• The regular monthly meeting of the Councilmen of the Village
of Tequesta Was held Tuesday, June 14, 1966 at 8:00 P.M. at the Village
Hall. Councilmen present were Messrs: Bov~n, Sylve~ater, Cornelius
and Valier. Also present were Robert Harp, Village Manager and Clerk
and Ronald Jones from [~3.nters, Brackett, Lord and Potter.
The Meeting was opened with prayer and the pledge of alle-
giance to the flag bq Councilman Sylvester.
The Minutes of the previous Meeting were read and approved
npoa motion by Valier, sec:oad by Cornelius and passed.
Sylvester moved, second by Cornelius and passed that the
reading of the detailed Treasurers Report for the month of May, 1966
be waived.
The 1~i11age Clerk recapped the May Treasurers Report and the
Report and Disbursements for the month of May were approved upon motion
by Cornelius, socoad by Sylvester and passed.

The Village Managers Report for the month of May, 1966 was
read and approved.
Police Chief Dusenbery presented the report of Police Depart-
ment activities for the month of May, 1966 and Civil Defense Report
for the month of May and both were approved.
Various Councilmen pro3ects report were given. Councilmen
Valier reported that the local Izaak ~rlalton League had been successful
in stoppinS the proposed p]an to use th® LoxRhatchee River as a drainage
canal. He also reported the ambulance was now in service and serving ,
the area.
The Council instructed the Village Manager to advise the
O.S. Army-Corps of Engineers that they would like to see improvements
made in the Jupiter Inlet to improve navigation.
Councilman Cornelius reported that he would be meeting with
Police Chief Dnseaberr shortl~r to consider the budget for this Department
for 191,6-196? fiscal pear.

CounciLnan Sylvester reported that the Intracoastal Bridge
on State Road 707 was one of four that the Florida In3a,nd Navigation
District was suing to provide funds fer together with the State Road
Department. These funds would come from a special tax in the District.
He also mentioned a beach for the Village and was authorized to appoint
a Citizen's Ca®ittee to give this pro3ect further study.
The Village Manager reported for Counci]man Bledsoe that the
plantinss at.: U. S. No. 1 and Tequesta Drive ha.d been removed sad the
area would be sodded shortly. He also reported the improvement to the
drainage awales along Seabrook Road by the Palm Sc~a,ch County Road De-
partment. This seems to have helped the drainage at Tequesta Drive and
Seabrook Road:
Mr. John Brewbaker, recently elected President .of the ~upitet-
Tequesta Athletic Association which operates Minor' Little, Pony and
Colt Leagues for the Tequesta-Jupiter area, reported on the current
program and its fiiaancial status He stated he was aware his organi-
zation had erred by not replying to the Village's lettet last .~u1yt by
~ahich they were to m~.ke a written request for a contribution. Corneliti~
moved, second by Sylvester and passed that $400.00 be contributed to
the Jupiter Tequesta A"thletic Association for th19 years program.
Mr. Brewbaker was advised by the Counca i to be certain to make a written
request for any future contributions.
• Mr. Steve Shannon, representing Buraup and Sims and Meredith-
AV00, Inc., appeared before the CounciLaen to discuss a Community
Antenna Television Cable installation for the ViLage of Tequesta oa
a franchise basis. He briefly discussed the operation of such a system
and controls placed upon it by F.C.C. He stated they have recently
concluded franchise agreements with the Village of North ~'a1m Beach
and the Town of Lake Park. The initial connection fee would be approxi-
mately $10.00 with an average monthly fee of approximately $5.00. Use
of this system would be on a voluntary basis only and would be installed
without a prior commitment of users. The Counci]men asked various ques-
tions about the subject sad asked Mr. Shannon to have a proposal pre-
sented to the Council for further consideration.
The Village Clerk gave second reading by title to an ordi-
nance amending the Village Zoning Ordinance to provide an R-3 Multiple
Family (High Rise) Dwelling District Classification. Va lier moved,
second by Cornelius and passed that the second reading be approved.
Ordinance No. 116 was thereby passed and adopted on second reading.
The Village Clerk read an Ordinance amending the Zoning
Ordinance and the Zoning Map to zone a parcel of land annexed by Ordi-
nance No. 115 (DiYosta property on Jupiter Island) as R-3 Multiple
Family (High Rise) 'Dwelling District. Goraelius moved, second by
Valier aed passed that the first reading of the ordinance be approved.
• Mr. Riche,rd Swallow and Mr. Charles b~nsker, appointed by
Mayor Hswdea to investigate the feasibility of the Village purchase of
the Plantreat Sewerage Disposal Pant, reported on their study. Mr.
Swallow reported the plant and equipment seemed adequate. Mr. 'Haasker

reported that the present number of connections to the plant dick not .
make it a feasible financial passibility, but suggestP.d the pbseibility
of combining, ilia sewerage and water pl~.nts might provide for amore
-feasible way off;financing. Mayor Bowden thanked the members of the
Cammi.ttee fop. their work on the pro3ect. -
Mayor Bowden reported on the meeting with the Village Manager
and Fire Chief Baird concerning the availability of the garage space
presently being used by the Jupiter Volunteer. Fire ~Fa rtntent to house

