Councilmen present were: Messrs. Valier, Turnbull, Cornelirais: sad Sylvester. Also present were Robert harp, Village Clerk and Managmf~ and Attorney Wlliinm A. Lord. The Meeting was opened with prayer and the pledge of allegiance to the flag led by Councilman Sylvester. The Minutes of the previous Meeting were read and approved. The Vi]jage Clerk presented a.Letter of Certification of the results of the Ceaeral Election held March 15, 1966 showing the Election of George E, Bowden, Mayor-Councilman; Cecil Cornelius, Councilman-p`.i.rst [~,rd; Robert C. Valier, Counci]man-First jr~,rd (one year term) and Ila.le Bledsoe, Councilman-Second Ward. Cornelius moved, second by Sylvester and passed that the Certification be accepted. The Villa,~e Clerk administered the Oaths of Office to Mr. Bowden, Mr. Cornelius', Mr. Valier and Mr: Bledsoe. Mayor Valier thanked the Councilmen for their eoope~,tioi~ iwd assistance during bps terms as.Mayor-and turned the gavel over to newly elected Mayor Bowden. Mayon Bowden taelcomed Councilman Bledsoe to the Council and firiefly addressed the (;ouncil. • l~yor Bowden presented Thomas ~'. Turnbull with a Certificate from the Village Gouacil in appreciation of his service as a member of the Council since December, 1961. Mayor Bowden then presented Councilman Valier a Certificate in appreciation of his service as Mayor of the Village of Tequesta from April, 1963 to April, 1966 and also presented him with a gavel appro- priately engraved. The norm~a,l, daily postal services will be available, but there will not be any post office bones and it wall not provide a Tequesta Postmark at this time nor will it have a different Zip Code than the Jupiter one, 33458. He further discussed the operation of the post office in general. The report was briefly recapped and the report and disbursements for the month of March were accepted upon motion by Cornelius, second by Valier and passed. Defense Report for the month of Marbh and both were approved. Mayor Bowden appointed Councilmen in charge of various projects chiefly to investigate and report back to the Council. U.S. No. 1, Tequesta Drive Entrance The Vi]1aBe Clerk read a Petition from DiVosta Construction Co. requesting annexation of a tercel of 7.a.nd {Lot 195, less South TO feet and South 203.31 feet of Lot 194 Gomez Grant, Jupiter Island) to the Village of Tequesta. Attorney Lord then read an Ordinance for the annexation of this parcel of land. Cornelius moved, second by Valier that the reading be approved. Motion passed. All Councilmen wing present and voting in favor of the reading of the Ordinance, Ordinance No. 115 is hereby passegt and adopted on first reading. The Village Manager submitted bids for a new fogger as follows LECO 120 Fog Generator L.P. Gas Model $l,?89.80 Gasoline Model 1,816.?6 (Through Mr. Shearer of Papa Beach County Mosquito Control) DYNA FOG ^1200 B~~ $1,947.00 Less Trade In Dyna Fog 600 400.00 {E. J. Perry Distributor $1,547.00 Valier moved, second by Sylvester and passed that the Village purchase the Dyna Fog ~~1200 B~~ from E. J. Perry, Distributor at a cost of $1,547.00. The Village Manager submitted bids for the construction of MII+NTES OF THC ?~:F'~~'NG OF THE CO[INCILMEN OF TIC YTLLAGE OF TEQItESTA, FLORIDA APRIL 12, 1966 PAGE 4 approximately 1300 feet of side~lk along the youth side of Tequesta Drive as follows Gladwin-Bassett, Inc. $2,921.00 Rubio Construction Co. 4,158.00 Tri~Southerr-, Inc. 2,595.00 The Goa®cil~s attention was called to the fact that the Tri-Southern bid was not signed nor did it state the estimated aua~ber of dogs for comple- tion of the work. Valier moved, second by Sylvester and passed that th® bid from Gladwin~assett, Inc. in the amount of $2,921.00 be accepted. With payment for this project to be made from the Streets, Roads and Drainage Fund. Arrangements are to be made for a perforam.nce and comple- tion bond for this work. Attorney Lord advised that as previously discussed, a Public Bearing would have to be held to provide a classification for high-rise apartments .under the Village Zoning Ordinance. He suggested this Hearing and a Public Hearing to give a Zonias Classification to the DiVosta property annexed by Ordinance No. 115 could be held on the same day. The Council approved and set 8:00 P.M. Friday, April 29, 1966, as the time for the Hearing to amend the Zoning Ordinance to