OF THE VILLAGE OF TE~UESTA, FLORIDA
The ,regular monthly meeting of the Councilmen of tho Village of
Tlqu~eti xas held Tuesday, December 1~, 1965 at 8:00 P.M. in the Council
Awmber at the Village Hall. Councilmen present were: Messrs. Valicr,
Bovnds~i, Glrnelius and Sylvester. Also present were Robert Harp, Village
Clerk asst irTiilliam A. Lard, Village Attorney.

the Flan by Councilman Boc~rden.

Bowden moved, second by Cornelius and passed, that the detailed
readfag of the financial statement for Ncvember bs waived.
The •illage Treasurer and Clerk ~•rera instructed to deposit the
sun of ~10,00p.00 in the Fidelity Federal Savings and Loan Association
ims-ediately after January 1, 1966. The Financial Zeport and Disburse-
ments for the month of November was approved. T~ala,nces on Hand at Nov-

'!'he Sinking Fund Balance was $11,109.35.
lolice Chief Henry M. Dusenbery presented the Police Department
report for the month of November. Ise also presented the Civil Defense
Report for November. In answer to a question by CounciLnan Cornelius,
rho stated he had been told that some breaking and enterings in Tequesta
had not been reported, Chief Dusenbery stated that to the best of his
knowledge there were no unreported B ~+ I!:'s .
Attorney Lord reported on several items he had been instructed to
advise Council on. He stated it was his opinion that Capt. Morgan H.
Harris, who resides in a house on Lot No. 460, Tequesta Subdivision,
is not a freeholder as defined by the Florida Statutes.
Attorney Lord also discussed the matter of the Eagle-Army Nsvy
Store sign gt the Tequesta Plaza and it eras the opinion of all concerned
that since 1Ir. ~:-i113,am Blamgren, President of Tequesta Plaza, Inc, had
given a written 60 day approval of the present sign from November 22,
1965, that any further action be ~rithheld until the end of this period.
Attarney Lard stated that it was his opinion that the sign conf'onned to
the 33gn Ordimnce and eras penaissable upon receipt of proper application
and fee being made and paid.
Attorney Lord stated that Horace Heasley, Supervisor of Voter Regis-
tration for Palm Beach County advised him that a ne<~ voting precinct was
to be fornned to consist of onlq the territorial limits of the Village
of Tequesta since it eras the Village's intent to have a single regis-
tration for the County and Village. The Village Clerk is to work out
procedure with Mr. Beasley for the dual registration.,
The request of the Tequesta Country Club Coa»nunity Association,
Inc. to prohibit 'Through Truck Traffic" on and along Country Club
Drive from the intersection of Country Club Drive with Tequesta Drive
to the Martin County Line was discussed. There was a question in the
minds of all if this would ever be a "Through Monte" except for local
deliveries and necessa r9 ma.terials for residential construction. Attor-
ney Lord stated the Florida Model Traffic Ordinance which the Village
had previously adopted gives the Traffic L~ngineer authority to control
traffic on specific roads as to prohibit the use of certain vehicles
and setting the maximum total weight limits by erecting proper signs
stating the specific prohibited vehicles.
Attorney Lord read Resolution No. 10-64 ~rhich mould authorize and
direct the Chief of Police of the Village ox" Tequesta, Flor3.da to act as
the Vi1la.ge of Tequesta Traffic Engineer. Bowden moved, Second by Sylvester

Attorney Lord read Resolution No. 11-64 tchich authorizes and directs
the Chief •f Police of the Village of Tequesta to erect signs prohibiting
the use of Country Club Drive from its intersection with Tequesta Drive
northerly and westerly to the Martin County Line by any faun tractor,
trailer, semi-trailer, truck or comuercial vehicle with a gross weight
in e~zeess of throe-quarter ton at any time but groviding this prohibi-
tion will not apply to vehicles making deliveries to or performing ser-
vices for residents of the Village of Tequesta. Cornelius moved, second
by Bowden sad passed, that Resolution No. 11-64 be adopted.
A letter freed Mr. t~!illiam E. Blom$ren, President, Tequesta Plaza,
Inc., recommending to the Council that an Ordinance be gassed to pro-
hibit the display of merchandise on side~~alts for the purpose -of sell,inF,
same wan tabled for further study and consideratfoa.
The Council approved the erection of "No Parking" signs in front
of the Jupiter Island Apartments oa SR ?07 as requeatad in Mr. E. A.
YJhi.te ~ s letter to the Council.
The Village Clerk called Councils attention to a Notice of Public
Hearing the Army Engineers krill hold December 30, 1965 to consider the
application of DiVosta Construction Co., Inc. to construct a 4 inch
selrer line under the north fork of the Loxahatchee P.iver to correct
with Plantreat SeMrerago Plant to provide sewerage for the ~~]hitehall
Apartments. The Clerk was instructed to advise the Corps of Engineers
by letter that the Village Council has no ob3ectioa to the application.
The Clerk presented the following quotations for a tractor and a

The ViLtage Manager stated he 'relieved the Ford Tractor would ade-
quately serve the uses for the Village and the quotation wan only $30.00
over the budget estimated for this item. Cornelius moved, second by
Bowden and passed, that the quotation of Trail Ford Tractor in the
amount of X2,530.00 for a Ford Tractor c-rith 60" Rotary Mower ba accepted
and the Village Manager authorised to purchase same.
Chief Dusenbery presented the request of the Jupiter High School
Band Parents Association for a permit to sell boxes of candy for bene-
fit of the band from December 13 through 3ecember 31, 1965. Sylvester
moved, second by 8owdea and passed, that file penflit be wanted. The
Village Clerk was instructed to send a copy of Ordinance No. 111, Soli-
citation Ordinance, to Mr. Strgers, Principal of Jupiter Higb School.
Aar. Richard Pease, President of the Jupiter High School Bead Parents
;, Association, discussed the financing of equipment and uniforeds for the
bans with the possibility of the Oillage contributing to this pro3ect.
He was advised to submit a letter of request for such a donation by July 1
so it could be considered during the preparation of the budget for the
fiscal year.
The Village Clerk advised that the Board of County Commi.ssfoners
will hold a Public Hearing on Tu~asday, December 28, 1965 at 9:30 A.M.
fn Room lI4 County Court House, to consider and take action upon the
creation and establishment of Jupiter IYre Contrrol Tax District No. 1.
The Councilmen were advised that the terms of Harry N. Gifford, Jr.
and Fray D. Shiglett ~~rill expire in January on the Zoning Board of Ad~uat-
ment and they are to be asked ff they desire to continue for another
tens of three (3) years each.

The Clerk advised that at the annual election to be held the third
Tuesday in March, 1966, the electors will elect aMayor-Councilman and
a Councilman from each ward, all for tt~~o (2) year terms.
Mr. Paugh, a resident of the Village and Tequesta Country Club
Comaunity again discussed the posai'oility of having yard trash placed
in garbage cans for pick-up at the house and more frequent pick-ups to
elfminate unsightly trash piles along Village streot rights of way.
There being no further business, the Meeting was adjourned at
9:35 P.M.
