HomeMy WebLinkAboutMinutes_Regular_11/09/1965MINIFrES OF T~7E ME +'TINd OF THE COUidCILMEN OF THE VILiAGE OF TEQIL~aTA, rLORIDA The regular monthly meeting of the Covncilnun of the Village of Tequeata was held at 8:00 P.A~I., Tuesday, November 9, 1965 in the Council Chambers of the Village Hall. Councilmen present ~~ere: Messrs. Yalier, Boirdea, Cornelius and Sylvester. Also present were Robert Harp, Village Clerk and Attorney James 1ti'inters from law office of ~3inters, Brackett, Lord ~ Potter, the Villa.ge~s legal counsel. The. meeting was opened ~~~ith prayer and the pledge of allegiAnce to the flag by Robert Harp. The Minutes of the previous meeting t~~~ere read and approved upon motion by Borden, second by Cornelius and passed. Bowden moved, seconded by Cornelius and passed that the reading of the detail of the firianeial report for the month of October, 1965, be traived. Mr. Bowden commented on the income from the cigarette, utili- ties and franchise tax for the month being enough to cover our Sinking Fund requirements for the fiscal year. Police Chief Dusenbery presented both the Police Department and Civil Defense Reports for the month of October and both were approved. A discussion ensued on a proposed Fire Control Tax District being established by the Board of County Commissioners of Palm Beach County to include the area south of Martin County Line to ATorth Juno Beach limits and west approximately 5-6 miles to the range line past the Parkway. Fire Chief A. Y. Baird stated the Jupiter Volunteer Fire Department had formally approved the formation of such a District. U1hea questioned about valuations of the district, necessary budget, the decrease in insurance rates,, etc., Chief Baird reported he had not as yet received the taxable valuation of the proposed Tax District from the Pala Beach County Tax Assessor and could not answer these questions too accurately until he had this information. The Council stated they could not feel justifi in considering the proposal until such time as all such data wou ee available to thew for their consi- deration and study. The Chief stated it was necessary to complete this worl~ prior to December 31, 1965, if the district was to be operative by October 1, 1966. The Councilmen felt the project was being rushed without giving them an adequate amount of time to study the proposal and be able to answer any questions ,the taxpayers of the Village might have. He .stated he would have all available infom~ation for the Councilmen prior to the next Council meeting so that it could be further studied. Upon mstion by Bowdon, second by Cornelius and passed, Village Realty, 'Inc. wss granted pern+i9sion to keep the Developers sign located at Tequesta Drive sad Venus Avenue for another six (6) months upon payment of proper fee and application. It was the general feeling of the Council that the Christmas Decora- tion Contest had not produced too much interest is the Village and upon motion by Bowden, second by Sylvester and passed, the Contest was dropped for this year. The Clerk of the Village Zoning Beard of Adjustment wa,s asked to advise the Councilmen of all Hearings to be held by the Board. Ths Village Manager rgported en the recent Florida League of 3~tuni- ci~.lities Contention, Federal Aid for municipalities, and that the ti~ork order was out for the aew street lights. A discussion ensued on the possible issuance of Beverage License '~y the Village and it was expected this matter would come before the Council in the. vary near future for their consideration. The Council agreed to meet in a ~,rorkshep session to consider a new Occu~tfonal License Ordinance to encompass all activities with a target date of 3anuary 1, 1966. It was reported there had been no problems ~,rith the garbage collec- tion and offenders had been advised of the regulations in effect. Co:'uelius moved, seconded by Borden and passed that a Resolution be prepared to be sent to District 1 Palm Beach County Commissioner E. F. Van Kessel, Couaty Camtnission Chairman Lake Lytal and all County Conm+issioners requesting they withhold further action on the proposed Fire Centrol,Tax District until such time as all data and facts are made available to the CounciLnen for their study and consideration. Police Chief was authorized to erect "No Parking~~ signs at the United Presbyterian Church, Tequesta Drive and Sevilla Road, to prevent parking 3ust off the paved road since the new church parking area has been installed. Mr. Paugh called Councils attention to the potential traffic • hazard when exiting from the Food Fair parking lot to go south on U.S. highway No. 1 by a quick change of-lanes to make a right turn onto Tequesta Drive. He also discussed the possibility of ~reekly pickup of unsightly yard trash or the possibilitq of putting grass cuttings and small limbs in garbage containers. He went into considerable detail as to the pre- sent method which he believes continues to keep the roadways unsightly. It was the general feeling of the Councilmen that meekly yard trash pickup would greatly increase the cost of this service. There being no further business, the meeting wa.s ad3ourned at 9:30 P.M.
