT: MOTION: Committee Member Schaur moved to adjourn the meeting at 7:40 p.m., seconded by Committee Member Decagon; motion carried unanimously 4-0.
