Approve Personnel Policy Revision — Ethics Training (3.15)
The Human Resources department is requesting approval to amend the Ethics Training policy to
comply with the November 2019 recommendations of the Palm Beach County Commission on
Ethics, following their compliance audit. In respect of current employees, the HR department was
asked to update the training cycle and grace periods and identify the Human Resources Director
as the liaison officer.
In subsequent communications, the Village was also asked to remove Section 5 of the Article and
to modify Section 6.

CONTENTS: This policy consists of the
following numbered sections:
I. Policy
ll. Procedure
PURPOSE: To set the Village's policy and
procedures for providing guidelines to all
Village employees regarding mandatory
ethics training.
I. POLICY STATEMENT:
Palm Beach County Code of Ethics §2-
446(a), requires employees to be informed
of their ethical responsibilities at the start
of their employment, and to receive
updates and training materials throughout
the span of their service. The Village is
required to establish a training schedule for
all employees, which shall include
mandatory periodic follow-up sessions.
II. PROCEDURE
1) All Village employees will receive initial
Code of Ethics training on the first day
of employment with a 30-day grace
ep riod.. This training may consist of live
training with Palm Beach County
Commission on Ethics (COE) staff, on-
line training through the use of the
training video available on the COE's
website, or a DVD presentation by COE
staff.
2) As part of the required training, all
Village employees are required to read
the Palm Beach County Code of Ethics,
and their Ethics Pocket Guide, copies of
which will be distributed on the first day
of employment and are also available at
www.paiiiibeachcountyethics.com
3) After initial training, periodic mandatory -
follow -up training is required of all
Village employees every four (4) years.
The COE will coordinate with the Human
Resources (HR) Director
to provide timely and effective follow-up
training. The four-year training cycle is
effective August 1, 2019 and there will be
a 60-day grace period. Therefore, all
employees who take ethics training and
read the Code of Ethics between August
1 and September 30 during the cycle
year will be considered trained and in
compliance with this policy.
4) After completing training and having
read the Code of Ethics, all Village
employees shall complete the approved
acknowledgment form provided by

viewed the appropriate web -video or
approved DVD provided by the COE. The
training acknowledgment form must be
signed by the Village employee and
submitted to the HR
department for inclusion in their
personnel file.

6) Periodically, the COE will
recommend changes, modifications or
updates to this ethics training policy.
The Village Manager and the HR
Director will review and provide such
recommended changes, modifications
or updates to the Village Council for
review and approval as necessary.
