BACKGROUND In 2017, BB&T Bank applied for an application to divide the existing BB&T bank site into two (2) parcels, Site 1 (SPR 1-17) and Site 2 (SPR 2-17). BB&T had two buildings, one was a training facility and the other was the bank. The subject site plan review (SPR 2-17) redeveloped the existing auxiliary BB&T bank deposit facility and related parking area located on 20 Waterway Road. The zoning district is C-2 Community Commercial. L IV. STAFF ANALYSIS The subject application is requesting a site plan modification of a one-story 4,000 sq. ft. building site plan. The application includes revisions to the landscape plan, building elevation, and site plan. The Village Council previously approved the application in 2017 (SPR 2-17). Per the approved application (SPR 2-17), the applicant demolished part of the existing 5,703 sq. ft. structure on the west and east of the building leaving a total of 4,000 sq. ft. By reducing the square footage of the existing building, the subject application is in compliance with green open space area and code setback requirement. The subject application includes other site improvements such as a clumpster and landscaping. The proposed site plan maintains the existing driveway connection to Tequesta Shoppes on the east, and proposes a share cross access with Site 1 on the west. The subject parcel will be sold and the current applicant is aware of permitted uses allow on the C-2 zoning district. For the purpose of this site plan review, parking requirement was calculated based on Sec. 78-705 (26) "Medical and dental office or clinic, health care facility and other professional offices: One space per 200 square feet of gross floor area." This requirement is the most stringent in terms of number of parking spaces. The Village of Tequesta Building Official, Mr. Jose Rodriguez, reviewed the subject application for ADA compliance. FINAL REMARKS This development application met the requirements set on Section 78-334 notice of hearing. The notice of hearing will be advertised on July 1, 2019. The Community Development Director or designee shall submit such application for Planning and Zoning Board review within 45 days of receipt of a completed application. APPLICATION SUBMITTAL REQUIREMENTS AND REVIEW PROCESS I The applicant will submit to the Village of Tecluesta Department of Community Development the following documents for Planning & Zoning Board review, forty-five business (45) days prior to the meeting date: 1) Three (3) complete application packages including full 24x36 plan size drawings andlor plans for preliminary staff review. Once staff comments have been provided and addressed, the applicant is to re -submit for Board or Council review as required below. 2) Fourteen (14) 11x17 sets and Two (2) full size sets of professionally prepared site plans showing all existing and proposed structures, setbacks, parking and loading layout, ingress and egress, sidewalks and walkways, exterior lighting layout, dimensions of streetfrontages, property lines and all signage. 3) Fourteen (14) 11x17 sets and Two (2) full size sets of Landscaping Plans in accordance with Village of Tequesta Code of Ordinances, Division IV, Landscaping. 4) Fourteen (14) 11x17 sets of multi -dimensional color renderings andlor photographs are to be provided. The Planning & Zoning Board requires an exact rendering of the proposed modification, construction or addition. Color photographs or prints as close to the actual colors to be used must be supplied. VI. SITE PLAN REVIEW APPLICATION SUBMITTAL CHECKLIST GENERAL (1) A completed application signed by owner, agent/applicant. (2) Required application fees. (3) General location map, showing relation of the site for which site plan approval is sought to major streets, schools, existing utilities, shopping areas, important physical features in and adjoining the project, and the like. (4) A recent aerial photograph of the site. SURVEY (1) A signed and sealed boundary survey (not more than one year old) and legal description of the property, including any and all easements of record as well as existing topographical conditions of the site. SITE PLAN (1) A site plan containing the title of the project and names of the architect, engineer, project planner and/or developer, date, and north arrow, and based on an exact survey of the property drawn to a scale of sufficient size and with sufficient site tabular data. LANDSCAPE PLANS (1) Landscaping plan, including types, sizes and locations of vegetation and decorative shrubbery, and showing provisions for irrigation systems. Plans shall also provide delineation of existing trees and information as to which trees will be reused or removed. Plans shall provide clear site lines. Landscaping plans shall comply with section 78-400. In addition, landscaping plans shall include irrigation plans in accordance with section 78-398, and shall demonstrate compliance with Florida Friendly Landscaping design standards as required by section 78-394, as applicable (See section 78-392 for applicability). Prior to construction the landscape contractor shall be responsible for locating all underground utilities and shall avoid damage to all utilities during the course of the work. The landscape contractor is responsible for repairing any and all damage to utilities, structures, site appurtenances, etc., which occurs as a result of the landscape construction. When conditions detrimental to plant growth are encountered, such as rubble fill, adverse drainage conditions or obstructions, notify owner's representative before planting. All plants must be healthy, vigorous material, free of pests and disease. All frees, palms, and shrubs shall be grade "Florida Fancy" per Grades and Standards For Nursery Plants (parts one and two), available through Florida Dept. of Agriculture and Consumer Services. All plant material must be approved by the Landscape Architect before the plant material is installed. Any changes to the plant material (size, type, etc..), irrigation or any other deviations from the plans must be approved by the Landscape Architect prior to the change being implemented by the contractor.
