MINUTES OF THE MEETING OF THE COUNCII2+~1 OF THE VILLAGE OF TEQUESTA, FLORIDA The Regular Monthly Meeting of the Councilmen of the Village • of Tequesta, Florida, was held Tuesday, March 8, 1966, at 8:00 P.M. in the Council Cumbers of the Village Hall. CoLmciLnen present were Messrs: Valier, Turnbull and Cornelius. Also present were Robert Harp, Village Clerk and William A, Lord, Village Attorney. The Meeting was opened with prayer sad the pledge of alle- giance to the-flag led by the Village Manager. The Minutes of the previous Meeting were read. Mr. Cornelius stated that the portion dealing with solicitations which states that all solicitations were to be denied was in error and ghat the Ordinance Ido. 111 was to be used by tke Police Chief in pibviding for issuance of Solicitation Permits. T'ne Minutes were then approved with this correc- tion. The Financial Report for the month of February was read and the Report and Disbursements for the month of February, 1966, was app- roved upon motion by Turnbull, second by Cornelius and passed. Balances on Hand at February 28, 1966 were as follows: First Bank of Jupiter/Tequesta $ 6,332.65 Petty Cash 28.00 Community Federal Savings & Loaa 29,098.54 Fids].ity Federal Savings & Loan 10,000.00 U.S. Treasury Bills 6,f3S4.6~ • ~5 3. 0 8 The Sitdciag Fund Balance was $14,779.34. Police Chief Henry M. Dusenbery presented the Police Department and Civil Defense Report for February. Both reports were accepted upon motion by Cornelius, second by Turnbull and passed. Mr. Lowell E. Jarrett, President of 6siend3mere Co., who is building houses in Ridgewood Homes Sections 3 and 4 on the rest of the lots available, appra-red before the Council to obtain permission for the erection of a Developer's Sign at the northwest corner of Tequesta Drive and Willow Road. This would be the same sign that DiVosta Const- ruetion used when they were the Developers of the area. Such a Sign Permit is issued fora period of six (G) months. Cornelius moved, second by Turnbull and passed that Wendimere Co. be granted permission to erect a Developer's Sign at the northwest co ~-er of Tequesta Drrive fora period of six (6) mooths from March 8, 1966, upon purchase of proper permit. The Villa a Clerk read a letter from Village Realty, Inc. requesting a six (C~ months renewal of the Sign Permit for the Devel- opera Sign on the north aide of Tequesta Drive. The Sign is to be repainted and re-lettered to show "Jupiter in the Pines" instead of Tequesta in the Pines. Cornelius moved, seconded by Turnbull and passed that Village Realty, Inc. be granted a slat (6) months extension of the Sign Permit for said sign froo- March 19, 1966, upon payment of proper foe for such permit. Southern Florida Flood Control District had asked the U.S. Army Corps of Engineers to make a water control study for Martin. County. 1~Ir. Lund stated that a recent Corps of E~faeer~s drawing indicates that they are planning to use the northwest fork of the Loxahatchee River fora canal. Mr. Lund requested the support of the Councilmen of the Village to oppose the discharge of drainage water into the northwest fork of the Loxahatchee River by adoption of a Resolution in opposition to this action and said Resolu- tion to be sent to Congressman Paul Rogers and other interested. parties. Cornelius moved, second by Turnbull and passed that the Village Clerk write a proper Resolution concerning this matter, that the Mayor and Clerk be authorized to sign such Resolution for the Council and forward copies of the Resolution to all interested parties. Mr. Lund also stated the local chapter of the Iraak Walton League was desirous of obtaining new members to further efforts to preserve and protect the natural beauties of our surrounding areas. Cornelius moved, second by Turnbull and passed that the Village Clerk, Robert Harp, be Chief Clerk for the General Election to be held March 15, 1966. Turnbull moved, second by Cornelius and passed, that the following named persona be appointed Election Clerks for the General Election to be held March 15, 1966 and be reimbursed at the rate of • X2.00 per hour: Mrs. Ruth A. Schlusemeyer Mrs. Dorothy L. Harrington Mrs. Mary W. Elliott Mr. A. Douglas Murphy Mr. John W. Stead Mr. Robert W. Reaney The Village Manager read a letter from Mr. James B. Boynton requesting that the street light located at Golfviea ~7rive and Club Place, Tequesta Country Club Communitq, at the northwest corner of his lot be shaded due to his wife suffering from uveitis, a serious eye infection. The Council authorized the Village Manager to have this light shaded for Mr. Boynton. Village Attorney William Lord