The • existing sidewalk has several conflicts with stormwater and water utilities, so the Village asked for our input relative to these utilities and to provide input on other matters relative to construction of the proposed sidewalk. The following is a summary of our findings/recommendations; • Driveways • Along the route, sixty (60) driveway aprons are being planned to be replaced with concrete. Note that pavers, stamped concrete or concrete driveways in good condition, will not be replaced. The driveway aprons being replaced need to be reinstalled in accordance with the Village's swale Ordinance. The placement of the Swale in the driveway apron will require some additional grading on either side of the driveway to create a swale in the grass area to minimize ponding in the driveway. Intersection Approaches • At every sidewalk approach to a side street (Windward Ave., Bimini Rd., Starboard Way, Leeward Cir., Tradewinds Cir., Country Club Cir., Eastwind's Cir., the pedestrian walkway from Eastwind's, the two (2) driveways into the Club's parking lot, the pedestrian walkway at the Club parking lot, Tequesta Cir., the Turtle Creek entrance road and the pedestrian walkway leaving Turtle Creek, ), the Village will need to place handicap warning pads in order to be ADA compliant, and to ensure the proper ADA slope of the sidewalk is met (no greater than 1:20). 561 840 0R51 . • • Agenda Item #2. Sidewalk Protection Along Country Club Drive, within the 10ft grass strip, there are oak trees. These trees have uprooted the existing asphalt sidewalk in numerous places over the years. It may not be the best practice now to install a root barrier system considering the age of the trees, but it is recommended that the Village consult with an arborist to look at options and how the tree roots should be trimmed to minimize future uprooting of the sidewalk. New Sidewalk DeflectionslPlacement There have been discussions relative to the deflection of the sidewalk where possible to avoid some of the utilities that will be discussed below. Note that the contractor needs to confirm property lines/rights of way prior to any sidewalk deflection to ensure we do not encroach onto private property. In order to stay ADA compliant, when the sidewalk shifts east or west to avoid a conflict the sidewalk width can be reduced to 36 -inches, but we would recommend it to be 42 to 48 -inches in width at these conflict locations. The reduction in sidewalk width will assist in keeping the sidewalk a safe distance from the roadway edge. We should try to maintain a minimum of 5ft from the edge of roadway to the new sidewalk. Note also that we need to pay attention to the sidewalk cross slope. There are a few areas where the sidewalk cross slope exceeds ADA requirements of I to 2% cross slope. As the sidewalk is adjusted in these areas, we will need to perform some grading of the swale area accordingly on either side of the sidewalk. is Water Utilities On the south side of the Eastwind's entrance road, the Village has two (2) water disbibution valves in the sidewalk. It is not uncommon to have the valves in the sidewalk. We would recommend that the lids be replaced with lockable units to ensure the lids stay in place, minimizing theft and any possible tripping hazard if someone were to remove the lid. At 314 Country Club Drive, the Village has an ARV manhole within the sidewalk that is on their raw water main that comes off of Well No. 25. Again, this is not an uncommon practice, but we should look at swapping out the manhole cover with one that has a smoother top, like one made by US Foundry, USF I 18 Ring and Cover. Stormwater Utilities The route has six (6) locations where there are catch basins in or adjacent to the existing sidewalk. There are several ways of addressing this as follows; 1. Relocate the catch basins in the sidewalks and reinstall the associated storm drain pipe to connect to the new catch basin along with re -grading the grass area. This will also require some road reconstruction work to ensure we address drainage flow and for the installation of the relocated storm pipe. This removes all of the catch basins out of the sidewalk but will be the mostly costly option. 2. Place a precast concrete cover over the catch basin (this now becomes integral with the sidewalk), core the box to extend a pipe (minimum 15 -inches) out into the swale area and place a new precast concrete/Poly type drain in the grass area, and regrade the area accordingly to address the new flow pattern. This option is the least costly option of the three options when compared to the one above and below. The Village will not have access to the "original' catch basin, but the original box could be reached with a Vac Truck if 17 of 62 Agenda Item #2. • cleaning is ever needed. This "hybrid" option eliminates the storm grate in the sidewalk. For this option, we would need to "field adjust" the grading to ensure the drainage flow still performs as existing. For existing catch basins along the side of the sidewalk, we would recommend replacing the top with a less aggressive grate opening, even though we would be deflecting the sidewalk away from it. Modify the catch basin tops and replace the existing catch basin tops with new concrete collars and set new ADA approved type grates. Two (2) catch basins will require a completely new box due to their orientation (they need to be set to be parallel to the sidewalk). This will end up being the second costliest option. It keeps the catch basin in the sidewalk, and even though it is ADA compliant, it is not "shoe heel' friendly, so we would still have a safety risk.
