OF THE VILLAGE OF TEQUESTA, FLORIDA
The Regular Monthly Meeting of the Councilmen of the Village of
Tequesta, Florida, was held Tuesday, February 9, 1966, at 8:00 P.M. at
the Council Chambers in the Village Hall. Councilmen present were:
Messrs. Valier, Turnbull, Boarden, Cornelius and Sylvester.
The Meeting was opened with prayer and the pledge of allegiance to
the flag by CounciLnan Cornelius.
The Minutes of the previous Meeting were read and approved.
Bowden moved, second by Cornelius and passed, that the detailed
reading of the financial statement far January, 1966 be v~aived.
The Treasurer called the Councils attention to the closeness of
the actual Receipts and Disbursements for the four (4) month period to
the budgeted figures. The Financial Deport and Disbursements for the
month of January, 1966 were approved. Bala.ncea on Hand at January 31,
1966 were as follows:
First Bank of Jupiter/Tequesta $ 7,247.16
Petty Cash 25.00
Community Federal Savings and Loan 29,099.54
Fidelity Federal Savings and Loan 10,000.00
U.S. Treasury Bills 6 854.

The Sinking Fund Balance was w13,676.01.
The Annual Audit for the fiscal year ended September 30, 1965 was
presented to each Councilman and accepted.
Police Chief Dusenbery presented the Police Department Report for
the month of January, 1966. He also presented the Village of Tequesta
Civil Defense Report for the month of January, 1966. Both reports were
a~epted upon motion by Cornelius, second by Sylvester and passed.
The Village Clerk gave Second Reading by title only to "An Ordinance
of the Vi],].age of Tequesta, Florida, levying an Occupational License tax
upon each and every business, profession and occupation engaged in or
carried on, wholly or in part, within the corporate limits of the Village;
providing regulations for the collection of such license tax, including
penalties; and for other purposes". Cornelius moved, second by Bowden
and passed that the Second Reading be approved. Both First and Second
Reading of the Ordinance having been passed, Ordinance No. 112 is hereby
adopted.
Attorney Lord gave Second Reading by title only to "An Ordinance
of the Village of Tequesta, Florida, extending the Plantreat, Inc.
Franchise east of Sevilla Road (to include the Whitehall Apartments)
and west and east of U.S. Highway No. 1 to N~iillow Road to include the
areas of Tequesta Plaza and Village square Shopping Center". Cornelius
moved, second by Bowden and passed that the Second Reading be approved.
Both First and Second Readings of the Ordinance having been passed,
Ordinance No. 113 is hereby adopted.

• Attorney Lord read an Ordinance providing for C-1 Zoning Classifi-
cation for the Community Federal Savings and Loan Co. property on U.S.
No. 1 at Waterway Road. Cornelius moved, second by Sylvester and passed
that the reading be approved. All Councilmen being present and approving
the reading, Ordinance No. 1lA was thereby passed and adopted.
Dale Bledsoe, speaking for the Jupiter-Tequesta Jaycees said that
Organization would be selling 1966 Florida License Plates at the Publix
Shopping Plaza. Ron Janes advised the Councilmen of their Annual D.S.A.
dinner at the Royal Lion Pub, February 17, 1966 at $6.04 per person.
Attorney Lord suggested that the Village look into the matter of
codification of the Villa.ge's Ordinances and Village Mana;er is to look
into this matter.
The Mayor asked the Clerk to read a letter that had been received
from John R. Sutton, Jr. requesting that the name of Sevilla Road be
changed to a more appropriate name such as Point Drive. It was suggested
this name might conflict with Point Circle in Tequesta Country Club
Community. Mr. Sutton was advised that this is a County Road and the
Board of County Commissioners would be the ones to officially make a
change in name. He was advised that the County Commissioners require a
petition from all, if possible, effected property owners requesting the
change of name. Cornelius moved, second by Bowden and passed that the
Council approve the change of the name of Sevilla, Road to a name approved
by both the effected residents and the Board of County Co~nisaioners.
Mayor Valier advised that he had received several complaints by
Mr. Giesler, owner of Lot No. 100, Tequesta and Mr. J. P. Kurtz, Presi-
dent of Tequesta Sales Corporation, that construction vehicles were making
a road through Lot No. 100 between River Drive and Country Club Drive,
even though signs and blockades had been constructed. It was explained
this is private and that the ovaners could file an affadavit ~,~ith the
Police Department for the arrest of the guilty parties. It was suggested
and agreed the various contractors and other offending parties be advised
of this trespassing by the Police Department and that the property owners
erect signs stating that trespassers will be prosecuted.
The Village Manager called the Council's attention to the reply
letter from the Florida State Road Department denying the Village's
request for "Signals Ahead" signs to the north and south of the traffic
signal at Tequesta Drive. It was decided to attach a sign on the top
of our Village limit signs stating "4S MPH Speed - Strictly Enforced".
The Council approved the use of the Village Hall as a voting pre-
cinct for the Jupiter Inlet District and the Village Clerk and Secretary
will be deputized by the Jupiter Inlet District Commission to register
residents for this purpos®.
Cornelius moved, second by Turnbull and passed that the Village
withhold joining the Florida Association of Assessing Officials this year.
The Council denied the request of Attorney William Wood for the
local Boy Scouts to use the Village Hall lawn fora one day Boy Scout
display during the week of February ? - 12, National Boy Scout Week.

• Th® Village Manager reported that approximated X20 Progress Reports `
covering the past fiscal year had been mailed out. It was also pointed
out that the Palm Beach County Governmental Study Commission was sending
out questionnaires and that they were being completed and returned.
The Village Manager reported the first phase of the street lighting
prosram had been completed and when proper easements were obtained, the
other lights would be installed. A survey will also be made of Tequesta
Drive from the railroad to Short Avenue to see how this area can be
lighted.
The subject of a sidewalk along Tequesta Drive was discussed. Many
more persons are walking since the Tequesta Plaza has opened and a seri-
ous traffic and pedestrian traffic hazard is beginning to develop. The
Village Manager reported reinforced concrete sidewalks would cost approxi-
mately $2.00 a lineal foot and the area would have to be surveyed. Approxi-
mately 1600 feet of walk irould be needed between Seabrook Road and the
Tequesta Plaza. This matter is to be further inrreatige,ted by the Village
Manager, the first step being to contact the Florida East Coast Railway
Company to find out what will be necessary to put the sidewalk across
their right-of way.
A discussion developed concerning charitable solicitations in the
Villa.be and it was the general feeling of the Councilmen that such solici-
• tations should be completely prohibited, without exception, to any organi- ~ ~~~.
zation or group, and this will be the police of the Village from this date. ~~~ Jam,
Counci Lean George E. Bowden submitted his resignation as Counci Lnan-
First Ward effective February 18, 1966. Turnbull moved, second by Cornelius
and passed that the resignation be accepted.
The Councilmen discussed the possibility of amending the Zoning Ordi-
nance to provide a classification for apartment. buildings exceeding two
stories in height. xo definite action ~,~.s taken on this matter. The pros
and cons of a Village Beach were also briefly discussed but no action
taken.
There being no further business, the Meeting was adjourned at
10:00 P.M.