stated the Village Clerk had caked if a candidate is the Election or his representative could have access to the records of the Election Clerks while the Election was in process so that he could know who had or had not voted. Attorney Lord stated that in his opinion ao unauthorized persons would be permitted in the general area where the voting was being done except those per- sons vatisg acid that persons stationed away from the area of the voting could list names as persons arrived or departed from voting. The Village Clerk stated the 24th Annual Municipal Clerks and Finance Officers Short Course would. be held in Gainesville March 20-Z3. Cornelius moved, seconded by Turnbull and passed that the Village Clerk be authorised to attend this course and take his wife with him. Attorney Lord advised that:..-.the Ordinance p~ovide~ for:the re-~'~gistration of voters- every fiire`years, but that the Council had adopted a Resolutipfi having this rec~ui~a ent for the first re-registratiox period starting .1ai~afYy 1, 1965.. It was pointed out that it is still the intent o~ the Village to provide a single registration for both Village and ~iui~j State and National Elections. There are presently 439 names on the Registration Roll. Councilman Cornelius reported that the Post Office has been authorized to ac?vertise for competitive bids for the operation of a Contract Rural Station in the Tequesta area. None present were aware of sap person who had submitted a bid as yet. Cornelius moved, second by Turnbull and passed that April. 12, 1966, the date of the regular monthly Council Meeting, be the date of the Organizational Meeting of the Council following the General Electioa of March 15, 1966. Valier COUNCILMI~N-SECOND t~1~.RD (TWO YEAR TERM) Dale Bledsoe The Village Manager reported the March check covering January Cigarette Taxes amounted to X5,857.06. He also reported the semi-annual interest payment on the Village Hall Bonds, in the amount of $3,008.?5, will be paid about March 15. The Village Manager reported the the re- quest for the. County Commissioners to change the name of Sevilla Road had :been dropped because all Whitehall residents were satisfied with the present name. The voting machinte has been delivered and is ready for the Election. Palm Beach County to be advised of any present to the 1967 The Village Manager reported the Florida East Coast Railway Company had not acknowledged the Village's latters asking for permission to construct a sidewalk across their right of way. Turnbull moved, second b3' Cornelius and passed that the Village Manager secure bids for the installation of a 4 foot wide re-inforced concrete sidewalk along the south side of Tequesta Drive from Seabrook Road to the west entrance to the Tequesta Plaza. The Village Manager presented a proposal for the installation of 12 additional street lights with concrete poles along the south side of Tequesta Drive from the railroad to Dover Road and the re-location of 2 existing lights. The cost would be approximately $40.67 per month. Several easements will need to be obtained in the area between Seabrook Road and Evergreen Avenue. Cornelius moved, second by Turnbull and passed that the ].2 additional street lights with concrete poles be installed by the Florida Power and Light Company. A discussion ensued on providing a classification for buildings of a height greater than two (2) stories in the Zoning Ordinance. It is quite possible that a parcel of land on the ocean might be interested in coming into the Village if such a Zoning Classification was available. The area is currently zoned for multi-story buildings by PaLn Beach County and in all likelihood such a building will be constructed on the site. The Villag® Attorney is to look into providing such a classifi- cation to be added to the Zoning Ordinance. Mr. Simons fs to be con- tacted for specific specifications for such a classification. Coun- ciLnan Cornelius stated he thought the parcel of land should be annexed first so that a Public Hearing would discuss this type of zoning for a particular piece of land.. ' Mr. Paul Ogle, owner of property located at 76 Holly Circle (Lot No. ?3, Ridgewood Homes, Section 3) stated that the street light recently placed on Willow Road at the east entrance to Blair House was shining in his bedroom window and affecting his sleep and requested shading of this light. Turnbull moved, second by Cornelius and passed that the shade.~be approved. Paul Thomson, President of the Jupiter-Tequesta Chamber of Commerce, advised of the Coffee to be held March 26 at the Royal Lion Pub and invited all Village officials and their wives to attend.