Jupiter Fire control Tax Aistrict %d.ll be i3 effect:. Tk~e Mayor. reported
on the tentative pans o: the District and after coas~.deriasg all factors,
suggested a monthly rental fee of $25.00 for the current yeat on an
annual basis. Chief Baird had reported at the meeting tha'c it was
hoped that in several years adequate quarters and space could be found
so that firemen could be oa duty 24 hours a day. Mayor Bowden restated
the fact that it will not be too long before the Village wi11 need
additional garage space for its various vehicles and equipment. Valier
moved, secoral by Cornelius and passed that the Fire Control Tax District
be advised that the garage space presontly being used by the Volunteer
Fire Department will be available to them from October 1, 1965 to
September 30, 1967 at no charge to the Fire Control Tax District and
that the space would not be available after September 30, 1967.
• The Village insurance coverages were discussed and present
coverages were ~tplained. Valier moved that the Councilmen be included
under the blanket position gnd faithful performaaice bond and that the
Villag® Treasurer, and Village Manager be covered. in the .amount of
$2S,OOb. The liability limits to be increased from $100/300. to
$2S0/500. Sylvester seconded the motion and it was unanimously passel.
The Tax Asaeeeor presented the following 1966 Tax Roll:
Toth1 Valuation $17,624,410.
Less Homestead Exemption 287 670.
Taxable Valuation 16 336.70•
Cornelius moved, second by Valier and passed that the 1966 Tax Roll
as presented be adopted..
The Village Manager and Village Attorney discussed the pro-
posed Conduct of Elections Ordinance and various items on which the
Village Manager had eammented. The ordinance will be given further
study and consideration by the Village Attorney and Village Manager.
A letter from Edward A. t°dzite and Isabel S. Nhite, owners
of the Jupiter Island Apartments and other parcels of-land on Jupiter
Island, to;s read by which they requested that the Vi,l]age Council hold
• a Public Hearing for the purpose of changing the Zoning Classification
of their-]ands from R-2 to R-3. Th® Village Clerk was instructed to
set up the Hearing.

Counci]ma,n Sylvester advised that the Sesseaer properties oa
Jupiter Is]a,:d were interested in petitioning to be annexed to the
Village of Tequesta and would contact them about the ns~tter.
Gouacilmaa Cornelius advised that Mr. Calhoun had asked him
to ask the Council to reconsider their denial of shading a street light
near his residence on Bunker Place. In conjunction with this street
lighting matter, the Manager read a petition from several property owners
who reside on Holly Circle stating they do not desire a street light
in or near or adjacent to the Holly Circle area now or at any future
date, uale~s ~, written request is made to the Council. for such action.
The petition also requested the shading of two adjacent s~reet lights
since they serve no useful pta~pose to the neighborhood and are a direct
disruption of sleeping .bits. The Pillage Manager explained how the
street lighting program was planned and installed. Tt wa.s explained
that some of the residents oa Willow ~doad wanted the light in this area
and eae would give a six foot easement across his property for the light.
A lengthy discussion endued between the Councilmen andse~reral bf:thd ,
property: o~be~s. bouncilman Sylvester wa,s aslced to cani~xiu®~ inve~ti~t3on
of the matter and report back to the Council ar~d the Mayor was asks,
to c$eck the situe,tion at the Calhoun residence.
Mr. Otto Cerny, representing t~~i.tehall Apartments, requested
a fire hydrant near this location. The Village Manages reported a
letter had been received on this matter. The Village Manager was ins-
tructed to investigate whose res~nsibility it is to install fire
hydrants. Mew subdivisions must install them.
Mayor Bowden re~rted on a Meeting of Mayors of ,Municipalities
in Palm Beach County held by the PGA to explain their Four Ball Champion-
ship Tournament which started last year and is scheduled again for this
year. The PGA had requested contributions for this project. Valier
moved, second by Cornelius and passed that $100.00 be contributed to the
PGA Four Ball (~ampionship TournQment.
Mayor Bowden commented on the publicity of the Council Meetings
being gives by both news media covering the Village.
Mayor Bowden reported on a complaint from Col. Klimes on
Bunker Place about a drainage problem at this location. No definite
action taken.
The Council set ?:00 P.I., Tuesday, July 12, 1966 as the time
that the Council. will sit as a Board for Equalization of Real Estate
Taxes .
The Village Manager discussed maintenance contract for the
Village Hall air conditioning system. Cornelius moved, second by Valier
and passed that the Village Manager be authorized to eater into an
• agreement with Loxahatchee Air Conditioning Co. for an Air Conditioning
Maintenance Contract for sum of $28.25 monthly including filters changed
as needed.
