0~' THE VILLAGE OF TEQUEiSTA, FLORIDA
i Tho regular monthly Meeting of the Councilmen of the Village of
Tequesta was held Tuesday, Ma~- 10, 1966 at 5:00 P.M. at the Village Mall.
Councilmen present were: Messrs. Bowden, Yalier and Bledsoe. Also pre-
sent were Robert Harp, Yillage Manager and Village Clerlc and William A.
Lord, Village Attorney.
Mayor Bowden opened the Meeting with prayer and the Village
Manager conducted the pledge of allegiance to the flag.
The Minutes of the previous Meeting here read and approved
upon motion by Yalier, second by Bledsoe and passed.
Bledsoe moved, second by Valier and passed that the reading
of the Minutes of the two (2) Public Hearings held April 29, 1966 be
waived since all Councilmen had,~received a copy of same.
Bledsoe moved, second by Valier and passed that the reading
of the detailed Treasurer.~s Report for the month of April,-1966 be waived.
The Village Clerk recapped the April Tressurer~s Report and
the Report and Disbursements for the month of Aprii-were approved upon
motion by Valise, second by'Bledsoe and passed. ~~
Police (fief Dusenbery read the report of Police Department
activities for the month of April and the Civil Defense Report for the
• month of April and both were approved.
~ The Village Manager read his report highlighting Village acts-
- vities during the month of April, 1966 and it was approved. (Copy Attached).
Councilman Valier reported on the progress being made by the
local Izaak Walton League to preserve the Losahatchee River. He also
reported on the North County First Aid Squads need for additional funds
to gay for their ambulance which has been delivered to that organization.
Mayor Bowden reported for Councilman Cornelius that the Tequesta
Branch Rural Post Office had opened on Mag 2, 1966 in the Grater-Gator
Food store in Village Square Shopping Center.
The Village-Manager reported for Counci]man Sylvester that
money has been allocated by the State Road Department for preliminary
engineering on the bridge across the Intracoastal t~aterway.
Councilman Bledsoe reported on a study of the entrance at
U. S. No. 1 and Tequesta Drive. Two plans were discussed. with the
Council approving the plan to remove all present plantings at the North
and South side of Tequesta Drive, including the first royal pa]m tree
- on each side, sodding the area with grass and placen-eat of a coral rock
on each side with a plastic name plate oa each-rock designating nTequesta
Drive". Most of this work can be done by the Village Maintenance Man.
The alternate plan was to use low type plantings but-all agreed that the
more open space, the better and safer the entrance. The plantings under
and around the sign will be cleared out as necessary.

The Tequesta Rural Branch Post Office was discussed and it
was explained that volwne of usage is necessary for other services to
bo added and the ultimate location of a Post Office for the Village of
Tequesta. Mayor Bowden suggested that the Village Council write a letter
to all residents of the ViLtage urging them to use the Tequesta Rural .
Branch Post .Office as often as possible to keep its volume. up. Valuer
moved second by Bledsoe and passed that such a letter be mailed to the
residents of the Village of Tequesta.
Councilmen Bledsoe was appointed to look into the matter of
drainage at Tequesta Drive and Seabrook Road.
The riding of bicycles oa the new sidewalk was discussed.
The Village Manager submitted a report oa study of possible
rental of garage facilities presently used by the Jupiter Volunteer Fire
Department to Fire Contabl Tax District No. 1 for the same purpose com-
mencing October 1, 1966. The Fire Control Tax District has asked if the
facilities will be available as asub-station after September ~, 1966.
The CounciLnen instructed the Mayor and Village Manager to discuss this
matter with representatives of the Fire Control Tax District at an early
date.
The Clerk read a letter from Vi7.].age P.ealty, Inc. requesting
• a slat (6) months renewal of their Developer+s Sign Permit-for Riverside
Drive Park located on the North Side of Tequesta Drive opposite Venus
Avenue. Valuer moved, second, by Bledsoe and passed that the permit be
issued upon submission of application and proper fee to the Village
Clerk.
The Clerk read a letter from Village Realty, Inc. requesting
a six (6) months Dev®ioper+s Sign Permit for a sign they wish to erect
on the South Side of Tequesta Drive opposite Norfolk Avenue. A picture
of the sign was attached to the letter. Valuer moved, .second by Bledsoe
and passed that permission be granted for said Developer+s Sign Permit
neon proper application and fee being submitted to the Village Cleric.
Attorney Lord gave first reading to an Ordinance to amend the
Zoning Ordinance by providing an R-3 Multiple Family (High Rise) Dwelling.
District east of the Intracoastal 6daterway. Valuer moved, second by
Bledsoe and passed that the first reading be approved..
Attorney Lord suggested that he and the Village Manager draft
an ordinance providing for all. items having to do with elections and
voting is the Vi1la,ge.
The Councilmen discussed the idea of having workshop meetings
so that adequate time and consideration could be given to many items
which the Councilmen must consider. Those present were in agreement
• and set the first IrJednesda.y of every month at 8:00 P.M. as the regu3arly
scheduled workshop meeting starting in June.

It was suggested and agreed that the entire insurance program
of the Village be reviewed to determin® if proper awl adequate coverages
far all phases of the municipal operations are is effect at the present
time .
The matter of the possibility of the Village purchasing the
sewerage disposal plant was discussed and the Councilmen agreed that
the Mayor should appoint a Citizen's Committee to perform a feasibility
study of the matter and report to the Council before the Village should
pursue the matter any further.
A letter from Mr. J. D~ulley Calhoun, 15 Bunker Place, Tequesta
Country Club Community, was read requesting the shielding of the street
light opposite his home since it's intensity is annoying and interferes
with sleep.
Several of the Councilmen had Aade an on-site inspection of
the situation at night. The CounciLnen discussed the shielding of the
lights in general and all agreed that the lights had been placed to
provide mere effectively for the health, safety and welfare of the
residents of Tequesta and that if too many requests for shielding the
various lights should be received and granted, the usefulness and pug
pose of the lights would be defeated. Valier moved, second by Bledsoe
and passed that the policy of the Dillage be that no further street
lights are to be shielded, including the one is question at Bunker
Place. Mr. Calhoun is to be advised of the Council's decision in this
matter.
The Village Manager advised that Mr. Floyd B. Boriea, [~airmaa,
State Road impartment, had replied to the letter requesting information
as to how the Village of Tequesta will be put on State Road Department
maps and it is hoped we will ultimately be named on gasoline company
travel maps.
The Village Manager advised that he is workiag with the Tax
Assessor to have the 1966 Real Estate Tax Roll valuations at 100 as
suggested by the Village Attorney.
Police Chief Dnsenbery was granted permission to attend the
Annual Florida Polioe Chiefs Association Meeting in Dra,ytona Beach oa
June 9, 10 and 11.
Bledsoe moved, second by Valier and passed that the Mayor and
Village Clerk be authorized to enter into as agreement w~.th the Florida
East Coast Railway Co, to put a sidewalk across their right of way on
Tequesta Drive, This work is to be done when the railroad has completed
changes they are to make at this crossing.
Mr. Paugh con4ner~ded the Village Building Inspector for his
diligence in seeing that contractors thoroughly clean and repair ad3acent
lots following the completion of construction.
The meeting was adjourned at 10:20 P.M.
