Memorandum TO: Jim Weinand, Acting Village Manager CC: Honorable Mayor and Village Council Members FROM: Lori McWilliams, Village Clerk DATE: May 8, 2019 SUBJECT: 2020 Census Complete Count Committee In 2000, Tequesta had 82% Census participation, however, that decreased to 77% in the 2010. Census data determines how more than $675 billion is spent supporting our state, county and community's vital programs. The data determines how much money is allocated to Florida for Medicaid, Medicare Part B, highway planning and construction, National School Lunch Program, Special Education Grants, State Children's Health insurance Program, Foster Care, and Child Care Development Funding Entitlement — just to name a few. If Tequesta-'s population is undercounted in the Decennial count, then we could lose up to $1,000 per (non -counted) resident per year. These uncounted residents would be considered uncountedfor the next 10 years. Our Regional Census Bureau Partnership Specialist, Pedro Guilarte, met with the Clerk's Office, Community Development Department, and the Managers Executive Assistant to discuss their request for the Village to establish a "Complete Count Committee" (CCC). This committee is made up of representatives from a diverse cross section of the community comprised of leaders from education, business, healthcare, and other community organizations. These trusted voices use their knowledge and expertise of the community to develop and implement an awareness campaign. The primary goal is to count everyone once, only once, and in the right place (including our snowbirds if they consider Tequesta their home). Community influencers create localized messaging that resonate with the population. Sample activities of the CCC include: help dispel myths and alleviate fears about the privacy and confidentiality of census data through proper education; place messages on water bills, social media, and other Village -wide publications; place signage in highly visible locations; include the Census logo on Village materials and letterhead; saturate the public with easy -to -read and understandable census information customized for our community; encourage residents to complete the census online (NEW this year); and urge households to respond and cooperate with census takers. The attached Resolution creates the Complete Count Committee. Council should appoint as many members of the community as you feel relevant and necessary to help spread the word. Community partners can include representatives from education, faith, and business community, the American Legion, JTAA, HOA's, Assisted Living Facilities (a category they say is always undercounted), library, and local media (such as the Tequesta Neighbors Magazine Executive Publisher). In order to expedite the Page 81 of 94 Agenda Item #15. process, it would be helpful if you could contact potential members prior to the Council meeting to determine their interest for discussion at the meeting. Cl Ensure that the committee is using the right activities in the right place and adjust as needed. Review and Modify plans as needed Send a news release highlighting the 2020 Census Activity Schedule. Prepare to implement activities in areas of low response. Continue to meet and review the response rates and implement your plans to encourage cooperation. Encourage the community to cooperate in the Nonresponse Follow-up (NRFU) phase when Census workers knock on their doors. RESOLUTION 17-19, A RESOLUTION OF THE VILLAGE COUNCIL OF THE VILLAGE OF TEQUESTA, FLORIDA, FORMING A PARTNERSHIP WITH THE U.S. CENSUS BUREAU; CREATING A COMPLETE COUNT COMMITTEE; PROVIDING FOR SEVERABILITY; PROVIDING AN EFFECTIVE DATE; AND FOR OTHER PURPOSES. WHEREAS, the next Decennial Census will be taken in the year 2020, and political representation to the United States House of Representatives, state legislatures and local government is determined by the Decennial Census, and the Village of Tequesta recognizes the equal importance of each resident in the 2020 Census count; and, WHEREAS, the Village of Tequesta has agreed to be one of 39,000 government entities in partnership with the U.S. Census Bureau; and WHEREAS, the Village of Tequesta understands that its primary role in this partnership is to formulate a COMPLETE COUNT COMMITTEE that could include, but is not limited to the following sections of the population for membership: government, education, media, faith-based/rel ig ion, community-based organizations, a n d business; and WHEREAS, the Complete Count Committee is a volunteer committee created to increase awareness about the Census and to motivate residents to respond; and WHEREAS, the role of the committee is to bridge all gaps between the community and the Census Bureau on geographic matters and outreach activities; and to utilize all media aspects (print and electronic) to inform, motivate, and educate the Village's residents of the necessity and importance of their rapid response and 100% participation in the 2020 Census. NOW, THEREFORE, BE IT RESOLVED BY THE VILLAGE COUNCIL OF THE VILLAGE OF TEQUESTA, FLORIDA, AS FOLLOWS: Section 1 The Village Council of the Village of Tequesta, hereby formally establishes a partnership with the U.S. Census Bureau for the Decennial 2020 Census;and Section 2 The Village Council authorizes the formation of a "Complete Count Page 85 of 94 Agenda Item #15. Committee" to help increase awareness about the Census and to motivate residents to respond; and Section 3 The Complete Count Committee shall consist of members as appointed by the Village Council as a whole; all of whom shall be year round residents and registered voters of Tequesta; and Section 4 The Complete Count Committee shall meet as frequently as necessary in order to build community awareness and encourage participation; and Section 5 During the first meeting of the Committee, a Chair and Vice - Chair will be appointed; and Section 6 The Complete Count Committee shall automatically be dissolved on August 1, 2020; and Section 7 This Resolution shall become effective immediately upon passage.