provide for high-rise apart- ments east of the east right-af~,ray line of the Intracoastal Waterway at~d 8: P.M., Friday, Apr31 29, 1966, as the time for the Rearing to provide • a ~'bning Classification for the property annexed by Ordinance No. 115. Attorney Lord discussed annexation procedures and occupational licenses. The matter of purging the Voter Registration Rolls was tabled for further consideration by Attorney Ford. Police Chief Ausenbery~s request and proposal to add oae addi- tiona l police officer to the Department starting May 1, 1966 was discussed. Each Couneiln~an had received a copy of the proposal. The Pillage Manager concurred that sufficient eucess funds should be available in the Public Safety Expense budget for 1965-1966 to pay for this officer from May 1 through September 30, 1966. Cornelius moved, second by Valier and passel that the Police Chief be authorized to hire one (1) additional police officer at a salary of $350.00 per month commencing May 1, 1966. A letter from Fire Control Tax District ATo. l asking to be advised if the Yillage garage space presently being used for storage of the J.V.F. D. fire truck, would be available for their use as asub-station after September 30, 1966 was discussed. It was the genera 1 feeling of the Councilmen that as a Taxing District, they should be in a position to reimburse the Village for such facilities. Cornelius moved, second by Bledsoe awl passed that the Village Manager investigate the cost of constructing such facilities and haw much such comparable s~.ce wou]al be rented for at the present tame. This information to be presented to the Councilmen next Meeting. • The Councilmen ace®pted the resignation of J. Dudley Calhoun as the Village representative on the Resources Development Board of Palm Beach County and authorized the Mayor to cake an appoin~nent to this position. Mr. Bowden stated Mr. Richard Sr~allow might accept the appoint- ment. Drainage Plan for Southeast Agartin County. 2.) State Road ?O7.Bridge across Intracoastal Waterway. 3.) Agreement with Florida East Coast Railway Company to install. sidewalk across their right-of-gray. Turned over to 9illage Attorney for his approval. 4.) Request of Tequesta Country Club Community Association to pro- vide center lines at E1 Portal and Golfvi.ew Drive and E1 Portal and River Drive. 5.) Procedure for providing fora single Voter Registration for all residents of the Village of Tequesta. Must be approved by Board of County Commissioners and Supervisor of Registra- tion in odd numbered years. 6.) Placement of two n®w bulletin boards. The CounciLaen approved the issuance of the sign pernrit for the sign on the Eagle-Axmy Navy Store is Tequesta P1a.za sidce all necessary inforar.tion had been received. Councilman Bledsoe moved that the drainage problem at Teque~ta Drive and Seabrook Road be investigated. No second. Action on motion tabled. i Mr. Larry Cousino, representing the Jupiter-Tequesta Jaycees, requested the Village Council to support them in their efforts to get approval from the Pa]m Beach County Tax Collector,. Stetson 0. Sproul, to sell data License Tags in the Jupiter-Tequesta area starting in 1967. Valier moved, second by Cornelius and passed that the Village Council endorse the Jupiter-Tequesta Jaycees efforts to be desigaa,ted the agency to see Auto License Tags in the Jupiter-Tequesta area starting in 1967 and that a litter be written to Palm Beach County Tag Collector, Stetson 0. Sproul, advising him of the Councils fiction. ~~ Councilman Bledsoe suggested that the Councilmen endorse the action of the Palm Beach County Board of Pubic Instruction in approving the location of a Vocational School in northern Palm Beach County and especially the fact that the Board can and did act as the elected officials they are in this matter. Bledsoe moved, second by Valier and passed that the Board of Public Instruction be so notified of this action of the Village Council. Mr. Pat J. Snow, Jr., Vice President of Community Federal Savings and Loan Association, requested a six (6) months extension of their Developers Siga Permit for Country Club Point which expires Apr~tl I8, 1966. Cornelius moved, secondt by Valier and passed that the six (6) months Developers Siga Permit be granted to Commmunity Federal Savings and Loan Association upon payment of proper fee and submission of written application.
