HomeMy WebLinkAboutMinutes_Regular_10/12/1965IvIIl~TUTES OF THE MEETII~IG OF THE COUNCILMEN OF THE VILLAGE OF TE~UII,STA, FLORIDA The regular monthly Meeting of the Councilmen of the Village of Tequesta was held Tuesday, October 12, 1965 at 8:00 P.pI. at the Village Hall. Councilmen present were: riessrs. Valier, Turnbull, Bowden and Cornelius. Also present here Robert Harp, Village Clerk, and [;Tilliam A. Lord, Village Attorney. CounciLnan Bowden opened the I4leeting ~tiTith prayer follolaed by the pledge of allegiance to the flag. The Minutes of the previous A~ieetir..g trere read. Cornelius moved, second by $owdan and pissed, that •the rlnctes be approved as read. Bowden moved, second by Cornelius afz4 passed, that the reading of the financial report be waived. The September Financial Statement was dis- cussed and Cornelius moved, second by Turnbull and passed that the financial report and disbursements for September be approved. Halances at September 30, 1965 erere as follows First Bank of Jupiter $ 1,438.03 Petty Cash 25.00 Community Federal Savings 31 468.41 •v32^~ 9 1.44 The Sinking Fund balance was $8,902.69. Police Chief Dusenbery presented his report for September, 1965 and the fiscal year October 1, 1964 to September 30, 1965, Both reports were approved upon motion by Bo~~den, second by Cornelius and passed. The entire Council congratulated the Police Chief and other Officers for their fine work during the past year. The Annual Civil Defense Report was also presented. The Village Clerk gave Second I:eading to an Ordinance prohibiting the solicitation of donations or gifts ~,rithin the Village from any person ~•rithout obtaining a permit. Cornelius moved, second by Bo~~~den and passed that the Second Reading of the Ordinance be approved. Therefore, the First and Second Reading having been approved, Ordinance No. 111 was hereby passed and adopted. Pat Snow and Dave Runkle, of Corvnunity Federal Savings and Loan ~:ssociation, appreared before the Council to request pernussion to erect Developers Signs at Country Club Point Subdivision, t~rhich has recently been taken over by their organization. They requested permission to erect three (3) 4+ x 6+ double-faced signs to be placed on Lot 1, B1oclc 1, Lot 17, Block 2 and Lot 1, Block 5. The present sign on Lot 1, Block 1, which eras blo~tira over by hurricane Betsy, trill be removed. The Councilmen thought t~cro (2) signs would be adequate and Mr. Snoe~ and 1~Ir. Runkle con- curred. Cornelius moved, second by Borden and passed that Canenunity Federal Savings and Loan Association be granted a permit to erect a 4+ x 6+ double-faced sign on Lot 1, Block 1 and Lot 1, Block 5 Country -~,~ Club Point, said permit to be in effect for a period of six (6~ mwnths. DiVosta Construction Company+s request to erect a 3+ x 6' double- faced Developers Sign at the northwest corner of Tequesta Drive and [°~illow Road was approved upon motion ~ Cornelius, second by Bowden and passed. ' The Village Clerk read a letter from the United Church SJomen of North Palm Beach County tiaho are planning to sponsor "Trick or Treat far U.N.I.C.E.F." in the community on Saturday, October 30. Cornelius moved, second by Bowden and passed that the request be turned over to the Police Chief for further handling. The Council was advised that F;obert Hasp's term on the Board of the Pesources Development Board of Palm Beach County had e~,pired on September 3G. Mayor Valier advised that General i~~d~~ard A. A~iontgornery had submitted his .verbal resignation from a term expiring September 30, 1967. Harp tivas appointed to a three (3) year term to expire September 30, 1968 and the Council approved the appointment of J. Dudley Calhoun to fill the unex- pired term of General Montgomery providing this is agreeable with Mr. Calhoun. riINUTES OF THE A4EETiNG OF THE COUT~TCILl~N OF TIC VILLAGE OF TEnUESTA, FLORIDA OCTOEER 12, 1965 P.P.1~E 2 .The Village Manager reported on bids fora 1966 police ca.r. Bids received ware as follows: Matthew's Ford, Inc. (Ford) $1,799.00 Net Florida Chrysler-Plymouth, Inc. (Plymouth) 1,844.12 Net Both bids based upon Village specifications and on a 390 Cu. Inch, 315 H.P. 4 Barrel Carburetor engine. Cornelius moved, second by Bowden and passed that the Village Manager be authorized to purchase 1966 police car from Matthews Ford, Inc. at net cost of $1,799.00. The Village Manager reported on status of Intracoastal Bridge. The State Road Department is presently malting various surveys and are aware of the Village's Resolution regarding the proposed location fora new Bridge . A letter from Village Fire Commissioner John R. Sutton, Jr. tendering his resignation from this rosition effective immediately ~,-as read. The letter also pointed out the need fora map including all areas of the Village showing assigned house numbers. Bowden moved, second by Cornelius and passed that the resignation be accepted with regret and the Village Manager is to write a letter confirnung this. A petition from several residents of :'.idgetrood Homes complaining abeut the high noise level of the-music at dances at the Jupiter-Tequesta Junior Citizens Building and automotive noises ~•~hen the dances are over betiaeen 11:15 and 11:45 was read. The petition states they are not de- sirous of closing the facility since it is important to the youth of the Village but ~~ish to have the noise controlled. Cornelius moved, second by Turnbull and passed that the matter be turned over to Chief Dusenbery for further action. The matter of a maintenance contract for the air conditioning units at the Village Hall ~~as discussed. AlcDonald Air Conditioning, who ins- talled the system, proposed monthly inspections at a cost of $30.00 per month. No definite decision eras reached on the matter and the Village Manager is to make a further study of the matter. The Village Manager was authorized to purchase various items of equipment for ~~hich funds were provided in the current budget. The encroachment of a 24~~ drainage culvert on Lot 404, Tequesta, was brought to the attention of the Council. The Village Manager reported that the installation of street lights should begin soon; 1965 Tax Bills trill be mailed by end of the month; audit will start as soon as auditor returns from vacation. The Council instructed the Village Manager to once again contact the Fire Department to have the name changed to Jupiter-Tequesta Volun- teer Fire Department. There being no further business to come before the Meeting, the Meeting ~,ras adjourned at 9:10 P.M. Respfully Submitted, Village Clerk
