OF THE VILLAGE OF TEQUESTA, FLOR~~
The regular monthly Meeting of the Councilmen of the Village of
Tequesta was held Tuesday, January 11, 1966 at 8:00 P.M. in the
Council Chambers at the Village Hall. Councilmen present were:
riessrs. Valier, Eo~rden, Cornelius and Turnbull. Also present were
Robert Harp, Village Clerk and t~'illiar~ ~:. Lord, Village Attorney.
The Meeting ~~ras opened with prayer and the pledge of a llegi-
ance to the flag by CounciLna.n Turnbull.
The Minutes of the previous Meeting were read and approved.
Dowden moved, second by Turnbull and passed, that the detailed
reading of the financial statement for December, 1965 be waived.
The Village Treasurer stated that the first quarter operation
for the fiscal year was practically as budgeted. The Financial Re-
port and Disbursements for the month of December, 1965 were approved.

Police Chief Henry M. Dusen'aery presented the Police Department
:teport for the month of December, 1965. :3e advised that a Civil
Defense Meeting was not held during December because of the holidays
but that a very important and informative film ~•rould be shown at the
January 25 meeting and urged that everyone help to promote attendance
at this meeting.
Mr. Eill Smallarood, President of the North County First Aid
Squad appeared before the Council to explain to them the Volunteer
ambulance SQuad service ~rhich this group intends to provide for the
area. He explained that at the beginning it would be in operation
from 6:00 P.M. to 6:00 A.HI. everyday. The service would be free to
all residents of the area. At the present time, the organization
has 15 qualified volunteers. The CounciIrnen stated they believed it
to be a good project for the area and granted the group permission
to solicit for a fund raising campaign to raise $14,000.00 to purchase
a completely equipped vehicle and first gears operating expense.
The penni.ssion is granted subject to conformance to the Solicitation
Ordinance. At the time of the fund raising campaign, Mayor Valier
will issue a proclamation in behalf of the organization.
A discussion was held concerning the application of Community
Federal Savings and Loan Association to have the East 150 feet of
their property located at the Northeast Corner of Tequesta Drive
and U.S. Highway No. I, rezoned to C-1 from present R-2 zoning.
Cornelius moved, second by Boti~den and a.ssed that the Councilmen hold
a Public Hearing on January 27, 1966 at 8:00 P.ri. at the Village Hall
to consider this application and the Village Clerk is to set up the
Peeting.

Tequesta Plaza and Village Square Shopping Center. Turnbull moved,
second by Cornelius and passed that the first reading be approved.
A discussion ensued on a possible ordinance to control the
display of merchandise on Shopping Center sidewalks. Attorney Lord
stated this would be a difficult ordinance to smite since the -side-
tralks in question are private property. If such a display ~:~ould be
on a public sidewalk, it could readily be prohibited. The matter
teas tabled far further ixtvestigation.

The Village Clerk and Village Attorney read an Ordinance pro-
viding for Occupational Licenses for all trades, businesses, etc.
Turnbull moved, seconded by Bowden and passed that the first reading
be approved.
Turnbull moved, seconded by Bowden and passed that Tuesday,
March 15, 1966 be the date of the General Election for the Village
of Tequesta at which time a Mayor-Councilman is to be elected at
large fora two year term; and a Councilman from ~Jard 1 and a Coun-
ciLna.n from k'ard 2 are to be elected fora taro year term. The Polls
will be located in the Village Hall, 35? Tequesta Drive and will be
open from ?:00 A.M. to ?:00 P.M.
Cornelius moved, seconded by Turnbull and passed that Palm
Teach County be authorized to use the Village Hall as the Polling
place for PaLn Beach County Voting Precinct No. 2.
Mayor Valier advised that tiro persons are to be appointed to
the Village Zsniag Board of Adjustment. The Village Clerk stated
the terra of Ray D. Shiplett and Harry N. Gifford, Jr. expires in
January. Both men were contacted and indicated a willingness to serve
if appointed again. Cornelius moved, second by Bowden and passed
that Ray D. Shiplett and Harry N. Gifford, Jr. be appointed to a
three (3) year terra on the Village of Tequesta coning Board of Ad-
justment effective at once.
The Village Manager stated the Village has made a request of the
State Road Depard~-ent to have them install "Signals Ahead" warning
signs on State Yoad No. 5 (U.S. Highc,~.y No. I) both to the north and
south of Tequesta Drive since many complaints have been received
that a considerable number of vehicles are finding it hard to stop
due to excessive speed and being unacrare of the signals at this loca-
tion.. Councilman Turnbull, owraer of the service station at the
intersection of State Road No. 5 and Tequesta Drive reported fre-
quent running of the stoplight and many quick stops. Police Chief
Dusenbery reported that the presence of the police car in this gen-
eral area usually slowed the traffic dotra. The Village Manager re-
ported that a verbal denial of the request had been made by a repre-
sentative of the State Road Department following his on-site review
of the situation. Bocrden moved, second by Turnbull and passed that
another request be made to the State toad Department by the Council
to see if these regulatory crarning signs can be placed before a very
serious acciderrt should happen.
The Councils attention v~ras called to the poor road and drainage
condition on Seabrook i2oad at ~~Jillow ~'.oad caused by la.cl~ of adequate
right-of-k~ay on Seabrook Road. Turnbull moved, second by Cornelius
and passed that County Commissioner E. F. Van Isessel and the Board
of County ~nissioners be advised of this situation to see what
action can be taken to remedy it.
Chief Dusenbery reported Patrolman Joseph 0. Caron will complete
a satisfactory probation period January 15, 1966 and suggested he
be granted the 5~ increase granted to all other employees October 1,
1965. Cornelius moved, second by Bowden and passed that a 5~ pay
increase be given Patrolman Joseph 0. Gawp effective January 15, 1966.
The Village Clerk reported the Fifth Annual Conference for Mayors,
Conmmissioners, Councilmen and City Attorneys would be held February
27, 28 and March 1 at Jacksonville.
A letter from the nearly formed I~'l.orida Association of Assessing
Officials was read and Clerk ~~a.s advised to join the Association
for the annual fee of $5.00 if the Association would accepts this
since we do not have a paid assessor.
Maintenance Contracts for the air conditioner units at the
Village Hall to-ere discussed with proposals from McDonald Air Condi-
tioning and Hyoco being presented. The CounciLnen suggested this
matter be investigated further.

The Village Manager reported that ZwIr. Bill Hutchinson of the
Florida Power and La.ght Company advised that the street light installa-
tion has been given the o.l:. and should commence at once.
Mr. Csbaniss suggested that the Village give consideration to
the installation of a sidewalk along Tequests Drive to the railroad
since many people in the area are and gill be walking to the neti~
shoppiag areas, The Council advised this matter would be looked into.
There being ao further business, the pleating Vras adjourned at
10:20 P.M.
